Village of Bradley Village Board met April 29.

CALL TO ORDER 

The special meeting of the Bradley Village Board was called to order on Monday, April 29, 2019 at 5:00 p.m. at the Bradley Municipal Hall. Mayor was not present Roll call: Trustee's Redmond, Watson, Barber, LeBran, Westphal and Billingsley. All Trustees were present. Mayor was not present 

A motion was made by Trustee Barber and seconded by Trustee LeBran to elect Trustee Watson as Mayor Pro Tem for the evening. (5 ayes ( nay) Motion carried

AGENDA 

Mayor Pro Tem wanted to move 10 C after Public Comments and move #8 after E 

A motion was made by Trustee Westphal and seconded by Trustee Redmond to approve the agenda with the changes. (6 ayes O nays) Motion carried

REPORT OF STANDING COMMITTEES 

R-4-19-8 a Resolution rescinding the vote approving resolution No. R-4-19-3 

A motion was made to adopt R-4-19-8 by Trustee Westphal and seconded by Trustee LeBran (6 ayes O nays) Motion carried

Attorney Taylor this a Resolution to rescind the prior Boards vote from April 22, 2019. to Extend the IGA with the KCCVB.

ORDINANCE & TECHNOLOGY/BUILDING CODE 

0-4-19-12 an Ordinance amending the Village of Bradley Code of Ordinances to authorize the Trustees to retain Independent Legislative Counsel and to retain Counsel. 

A motion to waive the two readings was made by Trustee Westphal and seconded by Trustee Billingsley. (5 ayes 1 nay) Motion carried 

A motion was made to adopt 0-4-19-12 by Trustee Billingsley and seconded by Trustee Westphal. (5 ayes 1 nay) Motion carried

0-4-19-11 an Ordinance amending the Village of Bradley Code of Ordinances to authorize the Trustees to examine the Books, Record and Papers of the Village. 

A motion to waive the two readings was made by Trustee LeBran and seconded by Trustee Westphal. (5 ayes 1 nay) Motion carried

A motion was made to adopt 0-4-19-11 by Trustee Billingsley and seconded by Trustee Westphal. (5 ayes 1 nay) Motion carried

Trustee Redmond asked why access was needed that all could be requested by a FOIA so Trustees could look at documents.

0-4-19-10 an Ordinance amending the Village of Bradley Code of Ordinances to authorize the Trustees to appoint Chairperson and members of all Standing and Special Committees. 

A motion to waive the two readings was made by Trustee LeBran and seconded by Trustee Westphal. (6 ayes O nay) Motion carried 

A motion was made to adopt 0-4-19-10 by Trustee LeBran and seconded by Trustee Westphal. (6 ayes O nay) Motion carried

INSURANCE FINANCE AND APPROPRIATIONS 

0-4-19-9 an Ordinance adopting the budget for all corporate purposes of the Village of Bradley Kankakee County, Illinois, in lieu of the Appropriation Ordinance for the Fiscal year commencing on the First Day of May 2019 and ending on the Thirtieth Day of April 2020. 

A motion was made to adopt 0-4-19-9 by Trustee Redmond and seconded by Trustee Billingsley (6 ayes O nays) Motion carried

0-4-19-3 an Ordinance amending the Budget for all corporate purposes of the Village of Bradley Kankakee County, Illinois for the fiscal year commencing on the first day of May 2018 and ending on the thirtieth day of April 2019. 

A motion to waive the two readings was made by Trustee Westphal and seconded by Trustee LeBran. (6 ayes O nay) Motion carried 

A motion was made to adopt 0-4-19-3 by Trustee Westphal and seconded by Trustee Billingsley. (6 ayes O nay) Motion carried

UNFINISHED BUSINESS 

There was none.

NEW BUSINESS 

A motion was made to go into Executive Session regarding 5ILCS 120/2 C(1) by Trustee Barber and seconded by Trustee Westphal. (6 ayes O nays) Motion carried Back in Session at 6:22 p.m. R-4-19-7 a Resolution amending the Village Administrator Employment Agreement between the Village of Bradley and Catherine Wojnarowski. 

A motion was made to adopt R-4-19-7 by Trustee Westphal and seconded by Trustee LeBran with the Employment Agreement changes as described by Legal Counsel J. Boyd. (5 ayes 1 abstain-Trustee Redmond) Motion carried

ADJOURNMENT 

A motion was made by Trustee Westphal and seconded by Trustee Billingsley to adjourn the meeting. The meeting was adjourned at 6:27 p.m. on a unanimous aye vote.
