Village of Hopkins Park Village Board met Aug. 15.

Here is the minutes provided by the board:

Village Members

Mayor Mark A. Hodge, Village Clerk Cathrine Vanderdyz, Village Deputy Clerk Phyllis Goodloe Treasurer Kent Nichols, Trustees, Samanthia Baines, Louis Barnes, Rosemary Foster, Ruthel Teague, Tonia Thomas, Victor Rogers.

Roll Call & Meeting

The meeting was called to order by Mayor Mark Hodge at 6:00 p.m., 6 Trustees were present.

A quorum was present.

Approvals & Motions

A motion to approve August 1, 2019 regular board meeting minutes, motion was made second and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to approve August 15, 2019 Bill Warrants, motion made second and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to Approve Participating in City Health Initiative, motion was made, second, and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to approve Capital priority List and Budget, motion was made, second, and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

A motion to Authorization for Potential Development of Real Estate, motion was made, second, and carried by a vote of 6 Ayes, 0 Nays, 0 Absent.

Review & Discuss

• First draft of Capital Asset Report was receive and reviewed. Some changes and corrections needed.

• The Audit is going well. Still getting all the financial information together so that this audit is a complete audit.

• One generator has been repaired still working on the others no definite quote for payment has been done until all work is complete. Keys has made to all generators.

• Still working on coming to an agreement on amending the mobile home ordinance in regards to year and condition.

Mayor’s Report-

• Working on getting funding for the Village hall to be renovated. Looking into donation from Loews, Menards ECT. As well as having fund raisers.

• In formed the board that the Capital Project List and Budget is more like a wish list as the funds are not available. But when they are we need to have a priority list in place. (Appropriation ordinance has already approved all the things on the list.) Board will be aware before anything is purchased or repaired from the list.

• Spoke and showed information on Mobile home years ranging from 1988- 2019 and Tiny home,

in an effort to give other option to increase the population of our community. Strick regulation on the condition and upgrades of any Mobile home being brought into the community, as well as be inspected and approved to be brought in.

• Meeting 28th of August at 10:30am with investors about a potential project for the 137 Acres to be developed. Question asked, what will the village gain from this project? Infrastructure , income and jobs.

Clerks Report- Cathrine Vanderdyz Clerk

• Pembroke Days theme is Peace and Tranquility.

• Working on completing the prepared readiness emergency folder.

• BCBC Community outreach at Rodeo Park 8/22/2019.

• Spoke about Clerk Municipal League Conference and what it consist of.

Treasurer Report- 

Kent Nichols –

• Gave report on bill warrants

Attorney Report 

James Bartley –

• No Present

Code Enforcer/Building Inspector Bruce Collins-

• Spoke and gave hand out about the pricing of 1980 Mobile homes. Also spoke on how to govern what is acceptable and unacceptable to be brought in and what can be put in place to insure the rehab needed on the mobile homes is completed in a timely manner.

• Gave a report on all Village issued permits in August.

Standing Committee Comments & Reports 

Trustee Barnes

• No Report Trustee Teague –

• Picking up credit card on Wednesday to buy decorations for the float.

• Will be meeting on Thursday 8/22/2019 to start decorating float. Need volunteers to help and ride on the float.

Trustee Thomas

• What’s going on with 5000 road? Why is it so patchy? Why was the whole road not done? Repair work was what was contracted and not to redo the entire road.

Trustee Foster

• Nothing to report 

Trustee Baines

• School is back in. Please be mindful of the children crossing and boarding the busses.

Trustee Rogers

• Nothing to report

Public Comments, Questions & Announcements

• Is there a Ordinance for Mobil home violations that are in disrepair. Yes there is. If found in violation they will be red tag for repair and or fined until repairs are made or mobile home is removed.

• Food Pantry Lambs of the Lord is requesting the Village to wave Fees and monthly bills for water and if not how will they be billed. All materials is needed to connect water to city line will not be supplied by Village but will but it to a vote to wave fees and monthly bills. Pantry only open two days a week and serves the community. Charity starts at home in the community.

• Colonial Estates look good after the ditches were cut and cleaned.

• Update on CITGO, look much better but not 100% but its better. Security is doing a good job. Their keeping it clean and grass cut.

• SS Friendly Market will have cars in its lot because it has a bar and Video gaming. But there should not be any loitering in the parking lot.
