Village of Manteno Village Board met June 3.

Here is the minutes provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Martin, seconded by Boyce, to waive the reading of the minutes and approve the Regular Board Meeting minutes of May 20th, 2019 as presented by the clerk.

Motion approved: 6-0

Reports of Village Officials:

Village President’s Report: Timothy Nugent

Mayor Nugent announced the addition of a new police officer to the Village of Manteno, Thomas Ritter. Chief Al Swinford introduced Officer Ritter and gave an overview of his background. The Village Clerk, Robin Batka swore in Officer Ritter. Officer Ritter has lived in Manteno and is coming to us with experience from the City of Kankakee police force, where he was an officer. The board welcomed Officer Ritter to his new position.

Mayor Nugent also announced and welcomed the return of Officer Casey back to the force after an extended leave due to an injury received while on the job. Mayor Nugent commented on the positive relationship the Manteno police force has within the community and commended the leadership.

The Mayor introduced:

• Ordinance 19-05 - An Ordinance Amending "An Ordinance Establishing the Kankakee Enterprise Zone and the Boundaries thereof in the Village of Manteno" as amended. This will amend the Enterprise Zone in Momence to facilitate expansion of Van Drunen businesses in that area. Manteno is part of that same enterprise zone which makes it necessary for us to approve the expansion.

• Resolution 19-03 - A Resolution authorizing the Execution of an Amended Intergovernmental Agreement to add new territory to the Kankakee County Enterprise Zone.

Village Administrator’s Report: Chris LaRocque

Public Works and Utilities: Trustee Boyce

• Consideration RE: A motion to approve the purchase of a Toro Grounds Master 5900 mower from Reinders, Mundelein, IL for a cost of $77,957.84 (This is a state bid) Public works staff evaluated several large-area mowers and concluded this make and model will benefit the village the most. The size allows for a larger area coverage in a shorter amount of time. It was also evaluated by the village mechanic and was determined to be the best built with very sturdy parts to insure less maintenance over the years of service.

Parks and Recreation: Trustee Martin

Nothing on the agenda tonight.

Sarah Marion wanted me to remind everyone of the ribbon cutting on Friday June 7th at 6:15 pm of the new walking /bike path that will be held at the new path that is located on Park Street by the Harley Davidson dealer. Families will be able to “cruise” on their bikes to Legacy Park and to see the Movies in the Park, which will feature 101 Dalmatians.

Also, a reminder that this path is for bikes and walkers, not golf carts.

Next Parks and Recreation Commission meeting Wed 06/19/2019 7:00 pm Village Board Room

Public Safety and Health: Trustee Dole

Nothing on the agenda tonight.

Trustee Dole talked to the Board about vandalism at the parks with summer and children being out of school. This type of activity takes time away from our Public Works department and our Police Department as they have to investigate, then Public Works has to correct/clean up. Reminder that our parks all close at 10:00 pm. Curfew for those under age 17 is 11:00 pm on weekdays and 12:00 am on weekend nights.

LifeStyle 360 will have a picnic at the Manteno Fire Station on Friday from 11:00 am to 1:00pm.

Planning and Zoning: Trustee Crockett

• Ordinance 19-06 - An Ordinance amending the Title 9 Zoning, by changing Chapter 16, Photovoltaic Systems, of the Municipal Code for the Village of Manteno. This modification was discussed at numerous committee meetings and was reviewed by the Plan Commission. Because of these systems have become economically feasible, the village is seeing more applications to install them. Previously, a special use permit was required, but the board agreed it's no longer necessary for basic roof-mounted systems.

Finance: Trustee Gesky

• Payment of bills $54,268.71includes TIF #1- $13,596.00 and TIF #3 $0

• Bills authorized between Board cycle: $37,824.56

The next Finance meeting will be held Wednesday 06/12/2019, 2019 at 7:00 am at the Village Hall Conference Room.

General Government: Trustee Phillips

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

Motion by Phillips seconded by Dole to approve a single roll call vote on the question of passage of agenda items.

Motion Approved 6-0

Motion by Gesky seconded by Martin to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Closing Comments:

Trustee Boyce: Glad to have you on board Officer Ritter!

Trustee Martin: Welcome aboard! Hope for a good turnout this Friday for the opening of the new walking/ bike path.

Trustee Dole: Officer Ritter, this was meant to be – Now you’ll protect the Village where your home is! Reminder about golf cart registration, as we still have golf carts that are not registered. The Golf Cart parade will be June 21st and you can register your golf carts then. Trustee Crockett: Smart individual! Agree with the others

Trustee Gesky: Welcome Officer Ritter! Trustee Phillips: Wish Officer Rillter success!

Mayor Nugent: Just a reminder that the same rules that apply to a licensed driver applies to golf cart drivers. If you would not do it in a car, then don’t do it with a golf cart. If you see a golf cart driver that is not following the laws, then note the number of the cart that is on the triangle on the back of each cart and notify the police.

Motion by Boyce to adjourn the meeting at 7:22 pm, seconded by Phillips
