Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order at 5:30 PM by Village President Paul Schore.

Procedural: A. Pledge of Allegiance - led by Village Executive Administrative Assistant Margie Beach.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Village Treasurer Ron Riebe, Village Administrator Mike Van Mill and Village Attorney Patrick Dunn.

2. APPROVAL OF MINUTES

Action, Minutes: A. Public Hearing and Regular Board Meeting Minutes from June 17, 2019

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to approve the Public Hearing and Regular Board Meeting Minutes from June 17, 2019.

Final Resolution: Motion Carried

Action, Bids: A. Bethel & Career Center Roads Storm Sewer Improvement

Motion by Trustee Bruce Greenlee, second by Trustee Jack Littrell to approve the low bid by Rueben E. Smith/R&R Inc. in the amount of $98,505.75.

Action, Accounts Payable: A. Finance Committee - Consider Approving Accounts Payable July 1, 2019

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to read Ordinance No. 19-2155 by title only.

Following the first reading by Clerk Simeur, a motion was made by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading of Ordinance 19-2161 tonight.

Following the first reading, Assistant Village Administrator Cyr gave an overview on said Ordinance.

Action, Resolution: B. RESOLUTION NO. 19-1369 - A Resolution Approving Travel, Meal and Lodging Expenses for the Illinois Municipal League Conference

Motion by Trustee Angie Serafini, second by Trustee Bruce Greenlee to read Resolution No. 19-1369 by title only.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Information: A. Trustee Keast gave an update on the building department:

> Village Building Department has matched our total building permits for new homes construction from last year, and the total value of construction is up about $.5M - values of homes have increased

> 470 permits YTD issued versus 439 last year, value is $1.2M higher than last year

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Action, Ordinance: A. ORDINANCE NO. 19-2159 - An Ordinance Authorizing the Placement of Temporary Stop Signs at the Intersection of Armour Road and Stadium Drive Within the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

Following the first reading by Clerk Simeur, a motion was made by Trustee Bruce Greenlee, second by Trustee Rick Fischer to suspend the rules and do a second reading tonight.

> Trustee Greenlee asked Chief Phelps to give an update on how the festival went. Chief Phelps stated his department did a great job at the festival, zero arrests, two Ordinance violations were issued for shooting off fireworks.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Trustee King read a memo from Director Mike Chamness on Public Works items that are being addressed:

> They are in their 4th week of mosquito spraying

> Tidying up around the Village Hall after the festival is complete

> Reminder to residents to not blow grass into the street, it causes the drains to clog up

> Parks are inundated with weeds due to all the rainfall, we are trying to get grass and weeds cut

> Skate park equipment - need to decide when to put back up after the festival is over

> Ponds were treated by Premier Ponds of Illinois on June 17

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Trustee Littrell gave an update that street restoration from the sewer interceptor is almost complete.

13. VILLAGE ADMINISTRATOR'S REPORT - Michael Van Mill

Information: A.

> Administrator Van Mill gave an update on Sunday's storm damage - Public Works plans to have debris cleared in the next 2 days

> Office will be closed on Thursday, July 4th

> Friday Night Lights will be held July 19th - tickets available for purchase at the Chamber of Commerce or on the Village website

Information: A. Mayor Updates

> Successful Friendship Festival - thank you to all who volunteered - records set for pre-sale of tickets

> Nightly road closures set to begin by IDOT on Monday, July 8th on I-57 from 8:00 PM to 5:30 AM for approximately 5 nights due to St. George Road bridge demolition, detour will be at Bourbonnais Parkway east to Route 50 south and return to I-57 at 315 interchange
