Village of Hopkins Park Village Board met Aug. 1.

The minutes of the regular board meeting of the corporate authorities of the Village of Hopkins Park, Kankakee County Illinois was held on August 1, 2019

Village Members

Mayor Mark A. Hodge, Village Clerk Cathrine Vanderdyz, Village Deputy Clerk Phyllis Goodloe Treasurer Kent Nichols, Trustees, Samanthia Baines, Louis Barnes, Rosemary Foster, Ruthel Teague, Tonia Thomas, Victor Rogers.

Members Absent or Late – Tonia Thomas (L 6:01) Samanthia Baines (L 6:03) Prayer - Rev. Louis Barnes

Roll Call & Meeting

The meeting was called to order by Mayor Mark Hodge at 6:00 p.m., 6 Trustees were present.

A quorum was present.

Approvals & Motions

A motion to approve July 25, 2019 regular board meeting minutes, motion was made second and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to approve August 1, 2019 Bill Warrants, motion made second and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to Approve hiring Mark Baines as a temporary summer worker, employment to end October 31, 2019, motion was made, second, and carried by a vote of 5 Ayes, 0 Nays, 0 Absent 1 Abstain.

A motion to approve addition $5500.00 (Amended to $6200.00) from MFT funds to complete the repair work on 5000 Road, motion was made, second, and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to approve Engagement Letter ($4,850.00) for Retrospective GASB 34 Capital Asset report for 2016 to be done, motion was made, second, and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to approve Engagement Letter ($12,500.00) for 2016 year Audit, motion was made, second, and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

Mayor’s Report-

• Township requesting Cleveland Browns assistance in the repair and cleanup on 2310 Road.

• Spoke with parents of the children starting the fires on the side of the roads.

• Number of children attending our schools is decreasing; need to take strides in increasing the population of the Community. Considering Trailers and Tiny Homes.

• New meeting with Township is scheduled but may need to reschedule, everyone that needs to be in attendance may not be available to attend.

• Went to Auction to see what Vehicles they may have for the Village. Midland Bank approved the Village up to $40,000.00. If Vehicle purchased at Auction must have money to pay at time Auction is won. Need to take Mechanic with you to the auction to make sure your buying a good car.

• Need board approval for a reasonable purchase amount for a vehicle $15- $20 thousand.

• Spoke about purchasing a tractor with a bucket and a bush hog.

• Reiterated the cost for Primary pump repair was about $40-$60 thousand. Quote for generators was received and will be at next meeting, they are in the process of being repaired.

• Need to set up a Budget for repairs by priority. For each year a capital project budget needs to be drafted and approved by the board. As well as order of priority will be approved by board.

• Global Leadership Conference information giving again need to confirm by August 2.2019

• Information on Sun River Terrace August 17,2019

Treasurer Report-

Kent Nichols – Not Present Report done by Cathrine Vanderdyz

• Gave report on bill warrants

Attorney Report James Bartley –

• Noting to report

Code Enforcer/Building Inspector Bruce Collins-

• No report

• Ridge needs to be graded

• Request Ordinance for mobile homes to be reviewed and modified

Standing Committee Comments & Reports Trustee Barnes

• Wants to know the status of Village Hall renovations

• Have concerns about Village spending. Is their enough funding in our accounts for all that the Mayor is requesting approval for purchase.

• Concerned that in prior administrations misappropriated funds and the Village was in a deficit.

And now that the current administrations have got the Village on the right track don’t want to see us revert back due to over spending.

• Mayor Mark Hodge has done a great job as Mayor of Village of Hopkins Park.

Trustee Teague –

• Will set up a meeting to get help in decorating float. Trustee Thomas

• Organization will be bringing shoes to donate for Pembroke day. Trustee Foster

• Nothing to report Trustee Baines

• Be aware of heat strokes. Drink plenty of water stay inside or in shaded areas if you must go out.

• When we lost water it put the people especially the elderly in a dangerous situation for heat stroke.

• Come together with Township and utilize the senior building for a shelter when this happens. Need to purchase a mobile generation to run the shelter. Talk to local churches about using there vans to transport the elderly and disable to the shelter. Also inquire if the school and Bible Witness Camp could be a backup shelter if needed. Also need backup keys to enter the shelter if primary key holder is not available.

• Tim hit a pot hole on Cemetery road damage his tire. Who is responsible to fix his tire?

• Why did it take longer for our area to regain power than others?
