MAYOR WELLS-ARMSTRONG: I would like to call the meeting to order. We will start

with a prayer by Lieutenant Corporal Officer Scott Parnell from the Kankakee Salvation Army and go on to the pledge of allegiance by the City Council.

PUBLIC COMMENTS

LANCE MARZAC: I am here to present a few options to save the existing

parking and a better option for bikers as well. Bikers prefer a dedicated bike lane separate from the cars. The proposed plan shows a merge. The safest option would save parking and somebody’s life. Give them a path that goes through the downtown area along HomeStar Bank and Farmers Market or along the Executive Center, 2-3 blocks. The other option is the one used in Chicago.

CAROL DUFFIELD: I am here to express my concern about Code Enforcement.

In May, I had a neighbor putting a fireplace and bay window. I talked to Code Officers and I could not get a straight answer. Codes have never been updated. I contacted Alderman Crawford & Osenga to take a look at it. I went to a Code meeting and spoke with Mike from Teska. In a meeting with Dave, Mayor, Alderwoman Kennedy and Tomora admitted they should not have given him a permit. He started the work in May and got the permit in June. Mike provided two ways to do things. I’m starring at this monstrosity and it is irritating. There is no cohesion in Code. If there is some way I can fight I will. I’m losing value on my property because of this.

JASON HASTINGS: I live outside the City limits and since July 1st, I have been

charged an additional 2 % sales tax. I spoke with Elizabeth and it’s been 6 months and still not resolved. I have talked to the state and she has talked to the state. My business is Reliable Oil & Tire, LLC., and I am looking for reimbursement. I need to get off the list. The state needs someone from the City to verify this. If we can’t come to a resolve I will have to get an attorney. The State is unclear. I recommend you write a check every month.

ITEM 8A: Presentation by Christopher Burke regarding Hobbie

Avenue Project. As mandated the selection was made on a qualification basis. This is an urbanized area required a MPO. The last project was in 1995 Brookmont Blvd. The City’s portion is 20 percent. Only 2 Engineering Firms responded and it went to Christopher Burke. Funded by the MFT Program. Phase 1 and 2. Mathew Huffman: I am the Project Manager for Christopher Burke Engineering with 15 years of experience out of Rosemont Illinois. We have 210 employees and offer full services. Reconstructing Hobbie Avenue; envisioning 3 lanes.new drainage system ...railroad... structural engineering...traffic survey and teamed with Piggush Engineering...if any land acquisition is needed we have a company licensed by the state. Details will be communicated to the City.

ITEM 8B: Presentation acknowledging 20 years of service to the Kankakee Police Department by Matilde “Mark” Miramontes. Chief Hunt: He could not be here tonight. He served as a Juvenile Detective for 8 years; dedicated Lateral Officer.

ITEM 8C: Kankakee Area Jaycees is requesting street closure of the 200 block of South Schuyler Avenue, the Farmers Market Parking Lot and Festival Square, to host their Annual “Halloween Downtown” on Sunday, October 20, 2019 from 10:00 A.M. until 4:00 P.M.

STANDING COMMITTEES

ITEM 9A: Public Safety: Alderman Brown

Fire Department responses set new record for 2018. Chief Schuldt: Projected Maintenance Cost and Replacement Schedule per vehicle. Across the top is the description, License Plate Number, 10 year maintenance cost, projected cost, vehicle designation. The first 8 vehicles are staff vehicle hours and next to last is the mileage column. Below is what we are projecting. It is recommended they we keep a vehicle for 15 years. In 30 years we have doubled the calls. Police Department side, Crime Index and number of citations are presented in the report. Deputy Chief Hunt: Shots Fired Report is as follows.

Shots Fired: 2017 = 326 and 2018 = 275 Shots Fired Cases: 2017 = 122 and 2018 = 80 Shots fired could be a car that back fired; fireworks or actual shots fired. Cases involve victims, witness, damaged property and shell casings. Increased in the 2nd Ward was 17 percent. The Erickson’s Report shows that problems are associated with the 1st and 2nd Wards. The Gang Unit and KMEG are given those problem areas.

October 9th, 2018 we have already covered items in the minutes and incorporated into plans. We discussed TIF and the 2 percent, proposed budget and amend already acted on.

January 15th, 2018 – Revenue at 73.36 percent of budget. Expenditures 72.92 percent and both are above the two thirds.made pension payment.both are on target.

ITEM 12B: Preliminary Engineering Proposal by Christopher B. Burke Engineering, LTD. For the Hobbie Avenue Reconstruction Project. Pete Schiel: We analyzed each of the individuals. There was 8 criteria required at certain percentages. It was really a tight case. It was the DBE that Burke scored higher on.

DISCUSSION: Ald Curtis: Out of respect for my fellow Alderman I will support this project. Going forward, I really think we should use local vendors. We have 2-3 qualified local people.we could have given them a call. I don’t know why they did not apply.

MAYOR WELLS-ARMSTRONG: We are full committed to our local businesses. We are not in a position to chase local vendors down to place a bid.

Ald Kennedy: You said what I was going to mention. We share the same sentiment but we do have to follow the guidelines.

Ald Brown: Echo the 1st Ward Alderwoman. We support local people and that is all that needs to be said.

ALDERMAN COMMENTS

ALDERMEN & ALDERWOMEN: Question to Chief Schuldt. Are the vehicles you are looking to buy available to lease? Fire Truck Manufactures do offer lease options. We need to encourage our non-for-profit organization to utilize channel 4 and we need to also align our precincts with our Wards. The Black History Committee has an ad book if anyone is Interested in placing an Ad.

MAYOR WELLS-ARMSTRONG: We have newsletter I encourage you all to sign up, friends, family and people in your wards. Ernie Lopez and I will meet to go over the data they collected. Good to see so many of you at the Sr. Martin Luther King Celebration. Elizabeth and I were in Springfield today to present the Osled Grant which was mandatory. We had several comments and excitement that the City of Kankakee applied for the grant. This is for land acquisition to help us acquire to more parcels.
