Village of Bradley Village Board met May 13.

Here is the minutes provided by the board:

CALL TO ORDER 

The regular meeting of the Bradley Village Board was called to order on Monday, May 13, 2019 at 6:30 p.m. at the Bradley Municipal Hall. Mayor Watson presided. Roll call: Trustee's Redmond, Watson, Barber, LeBran, Westphal and Billingsley, all were present.

PRESENTATION OF MINUTES

• April 22, 2019 - Regular minutes 

A motion was made to approve the Regular Board meeting minutes for April 22, 2019 by Trustee Barber and seconded by Trustee Westphal (6 ayes 0 nays) Motion carried

. April 26, 2019 - Committee of the whole 

A motion was made to approve the Committee of the Whole meeting minutes for April 26, 2019 by Trustee Billingsley and seconded by Trustee LeBran (6 ayes O nays) Motion carried

. April 29, 2019 - Special Board minutes 

A motion was made to approve the Special Board meeting minutes for April 29, 2019 by Trustee Westphal and seconded by Trustee Billingsley (6 ayes O nays) Motion carried

May 2, 2019 - Special Board minutes 

A motion was made to approve the Special Board meeting minutes for May 2, 2019 by Trustee LeBran and seconded by Trustee Westphal (6 ayes O nays) Motion carried

PRESENTATION OF COMMUNICATION 

Request from the Bradley Fire Department for the Annual Fish Fry which is on June 7 and 8, 2019. They are asking for permission to use the west parking lot from June 5 thru June 9 They are requesting permission to close Broadway on June 5th around 6:00 p.m. until June 7th at noon from Wabash to Michigan. They are requesting barricades for road closures. They would like permission to extend the closure of Broadway from Grand Ave to Michigan Ave starting Saturday, June 8th at 2:00 p.m. until 11:00 p.m. for the car show.

A motion was made to grant permission for the Bradley Fish Fry and the street closure by Trustee Barber and seconded by Trustee Redmond (6 ayes O nays) Motion carried

Proclamation Honoring National Police Week May 12 through May 18, 2019 Emergency Medical Services Week May 19 through May 25, 2019 Mayor announced that there will be Memorial Day Services at Legion Park on Monday, May 27, 2019 Mayor stated that due to the Memorial Day Holiday on Monday, May 27, 2019 the Village Board meeting will be Tuesday, May 28, 2019 at the normal time.

Deputy Clerk Richert announces that the Villages Annual Community Garage Sales will be Friday and Saturday June 14 & 15, 2019 from 8:00 a.m. to 4:00 p.m. You may sign up at time now until Monday, June 3, 2019 at the Main Office of the Village Hall. There is a $10.00 registration fee and a $10.00 refundable sign deposit which you get back when you return your Community Garage Sale sign. The $10.00 fee helps cover the cost of advertising.

PUBLIC COMMUNICATIONS

Glenda Inouye - 321 E 3100 N Rd, Clifton gave a small presentation in regards to the Dog Day Care she wants at 665 W. Broadway.

• Linda Longtin – 340 W Drummond Dr, Bourbonnais wanting the Dog Day Care to Proceed.

PRESENTATION OF BILLS AND ACCOUNTS 

A motion was made by Trustee Westphal and seconded by Trustee Redmond to pay all bills and accounts by recommendation of the Committee of the Whole (6 ayes O nays) Motion carried.

REPORT OF SPECIAL COMMITTEES 

Planning & Zoning Report - Chairman Smith was present and read his report from the Committee's meeting on May 7, 2019. Before the Committee were two Special use permits one for an Animal Daycare at 665 W. Broadway that was denied on a 7-0 vote. Dollar General was the seconded located south of Liberty Street north of Soldier Creek and east of Kinzie this was approve on a 7-0 vote with a stipulation that it must be open within 2 years.

A motion was made to approve the finding of the facts from the Planning & Zoning report by Trustee Redmond and seconded by Trustee Billingsley (6 ayes O nays) Motion carried

REPORT OF STANDING COMMITTEES PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE PARKS/COMMUNITY EVENTS 

There was none.

PUBLIC SAFETY: FIRE & POLICE

R-5-19-1 a Resolution entering into an Equipment Lease Purchase Agreement with Motorola Solutions Inc., for portable and mobile radios. 

A motion was made to adopt R-5-19-1 by Trustee Westphal and seconded by Trustee Barber (6 ayes 0 nays) Motion carried

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES 

There was none.

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING 

There was none.

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT

0-5-19-2 an Ordinance granting a Special Use Permit for certain property within the Village of Bradley Kankakee County, Illinois (665 W. Broadway) (1st reading) 

A motion was made to waive the two readings by Trustee Redmond and seconded by Trustee Barber (4 ayes 2 nays) Motion carried 

A motion was made to deny 0-5-19-2 by Trustee Redmond and seconded by Trustee Billingsley (6 ayes O nays) Motion denied

0-5-19-3 an Ordinance granting a Special Use Permit for certain property within the Village of Bradley, Kankakee County, Illinois (PIN: 17-09-28-303-001) (1st reading) R-5-19-3 a Resolution approving the Preliminary and Final Plat of Subdivision for the Southfield Subdivision in the Village of Bradley, Kankakee County, Illinois 

A motion was made to adopt R-5-19-3 by Trustee LeBran and seconded by Trustee Redmond (6 ayes O nays) Motion carried

UNFINISHED BUSINESS

0-4-19-4 an Ordinance amending Section 30-347, “minors in possession of Tobacco," of the Village of Bradley, Kankakee County, State of Illinois (2nd reading) 

A motion was made to approve 0-4-19-4 by Trustee Billingsley and seconded by Trustee Westphal (6 ayes O nays) Motion carried

0-4-19-6 an Ordinance amending Article VII of Chapter 30 of the code of Ordinances for the Village of Bradley, Kankakee County, State of Illinois (2nd reading) 

A motion was made to approve 0-4-19-6 by Trustee Barber and seconded by Trustee Billingsley (6 ayes O nays) Motion carried

0-4-19-8 an Ordinance adding Division 4, "Compliance," to Chapter 52, “Traffic and Vehicles,"Article IV, "Stopping, Standing and Parking," of the Village Code in the Village of Bradley, Kankakee County, State of Illinois (2nd reading) 

A motion was made to approve 0-4-19-8 by Trustee Redmond and seconded by Trustee Westphal (6 ayes O nays) Motion carried

NEW BUSINESS 

Committee Assignments Public Works: Streets, Utilities, Sewer, Infrastructure Parks/Community Events Public Safety: Fire & Police -(Barber/Redmond/Billingsley) Administration: Insurance, Finance, Human Resources-(LeBran/Watson/Barber) Information Technology/Innovation/Performance Improvement: It, Community Outreach, Marketing Community Development: Code Enforcement, Planning & Zoning, Economic Development (Watson/Westphal/LeBran)

Appointments of External Boards/Committees/Commissions Village Administrator Catherine Wojnarowski was appointed to the KCCVB Executive Committee Liaison. 

A motion was made to accept the appointment to the KCCVB by Trustee LeBran and seconded by Trustee Redmond. (6 ayes O nays) Motion carried

ADJOURNMENT 

A motion was made by Trustee LeBran and seconded by Trustee Westphal to adjourn the meeting. The meeting was adjourned at 7:12 p.m. on a unanimous aye vote.
