Village of Manteno Village Board met Sept. 16.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Dole seconded by Martin, to waive the reading of the minutes and approve the Regular Board Meeting minutes of September 3rd, 2019 as presented by the clerk.

Motion approved: 5-0 Boyce abstained

Reports of Village Officials:

Village President’s Report: Timothy Nugent

Manteno High School has requested to sell mums and pumpkins from 9/26 to 9/27 as a door to door fundraiser to help pay for Homecoming costs. Motion by Crockett and seconded by Gesky to approve the door to door fundraiser. Motion Passes 6 Ayes 0 Nays

We have Octoberfest coming up next week and the Village currently has 500 registered golf carts in the community. The Village wants to remind all that golf cart drivers that they must follow the same rules as driving a car. We want everyone to have fun, but obey the rules. If you wouldn’t do it in a car, then you don’t do it in a golf cart.

Village Administrator’s Report: Chris LaRocque

Sarah Marion was present and gave an update to the Board on upcoming events.

• Oktoberfest, sponsored by Taylor Ford, will kick off on Thursday Sept 26th and run through Sunday Sept 29th

• Garage Sale days - We have 120 registered

• 150th Anniversary Celebration of the Village of Manteno. The Manteno Historical Society will have an open house and cake on Saturday Sept 28th at noon.

• Manteno Chamber of Commerce has full schedule online

• Looking for volunteers – 815-468-6226 to see if you can help at the festival

• The Village will close the jumping pillow down from Thursday the 26th through Sunday Sept 29th as part of a no compete clause with the carnival ride promotor

• LifeStyle 360 to be held tomorrow Sept 17th with the topic “Keeping Fit Indoors”

• Evening on the Square will be held on October 12th … We have over 30 vendors signed up

Planning and Zoning: Trustee Crockett

• Ordinance 19-18 - An Ordinance granting a Variance from Title 8, Building Regulations, Chapter 4, Fence Regulations, Article 4(A), Height and Location in the C-2 Commercial Zoning District, for the property known as 154 North Walnut Street, Manteno, Illinois. A public hearing was held by the Planning Commission last week for the Village's request to allow an 8' tall fence along the south property line of the recently acquired property in the southwest corner of the Square on Second. Due to the view of the back of the building across the alley, which includes several dumpsters, the board wanted to block that view from the Square on Second area.

• Ordinance 19-19 - An Ordinance granting a Special Use Permit to allow for installation of a Drive-In Bank at property owned by National Bank of St. Anne and located at 102 South Creek Drive, Manteno, Illinois. This Special Use Permit is required for drivethrough facilities in the C-2 zoning district. The required public hearing was held last week by the Planning Commission. The bank is locating in the vacated space where Family Video use to occupy. The drive-through facility will not affect the two other tenants and in fact the reconfiguration will add additional parking spaces for all three businesses located there.

• Payment of bills $260,849.85 includes TIF #1- $23,492.14 and TIF #3 $049.05. Bills authorized between Board cycle: $0

• Ordinance 19-16- An Ordinance approving an Agreement of Purchase and Sale of Real Property Commonly Known as 315 North Locust Street, Manteno, Illinois, being located within the Village of Manteno TIF District No. 1, Central Business District Redevelopment Project Area, by and between the Village of Manteno and 6S Development, LLC. After several months of marketing the vacant land across from Village Hall, the board agreed to sell the property to a developer who will be constructing an O'Reilly's Auto Parts store on the site.

• Ordinance 19-17 - An Ordinance amending Title 3, Business Regulations, Chapter 11, Occupation Taxes, by adding Section 3-11-4, Cannabis Retailers' Occupation Tax, of the Municipal Code for the Village of Manteno. As discussed at the Finance committee meeting, this ordinance allows the Village to implement a tax on the sale of cannabis products should a distribution facility decide to locate in Manteno. We are working on an amendment to the zoning ordinance to regulate locations where a facility can be located, should we get an inquiry to locate in the Village.

• Resolution 19-07 - A Resolution approving a Tax Increment Façade Renovation Construction Agreement in Connection with Tax Increment Financing Area #1 - Karl A. Keller, DDS P.C. - 312 West Division Street. Dr Keller presented the Board with his request for improvements at his dentist office at the last Finance committee meeting. This is his first request for the property. This Resolution will provide him with matching funds up to $15,000.00 for the improvements he proposed.

The next Finance meeting will be held Wednesday 10/09/2019, at 7:00 am at the Village Hall Conference Room.

Motion by Phillips seconded by Crockett to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda.

Motion by Martin seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda as identified by the Village President

Closing Comments:

Trustee Boyce: Hope everyone supports Oktoberfest! Sarah has worked hard, as well as our Police Department and Jimmy’s team. It is a team effort!

Trustee Martin: I went by the bicycle safety derby. It was phenomenal!

Trustee Dole: Enjoy Oktoberfest! Sam is in charge of the weather!

Trustee Crockett: No comment

Trustee Gesky: No comment

Trustee Phillips: No comment

Mayor Nugent: Next week is Oktoberfest and we are also celebrating the 150th Anniversary of Manteno. We did not have a specific celebration for the birthday, but we will be celebrating at the Historical Society on Saturday Sept 28th at noon.

Motion by Dole to adjourn the meeting at 7:21 pm, seconded by Crockett
