Village of Bradley Village Board met May 28.

Here is the minutes provided by the board:

CALL TO ORDER 

The regular meeting of the Bradley Village Board was called to order on Monday, May 28, 2019 at 6:30 p.m. at the Bradley Municipal Hall. Mayor Watson presided. Roll call: Trustee's Redmond, Watson, Barber, LeBran, Westphal and Billingsley, all were present.

Mayoral Appointment - Village Clerk, Julie Tambling

A motion was made by Trustee Barber and seconded by Trustee Westphal to accept the appointment of Julie Tambling as the Village Clerk. (6 ayes O nays) Motion carried

At this time Mayor Watson swore in Julie Tambling as Clerk to fill the remainder of the term held by former Clerk Michael LaGesse.

AGENDA 

Trustee Redmond added under New Business #3 a Property Demolition 

A motion was made to approve the agenda with the changes by Trustee Redmond and seconded by Trustee Barber. (6 ayes O nays) Motion carried

PRESENTATION OF MINUTES 

A motion was made to approve the Regular Board meeting minutes for May 13, 2019 by Trustee LeBran and seconded by Trustee Billingsley (6 ayes O nays) Motion carried

PRESENTATION OF COMMUNICATION 

There was none.

NEW BUSINESS SPOTLIGHT

There was none.

PRESENTATION OF PETITIONS 

There was none.

PUBLIC COMMUNICATIONS

PRESENTATION OF BILLS AND ACCOUNTS 

A motion was made by Trustee LeBran and seconded by Trustee Barber to pay all bills and accounts. (6 ayes O nays) Motion carried. Discussion - regarding the purchase of traffic bumps

REPORT OF SPECIAL COMMITTEES

There was none.

REPORT OF STANDING COMMITTEES

PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE PARKS/COMMUNITY EVENTS 

There was none.

PUBLIC SAFETY: FIRE & POLICE 

Trustee Barber stated they did have a Committee meeting in regards to the Feasibility Study. Police Department Report for April 2019 will be available on the website. Fire Department Report for April 2019 will be available on the website.

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES 

R-5-19-4 a Resolution commission a Feasibility Study regarding the Consolidation of the Village of Bradley's Public Safety answering point service with Kan-Comm 911 

A motion was made to approve R-5-19-4 by Trustee Westphal and seconded by Trustee Barber (6 ayes O nays) Motion carried

0-5-19-4 an Ordinance creating a Hotel Operator's Occupation Tax for the Village of Bradley, Kankakee County, Illinois 

A motion was made to waive the two readings by Trustee LeBran and seconded by Trustee Westphal (6 ayes O nays) Motion carried 

A motion was made to adopt 0-5-19-4 by Trustee Billingsley and seconded by Trustee LeBran (6 ayes O nays) Motion carried

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING 

There was none.

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT 

There was none.

UNFINISHED BUSINESS 

0-5-19-3 an Ordinance granting a Special Use Permit for certain property within the Village of Bradley, Kankakee County, Illinois (PIN: 17-09-28-303-001 

A motion was made to adopt 0-5-19-3 by Trustee Redmond and seconded by Trustee Barber (6 ayes O nays) Motion carried

NEW BUSINESS MFT 

Roadwork Bids (2019 MFT Concrete Program)

• Gallagher Asphalt Corp $53,004.00

• Davis Concrete $53,004.00

• Scanlon Excavating $63,012.00

• Ruben E. Smith R&R $67,770.00 

A motion was made to accept the Gallagher Asphalt bid for concrete by Trustee Billingsley and seconded by Trustee LeBran. (6 ayes O nays) Motion carried (2019 MFT HMA Program)

Gallagher Asphalt Corp $313,704.00 

A motion was made to accept the Gallagher Asphalt Bid for Hot Mix Asphalt overlay program by Trustee LeBran and seconded by Trustee Barber. (6 ayes O nays) Motion carried

Mini-Excavator

A motion was made to purchase the Bobcat Compact Excavator by Trustee Billingsley and seconded by Trustee Westphal. (6 ayes O nays) Motion carried

A motion was made to go into Executive Session by Trustee Westphal and seconded by Trustee Billingsley to consider the appointment, employment, compensation, discipline, performance or Dismissal of specific Employee(s) and Collective Bargaining, regarding SILCS/120/2/c 1 & 2. (6 ayes O nays) Motion carried

Back in Regular Session 8:43 p.m.

ADJOURNMENT

A motion was made by Trustee Billingsley and seconded by Trustee Westphal to adjourn the meeting. The meeting was adjourned at 8:45 p.m. on a unanimous aye vote.
