The meeting of the Kankakee County Board, Kankakee, Illinois, held on June 11, 2019, pursuant to the adjourned meeting of September 11, 2018, was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Mr. Hess, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Public Commentary
Larry Serene, an attorney that represents Trinity Lutheran in Herscher and Zion Lutheran, commented that they are the petitioners in ZBA Case 19-3 which they want part of that land to be rezoned as A-2.
Peggy Slater from the Chicago Religious Leadership Network spoke against ICE detainees in Kankakee County.
Margaret Clarke from Skokie, IL spoke against ICE detainees in Kankakee County.

The minutes of the May 14, 2019 were submitted to the County Board for approval. The reading of the minutes was waived. Mr. Olthoff made a motion to accept the minutes. Mr. Byrne seconded the motion. Motion carried by a voice vote.
Claims Committee Report
A motion to approve the claims reports from April 2019 were made by Mr. Fetherling and seconded by Mr. Payton. A roll call vote was taken with the motion passing 24 ayes to O nays. Motion carried.

The department reports were read and accepted on the motion of Mr. LaGesse and seconded by Mrs. Parker. Motion carried by a voice vote.

Policy Revision of Use of County Property
Mr. Liehr made a motion to waive the reading and approve the FY2018 Comprehensive Annual Financial Report - SKDO. Mr. Ekhoff seconded the motion. Mrs. Peters questioned that in the past a representative from SKDO had come in to discuss this. Mr. Wheeler stated it was discussed in the last Finance meeting that is available to see online. A roll call vote was taken with the motion passing 24 ayes to O nays. Motion carried.
Executive
Mr. Wheeler excused himself from the meeting regarding the next two resolutions because his employer was involved. Mr. Sirois, Vice Chairman, commenced with the meeting.
Mr. Ekhoff made a motion to waive the reading and adopt the Resolution Authorizing the County Board Chairman to sign an Amended Intergovernmental Agreement to Add New Territory to the Kankakee County Enterprise Zone (98). Mr. Olthoff seconded the motion. Mr. Wilson, Transportation and Economic Development Project Coordinator for Kankakee County Regional Planning Department, explained the resolution. A roll call vote was taken with the motion passing 23 ayes to O nays to 1 abstain (Mr. Wheeler). Motion carried.
Mr. Hess made a motion to waive the reading and adopt the An Ordinance Amending "Ordinance of The
County Board of Kankakee County, Illinois for the Establishment of The Kankakee County Enterprise Zone and the Boundaries Thereof in Kankakee" As Amended (99). Mr. Olthoff seconded the motion. Mr. Wilson, Transportation and Economic Development Project Coordinator for Kankakee County Regional Planning Department, explained the resolution. A roll call vote was taken with the motion passing 23 ayes to 0 nays to 1 abstain (Mr. Wheeler). Motion carried.
Mr. Zenz made a motion to waive the reading and adopt the resolution Authorizing the County Board Chairman for the Adoption of The Title VI Policy and Plan of the Civil Rights Act of 1964 and Related Statutes Plan (100). Mr. Byrne seconded the motion. Motion carried by voice vote.
Planning Zoning and Agriculture
Mr. Ekhoff made a motion to waive the reading and adopt the resolution ZBA Case#19-03; request for a Rezoning from Al-Agriculture District to A2-Agriculture Estates District on a parcel generally situated in Section 31 of Salina Township. The petitions are Trinity Lutheran Church Herscher and Zion Lutheran Church Bonfield, property owners and applicants. (101). Mrs. Peters seconded the motion. Mr. Skimerhorn explained the resolution. Motion carried by voice vote.
Finance
Mrs. Zuccollo made a motion to waive the reading and adopt the resolution Authorizing the County Board Chairman to Opt Out of an Agreement to Participate in a Hotel Tax Revenue Rebate Program By and Between the Kankakee County Convention and Visitors Bureau, Inc. and the County of Kankakee (102). Mr. Byrne seconded the motion. Mr. Wheeler explained the resolution. A roll call vote was taken with the motion passing 24 ayes to 0 nays. Motion carried.
Mr. Hess made a motion to waive the reading and adopt the resolution Municipal Lease Purchase Agreement (Tax-Exempt) between Motorola Solutions, Inc., and Kankakee County for a Radio Communication Equipment Upgrade (103). Mr. LaGesse seconded the motion. Mr. Wheeler explained the resolution. A roll call vote was taken with the motion passing 24 ayes to O nays. Motion carried.
Mr. Dunnill made a motion to waive the reading and adopt the resolution Scrivener's Error Correction on the Ordinance Establishing Civil Fees and Criminal and Traffic Assessments to be charged By the Clerk of the Circuit Court (104). Mr. Swanson seconded the motion. Motion carried by voice vote.
Highways & Buildings
Mrs. Peters made a motion to waive the reading and adopt the Concurring Resolution (105). Mr. Payton seconded the motion. A roll call vote was taken with the motion passing 24 ayes to 0 nays. Motion carried.
Executive Session
Mr. Liehr made a motion to move executive session after New Business. Mr. Snipes seconded the motion. Motion carried by voice vote.

Mr. Payton made a motion to waive the reading and adopt the Resolution Authorizing the Chairman of the Kankakee County Board to Execute an Agreement Between the County of Kankakee & Kankakee County Health Dept. and the American Federation of State, County & Municipal Employees, Council 31, AFL-CIO For and on Behalf of Local 1874 (106). Mr. Byrne seconded the motion. A roll call vote was taken with the motion passing 24 ayes to O nays. Motion carried.
Executive Session
Mr. Fetherling made a motion to enter executive session at 9:45 a.m. for the purpose of discussion of pending/possible litigation 5 ILCS 120/2(c)(11). Mr. Olthoff seconded the motion. A roll call vote was taken with the motion passing 24 ayes to O nays. Motion carried.
Mr. Olthoff made the motion to exit executive session at 10:02 a.m. Mr. Swanson seconded the motion. Motion carried by a voice vote.

OTHER BUSINESS
Mr. Snipes stated that he had a discussion with an Alderman regarding if the county had a Human Resource Department. He stated to them the county does but it was a combined department. Mr. Wheeler stated yes, we have Human Resource Department and it falls under the Administrator, Anita Speckman.
Mr. Hess encouraged members on the PZA committee before the next meeting to take a trip to road 5000N and 15000E regarding flooding damage through the years.
Mr. Rowe, State's Attorney, mentioned the Senior Fair would take place on Friday, June 14th from 9:30 a.m. to 1:00 p.m. at the Quality Inn in Bradley, IL.
Mr. Snipes thanked James Rowe for serving as a mentor for a high schooler that graduated this year.
