Meeting was opened by Trustee Boyce at 7:00 a.m.

There was a quorum.

MOTION: A motion by Mayor Nugent, second by Trustee Martin to approve the minutes from June 23, 2020 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

Discussion Items:

• Rockin’ on Main - Ms. Marion stated that nothing has changed so the event will be cancelled.

• Cupcake Ordinance – Mr. LaRocque spoke to the Kankakee County Health Department. They are against the ordinance due to regulation issues. The only time the Health Department would inspect is when there is an outbreak of two or more illnesses from at least two different places. In reviewing other municipalities who have adopted the ordinance, some require certifications or business registration, and some require inspections. If the village would adopt a home kitchen ordinance the village would have to decide whether there is a registration or certification process along with a fee and if inspections would be required. The village will not adopt an ordinance at this time.

• Speed Bumps– Mr. Hanley stated that he has found a couple of other roads that could have speed bumps put on them. The criteria for a speed bump is a road with a length of at least 1800 feet. There are four roads that meet the criteria: South Creek Drive (Cook to Brian); Windfield; Willow (Hesburgh to Shamrock) and Beauchamp (Shamrock to Water Tower North). Mr. Hanley will prepare traffic counts and the Police Department will run some radar to see if vehicles are truly speeding.

• Village Hall Roofing RFP – Mr. LaRocque stated that the RFP was sent to sixteen (16) roofing contractors (the ones that are registered with the village). We received just one response from Burklow Construction at $40,900.00. The awarding of the contract will be on the next village board meeting agenda for approval.

• Path Engineering RFP – Mr. LaRocque stated that four local engineers were asked to give a proposal on engineering of the south path. Mr. LaRocque stated that most grants require shovel ready projects, but without knowing what type of costs were involved it was suggested to do an RFP. Three firms gave proposals. There were a wide range of costs.

Mayor Nugent asked about property assembly for right of ways. Mr. LaRocque stated that all but one landowner has given verbal permission. Mayor Nugent would like to have all easement agreements before the village moves forward with engineering.

• First Street Improvements Project Update – Mr. Hanley stated that the alley on the north side of First Street was holding some water, so it was re-done. A walk through will be completed later today. Lights and painting are completed.

• Golf Cart Path from Windfield to 10000N – Mr. Hanley spoke to Mr. Harold McQueen about permission to use part of his property for the path. Mr. Hanley has spoken to Manteno Township concerning lowering the speed limit on the overpass and paint a center line. Signage will need to be added. Mr. McQueen asked that the hedge row be removed and that is where the path could be put. Mr. Hanley will prepare a cost estimate for the project.

Mayor Nugent stated that the state has the village’s I-57 overpass slatted for updating in 2023. The construction project will be a two-year staged project.

• Equipment Update – Mr. Hanley stated that the department has been test driving several types of skidsteers. Mr. Hanley will update the committee after all have been tested.

• Soil & Water Conservation District Grant – Mr. Hanley and Mr. LaRocque met with representatives. They toured the Rock Creek pond area. They will contact Pheasants Forever about another burn plant and two more rounds of seeding and grant money for a path and signage.

Motion by Trustee Boyce, seconded by Trustee Dole to adjourn meeting at 7:54 a.m. Voice vote: all ayes, no nays.
