Trustee Dole called the meeting to order at 7:00 a.m.

A motion was made by Mayor Nugent, seconded by Trustee Boyce, to approve the minutes of the October 9, 2019 as presented; motion carried by voice vote. All ayes, no nays.

Public Participation: None

Items for Discussion:

• October Significant Incidents/Events – Chief Swinford stated that officers had two (2) domestic gun related incidents and one (1) gun incident with the fire department. The incident with the fire department had an individual pointing the gun at the fire personnel, one of the firemen knocked the gun out of the individual’s hand. The officers were able to talk to the two domestic cases down – there were no injuries in all cases.

• Training – Dr. Mark Jordan trained police personnel on stress management. All supervisors attended two days at the IACP Conference in Chicago.

• Video – Chief Swinford presented a video from security cameras at Heritage Park and damage done by some juveniles. The juveniles were identified and will be given a fine, bill for the cost of repair and banded from the park for a year.

• LPR Camera Update – Two companies will be giving free trials on what their cameras can do. One company uses solar powered portable LPR cameras. Dura-Tech has not had much success with the current LPR system. Mr. LaRocque stated that Dura-Tech told him that the system needs to do multiple updates.

• Park Ranger Program – Chief Swinford presented an end of summer summary of the cost, hours worked, number of incidents and comments from residents and staff.

• Car Burglaries – The village has had numerous car burglaries over the last several months. Most incidents occur at night in unlocked cars. The department has been using social media to remind residents to lock their cars and residences every night. Chief Swinford announced several ideas the department is using to try to combat the burglaries. They are: 1) passing out flyers door to door in areas that have been hit encouraging residents to lock their doors; 2) adding an extra car during the midnight shift; 3) working with other agencies; 4) parking an extra car on the west side of the interstate; 5) using a dummy/bate car to help stop the incidents. Chief Swinford showed two (2) home videos that shows how the group looks for cars to burglarize. They work in groups of at least 4 individuals and some of them may be armed.

• Mileage List – Chief Swinford presented the mileage on all the police vehicles. The department will be surplusing one vehicle instead of two. School Resource Officer Tobeck will use the one of the vehicles for his work at the schools. The new trucks are due to be delivered in a few weeks.

• Employee Health Issues – Chief Swinford stated there are no officers off with injuries. There is one officer performing temporary duties but hopes to get the issue handled over the next several weeks.

A motion by Mayor Nugent and seconded by Trustee Boyce, to adjourn the meeting at 7:28 a.m. Voice vote – all ayes.
