Village of Manteno Village Board met Sept. 3.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Phillips seconded by Martin, to waive the reading of the minutes and approve the Regular Board Meeting minutes of August 19th, 2019 as presented by the clerk.

Motion approved: 5-0 Boyce Absent

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Proclamation: Chamber of Commerce Week 2019 - September 9th through September 13th, 2019. This year marks the 104th Anniversary of the Illinois Associates of Chamber of Commerce Executives.

• Proclamation: Proclaim September 20th-21st, 2019 to be Helping Citizens with Intellectual Disabilities Days in Manteno and urge all residents of Manteno to support the valuable work and generous service of the Knights of Columbus.

• Proclamation - National Rail Safety Week September 22nd to September 28th, 2019 as National Rail Safety Week and encourage all citizens to recognize the importance of rail safety education

• Proclamation- Proclaim the week of September 17th through September 23rd in the Village of Manteno as Constitution Week, asking our citizens to reaffirm the ideals the Framers of the Constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us through this guardian of our liberties.

Requests from the Knights of Columbus, St. Joseph's Catholic Church of Manteno to conduct its 50th annual campaign for "People with Intellectual Disabilities" to be held in the Village of Manteno on Friday September 20th and Saturday September 21st at various business locations and streets. Motion by Phillips to approve the request from the Knights of Columbus to conduct its 50th annual campaign for People with Intellectual Disabilities within the Village of Manteno on Friday September 20th and Saturday September 21st. Seconded by Gesky. Approved 5 Ayes 0 Nays Boyce Absent

The Mayor spoke to a request by Code Enforcement that residents place their garbage out the night before or morning of garbage pickup. Some residents are starting to put garbage out 5 days ahead of the garbage pickup day and then it sits by the curb. This doesn’t do any favor to the appearance of the town.

Village Administrator’s Report: Chris LaRocque

Census Bureau has started census taking within the Village. Census takers are out till October. They will be wearing badges and will also provide a second id if requested by the resident. We encourage all to fill the information out. The information is only shared with the census. Much of our funding (State, MFT, etc.) is based on population so it is important to have an accurate count.

Committee Reports:

Public Works and Utilities: Trustee Boyce absent - Trustee Martin covered in absence

• Ordinance 19-15- An Ordinance authorizing the Sale of Personal Property - Surplus Municipal Equipment. Public Works will be replacing three pick-ups with new models. The current trucks are being surplused so they can be sold to offset most of the expense of the new trucks.

• Consideration RE: A motion to waive competitive bidding requirements and to authorize the purchase of one (1) 2019 F250 Ford Pick-up with plow and lift gate for a price of $38,925.00 and two (2) 2019 Ford F250 Pick-up trucks with plows for a price of $33,325.00 each from Taylor Ford of Manteno. (These are State Bid prices) New vehicle purchases have been researched and discussed at several committee meetings. Due to the high resale value of pick-ups, the board determined it would be beneficial to replace three trucks this year. This is a budgeted purchase.

• Consideration RE: A motion to approve the acceptance of a Grant of Permanent Utility Easement from Earl T. Giroux and Janet M. Giroux, Trustees under the provisions of a Trust Agreement dated February 16,2000, for vacant property located along South Cypress Street, Parcels #03-02-28-300-008; 03-02-28-300-009 & 03-02-28-300-010. Aqua Illinois is working towards installing water and sewer mains to service undeveloped parcels on the south end of the Village. As part of that process, utility easements were needed and the Village is helping facilitate those improvements by accepting and recording those easements.

• LifeStyle 360 will be held on September 17th, Leo Hassett Community Center starting at 9:00 am. Topic will be Keeping Fit Indoors

• Trustee Dole gave Safety Tips on motorcycles driving. There will be a motorcycle poker run from Steam Hollow brewery on Saturday starting at 11:00 am, so be aware of the cycles on the road.

Motion by Martin seconded by Crockett to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda as identified by the Village President
