Here is the minutes provided by the board:

The Regular Meeting of the Board of Education of Bourbonnais Elementary School District No. 53, Kankakee County, Illinois was called to order by Board President Rob Rodewald on Tuesday, October 22, 2019 at 7:00 PM at the Administrative Offices, 281 W John Casey Road, Bourbonnais, IL.

1.02 Pledge of Allegiance led by Noel LeVasseur Students Gia Nims, Lucas Nims, and Shane Martin

1.03 Roll Call The following members were physically present at said location: Kelly Dunnill, John Hall, Jamie Freedlund, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald

The following members were allowed by a majority of the members of the Board of Education in accordance with and to the extent allowed by rules adopted by the Board of Education to attend the meeting by video or audio conference: None. No member was not permitted to attend the meeting by video or audio conference.

The following members were absent and did not participate in the meeting in any manner or to any extent whatsoever: None.

District Administrators Present: Dr. Margaret Longo, Interim Superintendent; Dr. James B. Duggan, Assistant Superintendent; Anitra Crockettt, Director of Student Support Services; Dennis Crawford, Director of Business Services; Shannon Swilley, Principal; Bret Pignatiello, Principal; Principal; Shirley Padera, Principal; Jennifer Longtin, Associate Principal; Marissa Maciejewski, Associate Principal; Joan Bishop, Technology Specialist.

2. Recognition of Staff, Students and Community

2.01-2.02 Recognition of Staff and Students - BUGC Baseball -

On behalf of Bourbonnais Elementary School District No. 53 Principal Shannon Swilley recognized the 2019 8th Grade Baseball Team and Coaches. The team worked hard and finished the regular season with a record of 13-1. From there they went on to be regional and sectional Champions. They finished their season with a record of 18-2 as they ranked 3rd in the state. We are so proud of our BUGC Tigers!

2.03 Recognition of Community - Michael Turk and Turk Furniture

On behalf of Bourbonnais Elementary School District No. 53 Interim Superintendent Margaret Longo recognized Michael Turk and Turk Furniture for their continued investment in our District. Mike Turk and Turk Furniture have been committed to giving back to the people that support their business by making a monetary contribution to the Bourbonnais Elementary School District No. 53. We appreciate their generous donation, support and encouragement. Julie Metschuleit, Assistant Manager was in attendance to accept the recognition.

2.04 Recognition of Community - Tamara Pree, RN

On behalf of Bourbonnais Elementary School District No. 53 Principal Shannon Swilley recognized Tamara Pree. Tamara is a Registered Nurse and the Valve Clinic Coordinator at Riverside Medical Center. At the request of our PE teachers Tamara taught CPR to our students during their PE hour. We are grateful for her willingness to help keep our students safe.

2.05 Recognition of Community - Joe Phillips, Store Manager Wal-Mart

On behalf of Bourbonnais Elementary School District No. 53 Principal Shannon Swilley recognized our local Wal-Mart and store manager Joe Phillips. Wal-Mart graciously donated the funds to buy a new treadmill for our Fit-Lab. This will help our staff and students continue their journey toward a healthy lifestyle.

Communications from Co-BEA Presidents: Lori Henry and Lauren Lundmark - addressed the Board on the supportiveness of District staff. The BEA invited the Board to multiple activities going on in the District.

5. Mission of Bourbonnais Elementary School District #53 is to: Collaborate with staff, students, families, and community

5.01 Quarterly Financial Report - Mr. Dennis Crawford, Director of Business Services

Dennis Crawford, Director of Business Services gave a detailed report on the first quarter financials. Mr. Crawford compared the revenues, expenditures and health insurance funds against last years. Mr. Crawford also reported the revenues and expenses to date by category. Discussion followed.

6. Mission of Bourbonnais Elementary School District #53 is to: Provide a safe learning environment with innovation instructional practices

6.01 Approve.5 FTE Paraprofessional-PreK Dr Anitra Crockett, Director of Student Support Services

Dr. Crockett, Director of Student Support Services explained the need for a.5 FTE paraprofessional in the PreK classroom. A part-time individual student aide is needed for a student in the morning PreK classroom. Student has complex medical needs and also requires close supervision to monitor safety. Discussion followed.

Motion by Jayne Raef, second by Kelly Dunnill to.5 FTE paraprofessional for PreK as presented. The following voice votes were heard: Ayes: Kelly Dunnill, Jamie Freedlund , John Hall, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald. Nays: None. Absent: None. Final Resolution: Motion Carries.

7. Mission of Bourbonnais Elementary School District #53 is to: Inspire all students to reach their unique potential as globally conscious learners

7.01 DIBELS Report - Dr. Jim Duggan, Assistant Superintendent

Dr. Jim Duggan, Assistant Superintendent presented the DIBEL’s report and explained the new benchmarks for the 19-20 school year by grade. Dr. Duggan compared the composite scores by grade level. The at risk percentages by grade level were lower than the 2018/2019 scores except for in third grade. Dr. Duggan also showed the composite comparisons by school. Dr. Duggan explained some of the action steps teachers are taking to improve results. Discussion followed.

7.02 EDI - Dr. Jim Duggan - Assistant Superintendent

Dr. Jim Duggan, presented the EDI (Early Development Inventory) contract and what the services will be used for. Discussion followed.

7.03 English Language Report

Dr. Jim Duggan, Assistant Superintendent presented the English Language Program Update. The report included the program student enrollment and the number of languages served. Dr. Duggan explained the successes and challenges of the current program. Looking ahead to the 20-21 school year ISBE DELL will require native language instruction at Liberty. Discussion followed.
