Kankakee County Board met July 14.

Here is the minutes provided by the board:

The meeting of the Kankakee County Board, Kankakee, Illinois, held pursuant to the adjourned meeting of June 9, 2020 was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Invocation in remembrance of George Washington, Jr. The Pledge of Allegiance was recited.

The following members were present, either in person or via Zoom:

Public Commentary -

Elliott Wikstra, attorney for the petitioners Chris and Larry Cheffer, spoke against the special use permit ZBA Case #19-15.

Brian Scott, attorney for the applicant Ron O'Connor, spoke in regards to allowing the special use permit ZBA Case #19-15.

Lori Foster of Limestone Twp., neighbor of applicant, spoke against the special use permit ZBA Case #19-15.

Mr. Kinzinger made a motion to extend public comment for 5 minutes. Mr. Tholen seconded the motion. A roll call vote was taken with the motion passing 25 ayes to 0 nays 2 absent. Motion carried.

Ron O'Connor of Limestone Township and applicant of the special use permit spoke regarding accepting his special use permit ZBA Case #19-15.

Mr. Smith made a motion to extend public comment for 5 minutes. Mr. Long seconded the motion. A roll call vote was taken with the motion passing 25 ayes to O nays 2 absent. Motion carried.

Larry Cheffer, petitioner, spoke against the special use permit ZBA Case #19-15.

Mr. Sirois made a motion to extend public comment for 5 minutes. Mr. Miller seconded the motion. A roll call vote was taken with the motion passing 27 ayes to O nays. Motion carried.

Julia McDonald and Mya Hendrix of Momence spoke against the ICE program at the Jerome Combs Detention Center.

Lesli Quezada of Kankakee, IL spoke against the ICE program at the Jerome Combs Detention Center.

Vacancy Appointment -

Mr. Snipes made the motion to appoint Steven J. Hunter to fill the Unexpired Term of George Washington, Jr. for the Kankakee County Board District 17. Mr. Ekhoff seconded the motion. A roll call vote was taken with the motion passing 24 ayes to 0 nays to 3 absent. Motion carried.

Certificates of Appreciation

Executive Session

Mr. Payton made a motion to enter executive session at 10:10 a.m. for the purpose of 5 ILCS 120/2(C)(11). Mr. Liehr seconded the motion. A roll call vote was taken with the motion passing 24 ayes to O nays to 4 absent. Motion carried.

Mr. Hess made the motion to exit executive session at 11:30 a.m. Mr. Snipes seconded the motion. A roll call vote was taken with the motion passing 24 ayes to O nays to 4 absent. Motion carried.

Minutes of the Last Meeting

The minutes of the June 9, 2020 was submitted to the County Board for approval. The reading of the minutes was waived. Mr. Snipes made a motion to accept the minutes. Mrs. Parker seconded the motion. A roll call vote was taken with the motion passing 23 ayes to O nays to 1 abstain to 4 absent. Motion carried.

Claims Committee Report

A motion to approve the claims reports from April 2020 through May 2020 were made by Mr. Smith and seconded by Mr. Long. A roll call vote was taken with the motion passing 26 ayes to ( nays to 2 absent. Motion carried.

Presentation

Nancy Nicholson, Assistant State's Attorney, spoke regarding Phase 4 in which the county could require wearing masks and taking temperatures in the Administration Building.

Department Reports

The department reports were read and accepted on the motion of Mr. Kerkstra and seconded by Mr. Long. A roll call vote was taken with the motion passing 21 ayes to O nays to 7 absent. Motion carried.

Mr. Fetherling made the motion to approve the consent agenda. Mr. Tholen seconded the motion. Mr. Hendrickson, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 23 ayes to O nays to 5 absent. Motion carried.

Planning, Zoning & Agriculture

Mr. Dunnill made the motion to waive the reading and approve the resolution ZBA Case#19-15; request for a Special Use Permit #24.d (Heavy Processing Facility) in the Al-Agriculture District on a parcel generally situated in Section 05 of Limestone Township. The petitioner is Municipal Bank Trust #2583, property owner & applicant (81). Mr. Fetherling seconded the motion. Mr. Skimerhorn, Planning Manager, explained the resolution. Mr. Smith made a motion to amend no Saturday operations and a functional dust control system on the crusher itself. Mr. Kinzinger seconded the motion. A roll call vote was taken on the amended motion with the motion passing 18 ayes to 7 nays to 3 absent. Motion carried.

Mr. Hess made the motion to waive the reading and approve the resolution ZBA Case#20-02; request for a Rezoning from Al to RE and Variance to Section 121-286.c.1 (Driveway Intervals) on a parcel generally

vhead Township. The petitioners are Harry & Debra Stenhouse, property owners & Jason and Sarah Stenhouse, applicants (82). Mr. Snipes seconded the motion. Mr. Skimerhorn explained the resolution. A roll call vote was taken with the motion passing 24 ayes to O nays to 4 absent. Motion carried.

Mr. Ekhoff made the motion to waive the reading and approve the resolution ZBA Case#20-03; request for a Rezoning from Al to A2 on a parcel generally situated in Section 18 of Yellowhead Township. The petitioners are Michael & Ann Wyatt, property owners and Zachary Barton, applicant (83). Mr. Fetherling seconded the motion. Mr. Skimerhorn explained the resolution. A roll call vote was taken with the motion passing 25 ayes to O nays to 3 absent. Motion carried.

Mr. Fetherling made the motion to waive the reading and approve the resolution Riverside Country Estates, 3rd Addition Subdivision - Final Plat (84). Mr. Kinzinger seconded the motion. Mr. Skimerhorn explained the resolution. A roll call vote was taken with the motion passing 23 ayes to 1 nay (Mrs. Peters) to 4 absent. Motion carried.

Highway & Buildings

Mr. Hess made the motion to waive the reading and approve the resolution Authorizing the County Board Chairman to sign an agreement with Constellation Energy for LED lighting (85). Mr. Ekhoff seconded the motion. Mr. Andrews, Maintenance Director, explained the resolution. A roll call vote was taken with the motion as amended adding other county buildings to the resolution with the motion passing 21 ayes to O nays to 7 absent. Motion carried.

Mr. Snipes made the motion to open bids for the Highway Department resolution County 20-00000-01-GM Non MFT (86). Mr. Liehr seconded the motion. A roll call vote was taken to open the bids with the motion passing

arried. Mark Rogers, Department Head of Highway/County Engineer opened the sealed bids. Mr. Carrico made the motion to accept the lowest qualified bidder. Mrs. Peters seconded the motion. A roll call vote was taken to accept the lowest qualified bidder with the motion passing 23 ayes to 0 nays to 5 absent. Motion carried.
