Village of Manteno Committee of the Whole Public Works Committee met Oct. 22.

Meeting was opened by Trustee Boyce at 7:01 a.m.

There was a quorum.

MOTION: A motion by Mayor Nugent, second by Trustee Boyce to approve the minutes from September 24, 2019 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

No action items.

Discussion Items:

• Square on Second –

o Stone Wall Fence on south alley – The fence has been installed. Trees will be removed and kept until placed in some other areas of the village.

Trustee Dole entered the meeting at 7:02 a.m.

o Landscaping – Mr. Hanley asked about a type of landscaping that is fragrant that could be planted along the fence area to help with the smell of the garage dumpsters on the other side of the alley. Lights will be added on the top of the fence and a bollard or reflectors will be added on each end. There will be no parking allowed in the alley. The berm will be leveled off and some grass seed will be put on the area. A camera will also be added in this area.

• Concrete and Road Repairs – The public works personnel are finishing up concrete work at Taylor Ford. The sidewalk was installed by the village personnel, but escrow money provided by the former owners of the dealership paid for the sidewalk. There are a few more asphalt jobs that personnel will finish before winter. Mr. Hanley maintains a list of sidewalks that need repairs and when funds are available the most needed areas are repaired.

• South Main Street Police Garage – Mr. Hanley presented a photo of the current condition of the garage. The building was repainted four years ago, and it needs work again. Mayor Nugent asked if this could be an area where a new building could be installed in place of the current building. Mr. Hanley stated that this would be a good option. Approximate cost would be $200,000 - $300,000. Mr. Hanley will prepare some potential layouts and prices on buildings along with costs for the demo of the current building. Mr. Hanley stated that a new building could help with issues at the current Public Works building on South Oak Street.

• Jacobs Park – The next park scheduled for new replacement equipment is Jacobs Park. This will be a budgeted item for the FY20-21. Mr. Hanley had a book of ideas available for committee members to look at. The Parks & Recreation Commission is also looking at ideas.

• 4-way stop at Leahy and Willow – A resident is requesting that a 4-way stop be installed at the corner of Leahy and Willow. There are stops signs at north and south of this intersection. Chief Swinford will run more patrol in that area. The committee was not in favor of adding a stop sign at this time.

• Misc.

o Chief Swinford will speak to Mr. Hanley about stop signs in the alleys near 2nd. The idea is to have the south alley be a west bound only and the north alley will be an east bound only.

o Mayor Nugent asked about golf cart parking near the alley and 1st Street (near The Pub).

o Trustee Martin is concerned about large lilac bushes on the southeast corner of Main and Baker that are overgrown and obstructing. Another area is at the corner of Walnut and Fifth with overgrown evergreens.

o ILPWMA – Mr. Hanley stated that there are 50 new members and the organization is trying to get all of the townships as members also

o All Hometown Hero Banners will be removed after Veteran’s Day. Christmas banners will be erected.

o Christmas lights have begun to be installed. Mr. Hanley will need to purchase more lights.

o The settings on the fireplace will be changed to allow for earlier usage.

o A-1 Seal Coating is still working on the parking lots – painting lines and doing touch-ups. The Village Hall lot still needs to be completed.

o Mayor Nugent asked the committee about whether the idea to sell the village hall should be pursued. Trustee Dole stated that she is not in favor of the idea. Mayor Nugent agreed. The Mayor will contact the realtor and tell them the village is not interested in selling the Village Hall.

o Mr. Marion stated that repairs on St. Joseph’s roof will continue but they had some problems with the steeple.

o Two of the three new Public Works trucks have been delivered and are in use.

o The County MPO has studied and scored all of the projects in Kankakee County and the village overpass is near the top of the list. The State of Illinois has announced their Capital Bill projects and the state has allocated $25,000,000 for the overhaul of the overpass. Another project is the creating a 3-lane road from I-57 to Rt. 45.

Motion by Trustee Boyce, seconded by Trustee Gesky to adjourn meeting at 8:04 a.m. Voice vote: all ayes, no nays.
