Village of Manteno Village Board met Feb. 18.

Here is the minutes provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by Manteno Boy Scout Troop #382.

Motion by Boyce, seconded by Phillips to waive the reading of the minutes and approve the Regular Board Meeting minutes of February 3, 2020 as presented by the clerk.

Motion approved: 5-0 Martin absent

Public Participation: None

Michelle Aspan, 169 N. Maple St., addressed the Board to ask about changing the village ordinance allowing chickens. Mayor Nugent stated that Ms. Aspan should come to the next Planning & Zoning Committee meeting on Tuesday, February 25th to discuss the issue.

Reports of Village Officials:

Village President’s Report- Timothy Nugent

Mayor Nugent introduced Manteno Boy Scout Troop #382. Mayor Nugent and his wife had met earlier with the troop about a flag program and to see if the troop would be interested in organizing and running the program. Mr. Dan Steffen, Assistant Scout Master and Project Coordinator for the Manteno Flag Program, introduced Tyler Prop, Senior Patrol Leader. Mr. Prop stated that the program will be a service program for the Troop and a fundraiser. Residents who participate will pay a flat fee of $40 to have a 3’ x 5’ American Flag erected in the yard for four (4) days (Memorial Day, Independence Day, Labor Day and Veteran’s Day). The scouts will come and place the flag in the yard during the early morning and remove the flag at the end of the day. Mr. Steffen stated that a Facebook page has been created to promote the project. There is an application for those residents who want to participate. Mr. Marion reminded the troop not to place the flags in the right of way or to obstruct sidewalks or sight lines at corners. Mr. Steffen will also approach the Manteno Cub Scout Troop #385 to help with the program if needed.

Motion made by Gesky to approve the fundraiser request and program, seconded by Crockett. Voice vote: all ayes, no nays. Martin absent

Village Administrator’s Report- Chris LaRocque

Mr. LaRocque reminded the community that beginning in mid-March, the 2020 Census will mail out the questioner. It is critical for the all residents to respond and be counted. The Census numbers impact the funding for the village.

Mr. LaRocque stated that the Salvation Army boxes behind the Village Hall will be removed on Monday, February 25th. The retail store in Bradley is closing so they are no longer accepting donations. There are other organizations that will still take donations: St. Vincent DePaul, Amvets or Goodwill.

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Resolution 19-13 - A Resolution for Maintenance Under IL Highway Code. This gives the village approval for materials for the summer street maintenance program.

• Resolution 19-14 – A Resolution approving a Professional Services Agreement with Robinson Engineering in connection with providing Surveying and Engineering Services for the proposed Walnut Street/Square on Second Lighting Project. This is for the continuation of some lighting in the area of the Square.

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight. Trustee Dole covered safety tips:

• Safety Tips –

o Golf Cart needs to be registered with a 2020 sticker, insurance and proper safety equipment are required. Residents may come to the police department or call and make an appointment.

The Village is looking to hire more crossing guards for the Village. You would need to be able to pass a background check and be available for morning and afternoon hours, sometimes in inclement weather. Contact the Village Hall or Police Department for an application.

Planning and Zoning- Trustee Crockett

Nothing on the agenda tonight.

The next Planning and Zoning Committee meeting is scheduled for Tuesday, February 25, 2020 at 7:00 am at the Village Hall Conference Room

The next Planning Commission meeting that is scheduled for Tuesday, March 10, 2020 at 6:00 pm at the Village Board Room.

Finance- Trustee Gesky

• Consideration Re: A motion approve the payment of $15,000.00 to Karl A. Keller, DDS P.C. in reference to a TIF Façade Agreement approved September 23, 2019. Dr. Keller has finished his project, submitted paperwork and is requesting payment per the agreement.

• Payment of bills $119,243.84 includes TIF #1- $267.50

• Bills authorized and Paid between Board Cycle: $975.00

The next Finance meeting will be held Wednesday, March 11, 2020 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips
