A motion was made by Trustee Dole, seconded by Trustee Phillips, to approve the minutes of the July 8, 2020 as written; motion carried by voice vote - all ayes, no nays.

Items for Discussion:

• Itinerant Merchant Fees – Mr. LaRocque reviewed the ordinance for Itinerant Merchants after we had a person selling merchandise. Mr. LaRocque stated the ordinance has not been reviewed since 1956. It was recommended to raise the fee to $50 per day for for-profit and $10 for non-profits.

• Liquor License Process – Mr. LaRocque reviewed the ordinance for Liquor License process. Mr. LaRocque stated that several items in the ordinance are outdated such as the owner is required to live in the village and the requirement of a bond. Mr. LaRocque would like to also define the process for any business that might be sold and the relinquishment of their license. Mr. LaRocque will work on the revisions with the village attorney and present at another committee meeting.

Trustee Martin exited the meeting at 7:55 a.m.

• TIF Update – Mr. LaRocque presented a spreadsheet showing the expenses on the Square of Second – phase II and a spreadsheet showing total expenses for TIF #1. The TIF District expires in 2021.

• Month End Financial Reports – Mr. LaRocque stated that the Intergovernmental revenues from the state are over than what was suspected. Reductions of 30% has proven to be high. Gaming revenues are going up.

• Misc. – Ms. Marion received a call from Dance Alive asking if the village would allow them to hold their large dance recital at the Square and use the Community Center as changing rooms. Trustee Crockett asked if they are offering to sanitize the building. The village has already said no to other businesses who wanted to use village property for parties. It was recommended to deny her use of the Square and Community Center.

• Lawsuit Updates – The village has three slip and fall cases in process.

o Mr. Hanley and Ms. Hurley will be deposed in October for a slip and fall case that happened on a Sycamore sidewalk.

o Two Slip and Fall cases with Ted Limberopoulis – the first case was given a 30-day extension by the judge. A motion to dismiss the case has been filed. The second case has not had a status hearing yet.

A motion by Trustee Crockett and seconded by Trustee Dole to adjourn the meeting at 8:19 a.m. Voice vote – all ayes.
