Village of Bradley Police & Fire Committee met April 1.

Members Present: Trustee Gadbois, Trustee Allen, Trustee Watson, Chief Johnston, Chief Eggert and Trustee Redmond.

FIRE DEPARTMENT - Chief Eggert
Draft ordinance for ambulance fees. Chief provided the committee with an updated ordinance - the last time this ordinance was updated was 2012. (See Attached) this new ordinance shows the current rates as well as the recommended rates along with neighboring departments. According to the existing ordinance, it is written that there was to be a 3% increase annually. This action has not taken place, discussion lead to who actually should have keep an eye on this and/or included in the budget discussions annually. Chief went on to explain the various rate structures, Trustee Gadbois asked Chief Eggert what is the recommendation he is making to the board - the fee schedule included in the ordinance is the recommendation going forward. Trustee Watson asked about the Medicare Fee Schedule - Chief will make sure this information will be sent out to the committee prior to the next board meeting. Trustee Watson would like to know if our fees are similar to the Medicare Fee? Chief said at this time, no.
Currently $832,000 is uncollected ambulance fees since 2012. Trustee Redmond asked if this is Bradley Residents or non-residents. This is a make-up of both.
Acquiring insurance information is important at time of service, however our department currently does not have technology to start this service, however Chief did mention that at a recent Chief's meeting there is discussion about St. Mary's providing the program to be able to collect and the equipment need would fall on the department it is call “Target Solution".
Committee discussion included making this a 5 year ordinance to be able to review and keep fees and services current. Trustee Redmond suggested this ordinance go through the two reading process to be transparent to the residents about the proposed increases.
Additional Department Report
Chief Eggert stated he had a conversation with Andres billing and re-negotiated the collection rate from 7% to 5% - this was effective immediately.
There will be a joint purchasing effort for personal protective gear – this will result in a 9 to 15% savings per department.
The last things Chief will be asking the Mayor for a proclamation for Emergency Medical Week - May 19 - 25, 2019.
Police Department - Chief Johnston
There is not a OT report available at this time given the month ended on the weekend. This information will be available at a later date.
Chief is presenting 5 ordinances for considerations:
1) Vaping - (see attached) this would be an amendment to the tobacco ordinance - all changes are in section 2.
2) Penalty provision ordinance - being more consistent with our fines in our adjudication process. 1-6 explains all the offenses and fines. (see attached)
3) Compliance Ordinance - (see attached) bring non-moving violations to the adjudication court and taking this out of the Circuit Court.
4. Cannibals and drug paraphilia - with the discussion in the State it looks like Cannibals will be legal at some point - It is recommended to add to the current Cannibals ordinance and add drug paraphilia - section 3. This will allow a local ordinance ticket to be written.
5) Cost & Fee's for the adjudication process - the current fee is $25 - this is not covering the cost of the adjudication. It is being recommended to increase the fee to $50.
The committee will review all of the above and these ordinances will be presented for first reading at the April 22, 2019 Board Meeting,
Department Discussion
Chief Johnston discussed the WiFi update - there are three bids at this time collected - more information will be coming forward. It is the intent of the proc strong signal that will expand to across the street. Chief is also working on a grant but final decision on that will be not until July 2019.
Other
Trustee Redmond would like to bring a recommendation of speed bumps on certain streets in Bradley. He provided a sample of a product recently used by the Pa District. This product would be spiked into the street and used to slow down the speeding on some of the residential side streets. Trustee Watson asked what direction would these be placed, Trustee Redmond is suggesting both directions. Placement would also be so many feet from a stop sign. Trustee Redmond hopes to try this out on a few streets and see what type of cooperation there is from the community. Trustee Redmond is having Public Works look into pricing and recommendation will come out of the Public Works Department.
