The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Phillips, seconded by Dole to waive the reading of the minutes and approve the Regular Board Meeting minutes of March 2, 2020 as presented by the Clerk

Motion approved: 4-0 Gesky, Crockett abstained

Reports of Village Officials:

Village President’s Report- Timothy Nugent

The Mayor covered recent events concerning the coronavirus and the local effect. The Village Board had invited Riverside hospital to our March 2nd board meeting and Dr. Moss covered information about the coronavirus and answered questions from the Board. Since then, there has been a rapid change in events. After tonight’s board meeting and the primary voting tomorrow, this building will be closed, as well as restaurants, bars, schools until further notice. We are taking precautions to make sure the spread isn’t as severe as it could be. We are asking everyone to follow the guidelines. Here are some local precautions taken by the Village:

• Village Hall will be locked down, residents must use the drive up window on the west side for all transactions

• Call the County Health Department on questions about the virus

• E-waste collection will be stopped until further notice

• Police department will limit physical exposure as much as possible and do as much over the phone as can

• Public Works will be working, but keeping social distancing and staggering breaks

• Washing hands after all transactions

• Easter Egg Hunt – No decision yet - We will make a decision on whether it will take place later this week

• Hassett Center closed for rest of the month

• Parks still open for now

• Village meetings will be allowed but will not have public present. Our Board meeting is televised so there will be access for residents to watch.

• We ask cooperation from our residents – Don’t hoard items, but get what you need for your family

• Bars and restaurants - Restaurants can do delivery and do drive up, but they cannot allow patrons in the building. They must bring the purchase out to you. Drive up windows will be open.

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Consideration RE: A motion to award the bid and authorize the Village President and Village Clerk to sign the contract documents for the 2020 MFT Street Maintenance Program to Gallagher Asphalt Corp, Thornton, IL at a cost of $298,035.00. This bid award is for the MFT repaving work to be done this summer. We received two bids and Gallagher was the qualified low bidder. The roads to be resurfaced are N. Sycamore, Cardinal Drive, Lester Street and N. Walnut

Planning and Zoning- Trustee Crockett

• Ordinance 19-37: An Ordinance granting a variance from Title 9, Zoning, Chapter 13, Signs, Article (D) 1, Premises Signs, Number allowed, and Title 9, Chapter 13, Signs, Article Number (D) 2, Premises Signs, Maximum Area allowed, in the C-2 Zoning District, for the property known as 102 South Creek Drive, Manteno, Illinois. The National Bank of Manteno is remodeling the building at Division and South Creek for their new bank location and would like to have additional signage beyond the allowed size and number. The Planning Commission held a public hearing on March 10th and is recommending approval of the variances.

The next Planning and Zoning Committee meeting is scheduled for Tuesday March 31, 2020 at 7:00 am at the Village Hall Conference Room

The next Planning Commission meeting is scheduled for Tuesday April 14, 2020 at 6:00 pm at the Village Board Room

Finance- Trustee Gesky

• Payment of bills $196,558.77 includes TIF #1- $18,157.60 & TIF #3 $0

• Bills authorized and Paid between Board Cycle: $0

• Resolution 19-16 : A Resolution approving a Tax Increment Façade Renovation Construction Agreement in connection with Tax Increment Financing Area #1 - Russ Jensen - 21 North Main Street. Russ Jensen is the new owner of the existing Brown Funeral Home on Main Street. He presented his plans to renovate the facade of the building at a committee meeting. This approval will allow him to move forward with the renovation and be reimbursed for up to $15,000 with TIF funds.

The next Finance meeting will be held Wednesday April 8, 2020 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

Motion by Martin seconded by Boyce, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0

Motion by Gesky, seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Trustee Boyce: No comment

Trustee Martin: No comment

Trustee Dole: Get out and vote tomorrow. Happy St. Pat’s Day!

Trustee Crockett: Are all the voting locations open tomorrow? –Mayor: Yes, they are all open as of now.

Trustee Gesky: Schools are closed down through the end of month. Many kids rely on the school to be fed, as that is the only meal they receive during the day. The school would still like to provide a lunch to these children and make available for a pickup. Anyone who would like to donate or help, please call RJ Haines at 815-928-7027. Any help would be appreciated. Trustee Phillips: We have shut down everything at Oak Ridge.

Mayor Nugent: We have a large senior population and we all need to be watching out for seniors who are by themselves and may need help in getting what they need, as they should not be out.

Motion by Boyce to adjourn the meeting at 7:23 pm, seconded by Dole
