City of Gilman City Council met July 8.

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: McGehee aye, Eimen aye, Voigt eye, Elliott aye and Fancher aye. Clerk Morris and Treasurer Johnson were also present. Alderman Kraft arrived after roll call.

to approve the minutes from the regular meeting held on June 10, 2019. All aye.

to transfer $15,000.00 from the General Fund to the Road and Bridge Fund. All aye.

to approve the electronic transfer by Prospect Bank of $27,268.58 per month from the general fund to the 2019 Debt Service Fund to have the necessary funds available to make the loan payments on the Series 2019 Bonds. All aye.

to approve the 2019-2020 Annual Appropriation Ordinance No. 19-20-04, with a total appropriated of $9,713,500.00. All aye.

to approve payment of $325,835.03 to Iroquois Paving Corporation for the N. Thomas/E. Second St. project. All aye. The status of the project was discussed.
Mayor Theesfeld read the written Resignation of Fred Voigt as second ward alderman, effective August 13, 2019. He was thanked for his service. A replacement for him will need to be appointed to serve until the spring 2021 election.
Mayor Theesfeld advised the council that the donation from Cargill of $5,000.00 for the purchase of new trees has been received, and that the Gilman Rotary Club has been dissolved and it donated one-half of its funds ($1,249.32) to the City for the purchase of new trees. He also advised that the City will be receiving a grant of $10,000.00 from the Mary Helen Roberts Trust, to be used to purchase and plant new trees.
Alderman Eimen obtained an estimate of $20,045.00 from Tholens Landscape & Garden Center for the purchase and planting of 50 new trees on City property, plus the tree gator water bags.

to approve the spending of approximately $20,000.00 during 2019 for the purchase and planting of new trees on City property. All aye. The locations of where the new trees will be planted will be determined at a later date. It may not be necessary to purchase new tree gator water bags.
A proposal for sidewalk replacement was received from Iroquois Paving Corporation in the sum of $59,500.00, which includes approximately 1175 lineal feet of sidewalk plus 71 lineal feet of curb and gutter. After some discussion, it was

Alderman Eimen thanked Fred Voigt for his years of service to the City as police chief and as an alderman.
Alderman McGehee thanked Addison Brown for filling in various potholes in the alleys.
Alderman Kraft had nothing to discuss.
Mayor Theesfeld advised the council that lightning struck a fire hydrant near Gilman Health Care during a recent storm and melted part of the water main, and that work on S. Maple Street will begin soon.
