Trustee Gesky called the meeting to order at 7:01 a.m.

A motion was made by Trustee Dole, seconded by Trustee Gesky, to approve the minutes of the September 11, 2019 as written; motion carried by voice vote - all ayes, no nays.

No Public Participation

Items for Discussion:

• New Electronic Sign Bids – Mr. LaRocque stated that the village electronic sign has had some issues and parts to repair have been hard to obtain. Mr. LaRocque prepared an RFP and obtained the proposals that are listed in the packet. There were four companies that submitted proposals and the costs ranged from $33,000 to $53,000. All proposals are for US made signs. Our current sign is 8 years old. This is not a budgeted item and since the problems have eased, the village will wait and see if more problems persist.

• Website Update – Max with Dura-tech will be sending a first look at the website update this week. Mr. LaRocque will forward any information to the board for their comments.

• Audit – The FY 18-19 Village audit is complete. Ms. Marcie Kolberg will be presenting the audit at a Committee of the Whole meeting on October 21st.

• Engineer Expense Discussion – Mr. LaRocque has been reviewing the engineering invoices and presented a handout. The overall costs have greatly increased. Mr. LaRocque used the example of the South Walnut Street parking lot next to the Library, which was completed in 2014. The total cost for engineering was $13,430.00. The total cost (so far) for engineering of the extension of the First Street parking lot is $52,216.25. The village did add a small portion to the scope of work on the north side of the street. There was no requirement to regrade the area or tear and replace curb. There have been errors in this project and also during the path project. Mr. LaRocque provided some recommendations listed on the handout. To help keep some costs down, the village engineer is not attending staff meetings or board meetings unless requested. Mayor Nugent stated that costs have increased immensely, and the quality of the product has been less. 20% of the cost of the First Street parking lot project has been in engineering costs. Mr. LaRocque reviewed MFT contracts and the State limits the costs of engineering to a maximum of 6% of a project. Trustee Crockett asked if the village should consider having an in-house engineer. Mr. LaRocque stated that over the last three (3) years the village has paid around $250,00 - $270,00 for engineering costs. Mr. LaRocque stated that the TIF District will be closing in 2021, so there may not be as many projects available. The village could share an in-house engineer with other municipalities. Another option would be to bid all projects for engineering services. Mr. LaRocque stated that the village could ask for firm pricing, but that could cause prices to be high. Mr. LaRocque stated that the village could use “not to exceed” pricing and then if there are overages the village would have approval on any increases. Mr. LaRocque will have a conversation with Robinson Engineering about these issues.

• Cannabis Dispensary Ordinance – Village Attorney, Joe Cainkar, has prepared a proposed ordinance on allowing a cannabis dispensary in the village. The change to our zoning ordinance would require a public hearing in front of the Plan Commission. The board members will review. Mayor Nugent stated that the village has not had any inquiries from businesses wishing to open a dispensary in the village. Mr. LaRocque stated that the State may be issuing some rule changes concerning recreational and medical dispensaries. Kankakee County has a grow facility, but the closest medical dispensary is in Joliet.

A motion by Trustee Phillips, second by Trustee Gesky to enter Executive Session at 7:48 a.m. to discuss sale of property (5ILCS 120/2(c)6).

A motion by Mayor Nugent, seconded by Trustee Crockett, to return to open session of the Finance Committee of the Whole meeting at 8:01 a.m.

Trustee Dole and Trustee Phillips exited the meeting at 8:01 a.m.

• Month End Financials – Mr. LaRocque stated there were no major issues. Public Works and Police are slightly over budget. Mr. Hanley stated that two (2) storm clean-ups have increased his payroll costs.

• Misc. –

o Mr. LaRocque stated that the village is still receiving funds from Oak Ridge.

o The state is now sending two (2) MFT payments.

o The Save our Golf Course board meeting has been postponed until next week. A gazebo at the golf course received a new roof due to an insurance claim for wind and hail damage.

o Brown Funeral Home is interested in a TIF Façade Agreement.

o East Village Resort is meeting with investors about the project.

o Mr. LaRocque has spoken to a developer about the possibility of putting a couple of fast food restaurants and bank in a strip mall area near Cypress and Division. Mr. LaRocque will contact him again to see if they are still interested in the idea.

A motion by Trustee Gesky and seconded by Mayor Nugent to adjourn the meeting at 8:09 a.m. Voice vote – all ayes.
