Village of Manteno Committee of the Whole met Sept. 24.

Meeting was opened by Trustee Boyce at 7:00 a.m.

There was a quorum.

MOTION: A motion by Trustee Phillips, second by Mayor Nugent to approve the minutes from August 27, 2019 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

No public participation

No action items.

Discussion Items:

• 1st Street Parking Lot – Mr. Hanley reported that the handicap and parking signs are being installed today. The curbana tables and chairs will be moved to the area for Oktoberfest.

• Square on Second –

o Stone Wall Fence on south alley – The stone wall fence will be delivered this week. The fence will be installed after Oktoberfest. The fence will be placed along the alley just north of the poles. Mr. Hanley will research the use of a disinfectant that can be used near the dumpsters to help with the smell.

o Landscaping – Mr. Hanley stated that the Bourbonnais Township Park District is allowing the village to use their tree spade to remove the trees and berm.

o Fountain – Mr. Hanley reported that a representative from Waterworks has replaced the light heads and coordinated with the catenary lights. The fountain is as we ordered. Mr. Hanley stated that there still is an issue with the repair. Mr. Joe Cainkar has become involved.

o Swing – Mr. Hanley will put concrete under the swing. Mr. Marion stated that there have been requests for more swings. Mr. Hanley will look about adding more on the east and west side of the fireplace. Mr. Hanley will also look about adding some concrete areas to put the tables on.

• Main Street parking lot sealing – A-1 Seal Coating has been working on crack filling in the various parking lots. After Oktoberfest they will come back and complete the project. The village logo at the Square on Second could be spruced up after winter. Mr. Hanley will check to see if that can be done.

• South Walking Path extension – Mr. LaRocque has spoken to the owners along the potential path area. Most owners are ok with the easements, one owner has the documents but has not responded. Mr. LaRocque will reach out to her again. Mr. LaRocque stated that there are grants available so the village might consider having Mr. Aggen prepare drawings showing the path areas and an estimate of costs. Trustee Martin stated that having the path along the creek would be nice. Mr. Aggen stated that any flood plain issues would have to be mitigated, but it would be a nice path.

Mr. LaRocque stated that the village is also working on getting a golf cart path north from Windfield to 10,000 North than east to the village. Mr. LaRocque met with Mr. Harold McQueen to discuss using some of his property for the path. Mr. Hanley state the path could be made from asphalt grindings.

• Christmas Lights – Ms. Marion would like to replace the damaged snow globe from last year with oversized ornaments. These might be able to be placed in the fountain area. There is $10,000 in budget for Christmas décor. Lights will have to be bought also from this budget. Mayor Nugent asked about lights at Memorial Park. Mr. Hanley will check on the material that the ornaments are made from and how the ornaments are attached to each other.

Mr. Marion exited the meeting at 7:48 a.m.

• Dog Park – Trustee Phillips had asked about having a dog park in town again. Mr. LaRocque spoke with Bourbonnais Township Park District, who just recently opened a dog park, about an agreement to allow Manteno residents to use their dog park as BTPD residents. The fee for residents is $40 per year and the non-resident fee is $50. The village would pay the additional $10 to BTPD on behalf of any village resident who wanted to use the BTPD dog park. Mr. LaRocque will prepare an agreement with BTPD and the program will be advertised in the spring.

• Public Works Addition – Mr. Hanley and Mr. LaRocque are having some survey work completed. Some of the current property is in the flood plain so a LOMR may be required. Mr. Aggen has contacted the ILDNR for specifics that will be needed. The property is approximately six acres.

Trustee Dole exited at 7:59 am

• Misc.

o Trustee Boyce stated that the new truck will be delivered around the end of the month.

o Ms. Marion will talk to the carnival about parking their rides early in the street. The jumping pillow will also be closed during the Oktoberfest.

o Mr. Hanley stated that lights will be placed on top of the new eight (8’) foot fence that will be installed in the Square on 2nd.

Motion by Trustee Boyce, seconded by Trustee Gesky to adjourn meeting at 8:04 a.m. Voice vote: all ayes, no nays.
