Village of Chebanse Village Board met Oct. 21.

Here is the minutes provided by the board:

Mayor Mathy called the regular Village Board meeting to order at 7:00 pm and announced that the Village would be taping and Kathy Washington from the Advocate would be taking notes.

The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee, Trustee Randles and Trustee Snyder. Also present were Mayor Mathy, Attorney Hiatt and Clerk Pasel.

The Pledge of Allegiance was led by Mayor Mathy

APPROVAL OF REGULAR MINUTES: A motion was made by Trustee Beherns and a second by Trustee Randles to approve the September 16, 2019 Board meeting minutes. Vote:

UNFINISHED BUSINESS:

HOMECOMING: Mayor Mathy informed that Board that a Homecoming account was opened in the amount of $21,599.13. He asked how much the Board would like to leave in it due to some of the expenses being paid out of the General fund. Trustee Beherns would like it all to stay in the account for the next event. Clerk Pasel informed the Board that any checking or savings account that sits idle for a period of 90 days incurs a $10.00 service fee. Mayor Mathy reported profit for the Homecoming was $3,959.88. 

Mayor Mathy stated that he has had several requests to have the Homecoming more frequently than every 5 years. Several have suggested possibly every 3 years. Please give it some thought. Trustee Beherns had some concerns on finding someone that would be willing to take on that responsibility. April did an amazing job; it is a big commitment and a lot of hard work to put it all together every 3 years. 

REPORTS OF COMMITTEES: Trustee Odle stated that the Planning/Zoning Board held a Public hearing prior to tonight’s board meeting. It is the recommendation of the Planning/Zoning Board to rezone 214 N Oak Street to Multi-Family from Single-Family, change the address to 161 and 163 Scott Street and allow the variance. 

Trustee Perzee stated we are falling behind on sewer rates and yard waste bag rates. A budget meeting will be held to discuss these issues, prior to the next board meeting on November 18, 2019 at 6:30 pm. 

REPORTS OF VILLAGE OFFICERS: Clerk Pasel stated that Sterling Codifiers has merged with American Legal Publishing. Nothing has changed with how we submit our ordinances or the codification process. Everything will remain the same. 

NEW BUSINESS: 

2012 SILVERADO TRUCK: Mayor Mathy recommended since the new truck took longer than expected to arrive, we consider adjusting the bid price on the old truck by $500.00. A motion was made by Trustee Perzee and a second by Trustee Randles to deduct $500.00 from the original bid price of the 2012 Silverado Truck. Vote:

PETITION FOR REZONING: A motion was made by Trustee Perzee and a second by Trustee Odle to approve Ordinance No. 19-08 – An Ordinance Rezoning 214 N. Oak Street in the Village of Chebanse from Single-Family Residential to Multi-Family Residential and permitted the variance for building in the easement on the property. Vote:

VISA: A motion was made by Trustee Beherns and a second by Trustee Snyder to approve a Village Visa credit card for Mayor Mathy with a $2,000.00 limit. Vote:

YARD WASTE BAGS: A motion was made by Trustee Perzee and a second by Trustee Beherns to raise the cost of yard waste bags from $2.00 per bag to $3.00 per bag effective October 21, 2019. Vote:

TRICK OR TREAT HOURS: A motion was made by Trustee Perzee and a second by Trustee Odle to have Trick or Treat hours from 5:00 to 7:30 pm. Vote:

KIDS HALLOWEEN PARTY: A motion was made by Trustee Perzee and a second by Trustee Odle to approve $250.00 for the Kids Halloween party on Halloween night from 7:00 to 9:00 pm and $50.00 to Kevin Lawrence for cleaning after the party. Vote:

WATER TOWER VALVE: A motion was made by Trustee Perzee and a second by Trustee Snyder to purchase a water drain valve for the water tower, Cost is $1739.00. Vote:

RISK MANAGEMENT: Mayor Mathy has been contacted by Country Financial from Clifton. They would like the opportunity to bid on our liability insurance. Trustee Perzee asked if that is what the IML does, insure municipalities, response was yes. Country Financial is not in the business of insuring strictly municipalities. Mayor Mathy stated that others in the past have insured Chebanse. Mayor Mathy has a concern with Country Financial insuring the haunted house. Mayor Mathy asked Attorney Hiatt if the Village would be required to bid our insurance. Attorney Hiatt will research the requirements. Mayor Mathy stated that Country Financial was a sponsor at the Homecoming for $300.00, and they had an entry in the parade. He would like to extend the courtesy of allowing them to submit a bid. Trustee Beherns stated he was open to looking at the bid. Trustee Perzee stated he was not comfortable with switching. No final decision was made, it will be on the next agenda. 

COMMUNICATION: Andrea Adams asked the Board if it would be possible to play Pickleball inside the Civic Center for the winter. She stated that they would mark out the courts with floor tape that would not hurt the floor. She would like to use it a couple of nights a week and maybe one day during the week. The Board was in agreement. Andrea presented $275.00 to the Board. It was the money collected for the Pickleball tournament that was rained out. The players wanted the money donated back to the Village. Trustee Beherns asked her to thank the players and let them know that the money would be put back into the game. 

Mayor Mathy stated he was contacted by an investment group asking what the Board’s views and opinions are on recreational cannabis dispensaries. They are a group of professionals looking for a place to buy and remodel to open a dispensary. They asked if the Village would be open to the idea of having a dispensary. Mayor Mathy stated that the Village Board is open minded, and has to make a decision by January 1, 2020 on whether or not to allow recreational cannabis. The Village would receive a 3% tax if we allowed recreational cannabis. Trustee Perzee asked if we could allocate the 3% to something specific. Attorney Hiatt responded yes, it can be allocated through zoning. Mayor Mathy asked the Board to give it some thought. PUBLIC COMMENT: Mayor Mathy stated that the Legion donated $1,250.00, their profits from the fish fry during the Homecoming back to the Village for future Homecomings.
