Village of Manteno Committee of the Whole Finance Committee met Nov. 13.

Mayor Nugent called the meeting to order at 7:28 a.m.

A motion was made by Trustee Boyce, seconded by Trustee Dole, to approve the minutes of the October 9, 2019 as written; motion carried by voice vote - all ayes, no nays.

No Public Participation

Items for Discussion:

• Cannabis Dispensary Ordinance – Mr. LaRocque had presented a potential ordinance at the last meeting. There have been no inquiries from potential businesses. The Village did pass a sales tax ordinance. Mayor Nugent stated that the village could wait and see if any business approaches the village about coming to the village. Mr. LaRocque stated that he will check with the village attorney about a time limit on opting out, otherwise zoning changes can be made at any time. After a short discussion the committee decided to take a wait and see attitude.

• Police Pension Update – The Police Pension Board hired a new actuary. The new actuary stated that the old projections are not being meet and so a revised summary was presented. The new projections caused the village to revise the current budget. The village is not allowed to levy for more than what is budgeted. This will allow the village to increase the levy for next fiscal year. The Manteno Police Pension Fund is listed at number six for 2018.

• Tax Levy – Mr. LaRocque presented a proposed calculation for the 2019 Tax Levy. The Police Pension has been increased and the Parks area has been reduced. The village will be asking for a 2.03% increase. A Public Hearing on the Tax Levy will be held on December 2nd.

• Month End Financial Reports – Mr. LaRocque stated that the Public Works and the Police Departments are a little over budget. The Public Works does use some monies up early in the budget year, such as parks and overtime for Oktoberfest. The Police Department’s overtime is higher right now also due to Oktoberfest and some special details. Revenues are up from the projections. The MFT fund will receive two (2) deposits every month due to the new tax instituted. Mr. LaRocque stated that the village will receive 28% of the new money, but the state is taking all of the rebate program funds from the old fund, so the village receives less from the old fund.

• Misc. –

o Golf Course meeting has been rescheduled to next week.

o The property at 315 N. Locust has not closed yet, Mr. Cainkar has answered the buyer’s questions on the title policy.

o Mayor has been contacted by an insurance agency who is looking to move their business to the village.

o The old Midland Bank building is for sale.

o The Main Street Pharmacy has purchased the small building next to the current business. The building will be torn down and they will expand their business. Mayor Nugent stated that the village would be willing to expand the same look of the lights and sidewalks on the north side of First Street to the south side of First Street. This would improve the look in front of the Pharmacy.

o People’sBankisrevisingtheirbuildingplansandthenwillmoveforwardwiththeconstructionofa new bank.

o Hometown Hero Banners are being removed this week. The trees are decorated on Main Street. The sign at the elevator will be put up when the weather is better, and the elevator slows down with business.

o The Fountain at the Square has been winterized. The lights remain on and will be coordinated with events throughout the year.

o Lights have been added on the fence at the Square and lights will be added to the tree also.

A motion by Trustee Dole and seconded by Trustee Boyce to adjourn the meeting at 7:53 a.m. Voice vote – all ayes.
