Kankakee County Criminal Justice Committee met Dec. 11.

Here is the minutes provided by the committee:

Members Present

Mr. Hess, Mr. Byrne, Mr. Liehr, Mr. Snipes, Ms. Parker, Mr. Smith, Mr. Fairfield, Mr. Ekhoff, Mr. Carrico and Mr. Long

1. Call to Order

The meeting was called to order by the Committee Chairman, Mr. Hess at 7:32 a.m.

2. PublicComment

None

3. Approval of Minutes: November 13, 2019

Mr. Byrne made a motion to approve the minutes, and Ms. Parker seconded it. Motion carried with a voice vote

4. Judicial – Chief Judge Michael Kramer

The Chief Judge was not present.

5. Circuit Clerk’s Office - Sandi Cianci

Ms. Cianci reviewed and discussed the reports with the committee.

 Monthly Report

 Computerization Update

Mr. Carrico made a motion to combine and approve the monthly report, and Mr. Liehr seconded it.

Motion carried with a voice vote.

6. State’s Attorney’s Office – Jim Rowe

 Grand Jury Report

 Grand Jury Statistics Report, November 2019

Mr. Ekhoff made a motion to combine and approve the report and Mr. Byrne seconded it.

Mr. Rowe reviewed and discussed the reports with the committee.

Motion carried with a voice vote.

 Solicitor Ordinance

Mr. Rowe reviewed the ordinance with the committee.

Mr. Ekhoff made a motion to approve the ordinance as it reads, and Mr. Byrne seconded it.

Mr. Smith asked if the permit could be extended to longer than 30 days.

Mr. Snipes stated that the community would need to be made aware of this new ordinance.

Mr. Ekhoff advised that the 30 days is agreeable with him.

Mr. Wheeler asked for confirmation on the yearly permit being $100 for peddlers and $50 for 30 days for solicitors.

Mr. Rowe confirmed. Mr. Rowe stated that he took the language from surrounding areas to create consistency, but it can be changed to however the committee sees fit.

Sheriff Downey advised that this will allow them to be aware of those in the area that are going to homes selling goods.

Motion carried with a voice vote.

7. Public Defender’s Office – Ed Pentuic  Monthly Report

Mr. Pentuic reviewed and discussed the report with the committee.

Mr. Long made a motion to approve the report and Mr. Fairfield seconded it.

Motion carried with a voice vote.

8. Probation – Tom Latham

 Monthly Report

Mr. Smith made a motion to approve the monthly report, and Mr. Byrne seconded it.

Mr. Latham reviewed and discussed the report with the committee. There were no questions or comments from the committee. Motion carried with a voice vote.

Mr. Latham stated that the drug court auction was successful and brought in $18,000 this year.

Mr. Hess asked when the juvenile GPS will begin.

Mr. Latham stated that everything is in place.

Mr. Wheeler asked about reevaluating River Valley detention. Mr. Latham stated that he will present the figures in February

9. Sheriff/EMA Department – Sheriff Mike Downey  Monthly Report

Mr. Byrne made a motion to approve the monthly report, and Mr. Fairfield seconded it.

Sheriff Downey reviewed and discussed the report with the committee.

Motion carried with a voice vote.

 Brief Animal Control Update

Sheriff stated that Animal Control will stay under the Community Services Committee. The transition is going very well and this committee will continue to be informed.

 Phone System Replacement at JCDC & Timothy F. Bukowski Public Safety Center Sheriff stated that with the changing technology, the phone system is out of date. This has been an ongoing issue; the phones were down twice last week.

The parts are no longer available to purchase or even find and the updated phone system is a must. There is an old quote.

Mr. Hess asked if he will have a quote by next week’s finance meeting.

Sheriff stated that he will try to have the quote ready.

Ms. Parker made a motion to move the issue to Finance, and Mr. Snipes seconded it. Motion carried with a voice vote.

 State of the Sheriff’s Office Presentation

Sheriff Downey reviewed and discussed the presentation with the committee. The presentation included: the duties of the Sheriff’s Department, constituents served, revenue, expenses and total cost.

 2019 Stakeholder Engagement Department of Homeland Security

Sheriff stated that he attended this meeting recently, this involved many different people that are involved in immigration. Sheriff stated that there was communication regarding ICE that may be helpful in getting information to the public. Sheriff stated that an important communication was that ICE does not do raids, although the media likes to refer to it as raids.

Mr. Snipes asked if he could get some material from that meeting.

10. Coroner’s Office – Bob Gessner  Monthly Reports

 Monthly Receipts of Money

Mr. Byrne made a motion to combine and approve the monthly reports and monthly receipts, and Mr. Ekhoff seconded it.

Mr. Gessner reviewed and discussed the reports with the committee.

Motion carried with a Voice Vote.

None

12. Adjournment

Mr. Snipes made a motion to adjourn the meeting at 8:27 a.m., and Mr. Fairfield seconded it. Motion carried with a voice vote.
