Village of Manteno Board met May 4.

Here is the minutes provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent. 

Motion by Phillips, seconded by Crockett to waive the reading of the minutes and approve the Public Hearing Minutes and the Regular Board Meeting minutes of April 20, 2020 as submitted by the Village Clerk. 

Motion approved: 6-0 

Public Participation: Zoom meeting set up online for public participation due to Covid-19 restrictions. There was no public participation.

Reports of Village Officials: 

Village President’s Report- Timothy Nugent 

Mayor Nugent announced the amounts of the TIF #1 surplus that will be mailed to all taxing bodies within the TIF District. They are as follows: Kankakee County $18,786.95, KKK Community College $8,133.44, Manteno Schools $105,418.31, Fire District $14,285.30, Library District $3,167.88, Township Assessor $1,116.71, Township Road $7,399.46, Manteno Township $3,091.67, Manteno Village $15,441.78.

Mayor Nugent presented a list of appointments for FY 20-21. (Please see attached to minutes). There is an opening on the Manteno Police Pension Board as Dr. Boyd will no longer be able to continue to serve as his term is completed.

Motion by Gesky, seconded by Martin, to approve the FY 20-21 appointments as presented by Mayor Nugent. Motion approved 6-0.

Manteno Historical Society is requesting the annual donation of $1,125.00. The Manteno Historical Society relies on the annual donation from the Village to help with their expenses. This year they requested the same amount as the previous year’s donation.

Motion by Dole, seconded by Boyce, to approve the donation amount of $1,125.00 to the Manteno Historical Society. Motion approved 6-0.

Mayor Nugent was contacted by Riverside Hospital to offer COVID-19 testing for the general public in Manteno. A date has not been set at this time. The date will be announced via the village website and on social media.

Mayor Nugent offered the village’s condolences to Village Clerk, Robin Batka, with the death of a family member.

Village Administrator’s Report- Chris LaRocque 

Reminder to the public that chickens are not allowed in the village. Residents are encouraged to always call the village hall to verify what is and is not allowed per village code.

Parks and Recreation- Trustee Martin 

Nothing on the agenda tonight

Public Safety and Health- Trustee Dole Nothing on the agenda tonight. Reminder that village parks are open, however all playground equipment, baseball fields, tennis courts and basketball courts are closed. Also closed are the basketball courts at St. Joseph Catholic Church. All Manteno school property is closed. Outside exercise is allowed as long as it is not used as an opportunity to congregate. 

Tornado shelters will be open in the event of the tornado sirens being activated. They are the Hassett Community Center, the St. Joseph Catholic Church and the Nazarene Church. Next Public Safety and Health Committee meeting Wed 5-13-20 at 7:00 am Village Hall Conference Room

Planning and Zoning- Trustee Crockett

• Resolution 20-01 – A resolution authorizing a partial release of a Letter of Credit and Acceptance of Improvements for Unit 4 of Eagles Landing. The Developer, Jerry Curwick completed the first portion of Eagles Landing Phase IV and is requesting acceptance of the improvements by the Village. The Village Engineer completed a site inspection of the improvements and is recommending approval of that portion of the subdivision. All required documentation has been provided, including the warranty letter of credit, which will be in effect for two years. 

The next Planning and Zoning Committee meeting is scheduled for Tuesday 5-26-20 at 7:00 am at the Village Hall Conference Room The next Planning Commission meeting is scheduled for Tuesday 5-28-20 at 6:00 pm at the Village Board Room.

Finance- Trustee Gesky

• Payment of bills $260,946.04 includes TIF #1- $212,282.99

• Bills authorized and Paid between Board Cycle: $40,794.23 The next Finance meeting will be held Wednesday 5-13-20 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

Motion by Crockett, seconded by Dole, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0 Motion by Dole, seconded by Boyce, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Trustee Phillips: Stay Healthy 

Mayor Nugent: Complimented Sarah Marion and Rich Pawlak on the Manteno Cruise night held on Saturday. There were over 200 vehicles that cruised thru the village. Thanks also to the police and fire departments who have helped with birthday parades to encourage our residents during this tough time. With the warmer weather there are more golf carts on the streets. The renewal of registrations has been suspended until after COVID-19 is over. Owners of new carts can call the police department for getting the cart registered. Reminder that golf carts must follow the same driving rules as vehicles, i.e. licensed drivers, insurance, seat belts, etc.

Motion by Dole to adjourn the meeting at 7:15 pm, seconded by Gesky.
