Village of Manteno Committee of the Whole Finance Committee met Jan. 8.

Mayor Nugent called the meeting to order at 7:35 a.m.
A motion was made by Trustee Dole, seconded by Trustee Boyce, to approve the minutes of the December 11, 2019 as written; motion carried by voice vote - all ayes, no nays.

Items for Discussion:
• Budget Calendar 2020-2021 – Mr. LaRocque handed out the budget calendar to all board members and department heads. Also, the department heads received the worksheet for preparation of the FY 2020-2021. Purchases will be reviewed. Mr. LaRocque will prepare preliminary numbers for the budget amendment and present at the next Finance Committee meeting. Mayor Nugent pointed to Mr. LaRocque’s paper showing what is needed in interest income to continue to pay for garbage fees for village residents. Mr. LaRocque stated that interest rates are down. If this trend would continue it will be difficult to pay for the garbage fees.
• Building Dept Review Escrow Fees – Mr. LaRocque and Mr. Marion are recommending that the commercial escrow fee be raised from $2,500 to $5,000.
• Square on Second/TIF #1 Recap – Mr. LaRocque presented a spreadsheet showing what has been paid for Phase II of the Square on Second. The area where the apartment building was removed still needs a plan. There will be some expenses moving some fences, adding artificial turf around the jumping pillow and adding concrete pads for picnic tables. Osterfhoff Fence will be contacted for cost of rearranging fences. Also, the cost of adding some more lights will also be obtained.
Trustee Dole exited the meeting at 7:59 a.m.
Mr. LaRocque presented a document showing expenses in TIF #1. The document also showed potential projects that could be completed within TIF #1. This TIF District will end in 2022. Mr. LaRocque also stated that there are several TIF Façade requests pending. Mayor Nugent stated that all businesses in the TIF District need to be aware that this district will end in 2022.
• FY 20-21 Budget - The document shows projects that are being requested by each department for the next fiscal year. Mr. LaRocque stated that some of these projects may need to wait since there may not be revenue available. Mr. LaRocque stated the village may need to impose an E-waste user fee due to the high cost of offering the program. The staff will have discussions on E-waste. Mr. LaRocque asked that Board members look at the list and prioritize the projects on what can and cannot be completed.
• Misc. –
o Mr. LaRocque received a call from a developer who is interested in bringing a “strip center” like building near I-57 that could house fast-food restaurants. The developer would like to see the stop light at South Creek be a 4-way. A concept plan may be presented in a few weeks.
o Mayor Nugent has a meeting with another developer about a potential project.
o O’Reilly update – Mr. Marion has started the site plan review. Building plans are to be submitted in 2-3 weeks. The FB-1 Zoning only allows the use of three (3) types of exterior materials. The Wayfinder Sign will be moved, hopefully they will allow it to be put on their property.
o Golf Course–Mr. La Rocque has not received an agenda for tonight’s meeting, so he is unaware if the meeting is still being held. Mayor Nugent stated that the property that has the clubhouse on it has a reverter clause on it from the State of Illinois. Mayor Nugent worked with Sen. Sims about getting the clause removed. The bill was introduced and passed by the Senate, but the House felt there was a value for the land. Appraisals were completed on the property. The bill was passed and signed by the Governor, but the village will have to pay the state the average of the appraisals. The village will continue to have the golf course ran as it is now. An ordinance will be presented at the next village board meeting.
A motion by Trustee Gesky and seconded by Trustee Martin to adjourn the meeting at 8:34 a.m. Voice vote – all ayes.
