Trustee Dole called the meeting to order at 7:00 a.m.

A motion was made by Trustee Gesky, seconded by Trustee Dole, to approve the minutes of the September 11, 2019 as presented; motion carried by voice vote. All ayes, no nays.

Public Participation: None

Items for Discussion:

• Alley Stop Signs - Chief Swinford suggested that with the Square on 2nd and heavier use of the alleys in that area that stop signs be placed on the alleys for vehicles that are pulling onto Division, First Street, 2nd Street and Walnut. Mayor Nugent also suggested that one parking area on First Street beside the alley needs to be painted to be no parking, golf carts only.

• One-Way Alleys – Chief Swinford also suggested that the alley on the north side of the Square be designated as east bound only and the alley on the south side would be west bound only. The village will try the idea and see if it helps or hurt traffic flow in the area.

• LPR Camera Update – Chief Swinford stated that Todd Creek is working with a vendor to get an LPR camera installed to see if this improves the nighttime readings. The current cameras are not LPR cameras; they use LPR software. A true LRP camera can read data in a split second.

• Monthly Stats– Chief Swinford announced that cameras have been installed at the corner of Main and Division in cooperation with Jacob Carlile. Chief Swinford showed a short video from that camera from the Oktoberfest windstorm. Chief Swinford stated that cameras have helped with several cases in the past few weeks:

o Purse theft captured on the Main Street cameras as the person who stole the purse took the check book out and placed the purse in the police golf cart. The thief was apprehended and charged.

o Damage to the stop light at the I-57 overpass by a truck. The license plate was used to contact the company and request reimbursement for the damage.

The monthly stats were presented showing a list of September’s significant incidents/events; monthly activity reports for September and Oktoberfest incidents.

Mr. Hanley entered the meeting at 7:17 a.m.

Mayor Nugent would like the Police Department to email him the cost breakdown for overtime hours worked at Oktoberfest by the police department. Mayor Nugent asked that the Public Works department also provide a cost breakdown of overtime hours worked by the public works personnel during Oktoberfest.

A motion by Mayor Nugent and seconded by Trustee Boyce, to adjourn the meeting at 7:19 a.m. Voice vote – all ayes.
