Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order at 5:30 PM by Village President Paul Schore (electronically via Zoom per the Governor's directive).

Procedural: A. Pledge of Allegiance - led by Village President Paul Schore.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

> Assistant Administrator Laurie Cyr gave an overview on said Resolution. This legislation is needed for the Village's portion of the reconstruction of Armour Road. The Village will be responsible for sidewalks and lighting on top of the bridge structure.

Action, Ordinance: A. ORDINANCE NO. 20-2235 - An Ordinance Declaring Certain Property as Surplus and Authorizing its Sale in the Village of Bourbonnais, Kankakee County, Illinois (SECOND READING)

> Trustee Serafini gave an overview on said Ordinance - there is a surplus of four police vehicles which are going to be replaced.

> Mayor Schore stated there will be sealed bids for the sale of these vehicles if anyone is interested in purchasing any of these squads cars.

> Ms. Cyr gave an overview on said Ordinance. The subject property is for 320 unit attached apartment dwelling development that meets our Planned Unit Development (PUD) standards which includes a time line of when construction has to start, and other amenities that are required as part of this agreement.

> Mr. Littrell stated there are residents that have a concern with this development. The Village Board believes there is a demand for this type of structure and arrangement to be made versus having normal residential housing there, Curwick Construction said they will meet this standard.

Motion by Trustee Jeff Keast, second by Trustee Rick Fischer to adopt Ordinance 20-2240.

> Ms. Cyr gave an overview on said Ordinance. In July the Planning Commission approved a case to rezone a portion of property along Route 45 just north of 5500 North Road from B-2 - business to R-5 which will allow for a multi-family development PUD, and also will include commercial development in this area.

> Ms. Cyr gave an overview on said Ordinance. The allowance of a R-5 multi family PUD is a special use in that district, a Public Hearing was completed. This is the legislation granting the special use for a multi family PUD in this zoning district.

> Engineer Dave Tyson gave an overview on said Resolution. It is part of the application for the ITEP Grant that there has to be a Resolution from the governing body that is applying showing that the Board is in favor of the bike trail.

> Engineer Dave Tyson gave an overview on said Ordinance. Again, it is the same as the Resolution above stating that the Village Board is in favor of the multi-use bridge over U.S. Route 45/52 Main Street, this is part one of the ITEP Application.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Action, Ordinance: A. ORDINANCE NO. 20-2243 - An Ordinance Regulating Parking Along Armour Road Between Washington Avenue to Approximately 735 Feet East of the Illinois Central Railroad Bridge in the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

> Following the first reading by Village Clerk Simeur, Mr. Tyson explained anytime we do a State project, they require that the municipality will pass an Ordinance that basically restricts parking, so the State knows an Ordinance is in effect. There is no parking along Armour Road anyway, but the State wants legislation to show that the Village acknowledges and passes the Ordinance for the bridge.

> Mayor Paul Schore asked if the Village has any Ordinance in the record about no parking on Armour Road? Would like it to be investigated. If we don't, at a later date we can look at getting it formally adopted. Attorney Dunn responded he will look into this request.

Information: B. Police Committee

> Trustee Greenlee announced on September 17 Mayor Schore, Administrator Van Mill and himself helped recognize Sergeant King, Patrolman Lade, Patrolman Fahrow and Patrolman Herberger on their heroic efforts in attempting to remove a motorist who was trapped inside his vehicle that had caught fire after a single-vehicle accident occurred on September 10. Also, Sergeant Mackin from Kankakee County Sheriff's Department assisted and received a Commendation letter from Chief Phelps as well.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King stated he did not receive an official report this week from Public Works.

> Trustee King stated residents have approached him on two sidewalk issues. One sidewalk is located across the street from the Village administration building next to PNC bank, and the second one is on the corner of Armour Road, William Latham Drive and Route 45 by the Jiffy Lube, you can't even walk or ride a bike on that sidewalk. Trustee King is requesting that Administration to look into this issue.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

> Trustee Jack Littrell requested Ms. Cyr to give an update on the Aldi project. Ms. Cyr stated they did a preliminary walk through on Friday and Aldi is hoping to get a temporary occupancy towards the end of this week which will allow them to start training and stocking the shelves. They are looking at opening the store in a few weeks, middle of October.

> Engineer Tyson gave an update on Northeast Interceptor which is coming to completion.

> Riverside project is still waiting on AT&T to move their lines. Com Ed has theirs done, and Nicor Gas is in the process of getting ready to take care of theirs.

> Mooney Drive is progressing along, all the curves have been removed on the east side of the street. Should be starting to pour concrete any day now on the west side.

Information: A. Mayor Updates

> Reminder to respond to the 2020 Census, door to door Census takers will be in the neighborhoods.

> Please take part in the Local Parks Survey which can be found on the Village's website under Residents and Parks page, or on Facebook, Twitter and the September E-news. In order for the Village to upgrade and improve both current and future parks, we are asking for input from residents. The deadline is September 30, 2020 and only takes a few minutes to complete.

> Kankakee County Region 7 is back to Phase 4 of the Restore Illinois Plan. Thank you to our Village businesses, residents and visitors for their ongoing patience with the health and safety guidelines surrounding COVID-19. Please continue to practice social distancing, hand washing, mask-wearing and continue moving forward safely together.

> Happy first day of fall tomorrow, September 22, 2020. The Village administration team is currently reviewing the upcoming Village events and will announce details as soon as they are able. This does include Halloween and trick-or-treating as we await guidance from health officials.

17. OLD BUSINESS

Information: A. Old Business

> Trustee Littrell questioned skate park issues, is everything better and have there been any more issues? Mayor Schore stated things are going well at this time, and we will continue to monitor the skate park closely.

> Trustee King stated there was also vandalism at the Northwest Park. Mayor Schore stated there was table damage, we are working on finding the perpetrators.

18. PUBLIC COMMENTS

Procedural: A. Village Clerk or designee will read complying statements into record if any. - None

Procedural: B. The Village will unmute ZOOM participants so public comment can be made directly by the public. (Participants are required to take turns and be recognized by the President/Chairman prior to making statements).

> Resident Sean Fierce commented his concern on Courtyards of Cobblestone subdivision and that fact that it was supposed to be completed four years ago by Curwick Construction.

> Resident David Porter from Cobblestone questioned when 5500 North Road any update from the State on when that road will be completed? Ms. Cyr responded it is a requirement in the development agreement that they will have to construct 5500 North Road during the first phase of the Courtyards of Cobblestone.

> Mr. Porter asked if there is any news on when Route 45 will have access to 5500 North Road? Ms. Cyr responded the request has already been through IDOT review, so it is just a matter of including it in those plans. Mayor Schore responded he too wants to see 5500 North Road finished as well for safety situations in that subdivision by having a southern entrance, sooner than later.
