A motion was made by Trustee Phillips, seconded by Mayor Nugent, to approve the minutes of the January 8, 2020 as presented; motion carried by voice vote. All ayes, no nays.

Items for Discussion:
• Village Magazine – Ms. Sarah Marion asked that this be placed on the agenda for discussion. Ms. Marion was approached by Best Version Media who would like to prepare a monthly publication that would go to all residents. They sell ads to area businesses to recoup their costs. The company is requesting a letter from the Village that they would use at the businesses to say that we support this project. After discussing the idea, the committee felt it was not a good idea to promote this project over other potential projects. This project may take advertisement dollars away from local groups like the Chamber, School District or recreational sports groups.
• Monthly Stats – Chief Swinford presented the 2019 year in review stats. He also presented January 2020 stats. One officer is out with a broken wrist and five officers had the flu with three still absent.
• Child Network – The organization is a local non-profit that does all the interviewing of children who are victims mostly sexual assault but can be for any crime. They are specially trained to do the interviews. Funding for the agency used to come from fees on traffic tickets. The state has changed the way fines are assessed on the traffic tickets and so this agency has lost a considerable amount (40%) of their funding. They are asking that each police department to contribute per interview based on the average of interviews over the last few years. They are asking for $2,640 for the FY20-21 year. Chief Swinford feels this is a vital service and the department could go back to interviewing children, but an officer would have to attend special training which is expensive, plus a dedicated area to perform the interviews. Mayor Nugent stated that these costs would be more than what they are requesting. The consensus is to support the program and reevaluate in one year.
• Flock LPR demo – Chief Swinford stated that this company uses solar and cellular technology, which makes them portable. The cameras are leased instead of buying the cameras. There are two cameras currently in the village for demo purposes. Chief Swinford had a demonstration using the software. Searches can be completed on vehicle make or color, person on bicycle, trucks, and animals. The cost is $2,000 per year per camera. They are portable. Mayor Nugent asked about whether the battery would die when we have days of clouds and no direct sun. Chief Swinford stated that these cameras have been doing well and we have had numerous days of clouds and no direct sun. Technology for solar use has greatly advanced. License plates can be searched in system.
The upgrade to our current cameras would be $6000 per camera. Mr. LaRocque stated that Proven Business IT will also be giving a quote on LPR cameras.
Chief Swinford would like to try this type of camera for 1 year and see if this type of program would work. Public Works personnel would be able to move the cameras around.
• Casey’s Armed Robbery – A person with hat, gloves and face mask that came into the Casey’s on Rt. 50 at 4:00 am. The police department was able to use various video cameras to piece together where the person went after committing the crime. A potential suspect is being considered. Evidence is still being prepared before an arrest warrant will be issued.
• Crossing Guards – Three applications have been received, but all applicants were not usable. Another application was just received and will be reviewed.
A motion by Mayor Nugent and seconded by Trustee Boyce, to adjourn the meeting at 7:49 a.m. Voice vote – all ayes.
