The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.
Motion by Boyce, seconded by Phillips, to waive the reading of the minutes and approve the Regular Board Meeting minutes of June 03, 2019 as presented by the clerk.

Village President’s Report: Timothy Nugent
With the absence of Trustee Martin, Mayor Nugent announced that this Friday June 21st there would be two planned activities for the Village. The Golf Cart parade will starts at 6:15 pm and welcomes anyone who has a golf cart to join! No registration needed. The parade will start in front of the Elementary School and work its way to the downtown area. The parade will be followed with Rockin’ on Main which starts at 7:00 pm at the Square on Second.

Manteno now has an extensive walking/bike trail from Legacy Park to South Creek. These paths have speed limits posted, but this is guidance for the bike riders as there are many sharp curves. Golf carts are not allowed on these paths. There have been new crosswalks painted on the roads connecting the paths and motorist need to know that they must stop/yield if there is a pedestrian in the crosswalk. The Mayor added that the Village has added many new crosswalks that did not exist before, so be aware when driving.

Planning and Zoning: Trustee Crockett, absent Covered by Trustee Dole
• Ordinance 19-07 - An Ordinance granting a Special Use Permit to allow for installation of a ground mounted solar panel array system on Aqua Illinois Inc. property located at 1737 East Amberstone Road, Manteno, Illinois. Aqua Illinois would like to install a ground array of solar panels to reduce costs for the operation of the sewer plant. As we are aware, the monthly electric bill is significant, and this array will help reduce their operational costs. The proposed location south of the plant is fairly obscure and will not be visible to the majority of our residents. There was a public meeting held on this last week.
Keith Mulholland, Aqua Ill, was present and gave data on how this would help with Aqua’s fixed costs by a calculated savings of $200,000.00 yearly between the 3 sites in Illinois.

• Consideration Re: A motion to approve the Letter of Engagement for Audit Services by
Smith, Koelling, Dykstra & Ohm, P.C. for fiscal year ending April 30, 2019. Every year the Village hires an outside accounting firm to do a complete audit of our finances and the policies and procedures we use to insure proper use of all the Village funds.
• Consideration Re: A motion to authorize the purchase of camera system to be installed in Heritage Park from Cinema Home Solutions at a cost not to exceed $2,998.00 As part of the Village's efforts to insure our facilities get used properly and safely, this new camera system will be an additional tool to help identify when mischief or crimes occur in one of our busiest parks.
• Ordinance 19-08 - An Ordinance authorizing the Execution of Third Amendment to a Business Development Agreement to Rebate Occupational Taxes generated at the property commonly known as 222 South Locust, Manteno, Illinois and between the Village of Manteno and Taylor Ford of Manteno Inc. Taylor Ford, the new owner of the dealership, requested a new five year term for the sales tax rebate agreement to help facilitate the planned extensive expansion and remodeling of the facility. They also anticipate increased sales and asked for a graduated rebate based on higher levels of tax generated. At the Finance Committee meeting, the Board agreed to match the levels provided to another business in the Village. Additional rebates will only be realized when the levels outlined in the amendment are achieved, which will in turn benefit the Village with additional sales tax revenue.
The next Finance meeting will be held Wednesday 07/10/2019, 2019 at 7:00 am at the Village Hall Conference Room.
