1. MEETING OPENING
Procedural: A. Public Hearing for the ITEP Grant Application for a Pedestrian Multi-Use Bridge over U.S. Route 45/52 - Main Street.
Meeting called to order at 5:10 PM by Village President Paul Schore
2. Roll Call
Procedural: A. Village Clerk Brian Simeur called the roll with the following Village Board Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Village Treasurer Ron Riebe, Village Attorney Patrick Dunn, Village Administrator Mike Van Mill, Assistant Administrator Laurie Cyr, Finance Director Tara Latz, Deputy Chief Dave Anderson, Building Commissioner Paul Hafner, Village Engineer Dave Tyson, Administrative Assistant Margie Beach, Keith Mulholland, Jeff Bonty, Rob Rodewald, and Shane Saathoff.
3. PUBLIC HEARING
Information: A. Mayor's Explanation of Need for a Pedestrian Multi-Use Bridge over U.S. Route 45/52 - Main Street in the Village of Bourbonnais
> Mayor Paul Schore gave an explanation on the community need for a multi-use bridge over U.S. Route 45/52 - Main Street in the Village of Bourbonnais.
> The public notice was published on September 10, 2020 in the Kankakee Daily Journal.
Information: B. Engineer's Explanation of Project and Project Funding
> Engineer Dave Tyson explained the Village has a contract for this project with BLDD Architects renderings and drawings that have been available prior to this hearing of the pedestrian bridge to go across U.S. Route 45/52 Main Street. This is another Illinois Department of Transportation Enhancement Grant. The pedestrian bridge will lie just south of intersections U.S. Route 45/52 and Illinois Route 102 Main Street Northwest in the Village of Bourbonnais. The proposed bridge will provide great separation between pedestrians and bike traffic and the vehicles at this intersection of the two highways. The bridge will serve the general public and students attending Olivet Nazarene University. There have been several accidents between vehicles and pedestrians at this location due to the metrics of this area that makes it very difficult for drivers to see pedestrians crossing the road as well as looking for oncoming traffic.
> Student off-campus housing is located north and west of this intersection, and the main campus is on the east side of this intersection.
> The bridge construction will provide a safe path for pedestrian movement. It will be a covered bridge for year round use with elevators and back up generators to offer total ADA accessibility, and also provide protection in the event of a power outage.
> The project is supported by the University, and they will participate in the funding of this project. This project meets all the objectives of the IDOT Enhancement Program.
> Cost of the project is estimated to be $6.3 million. The Enhancement Grant will provide up to $2 million, the remaining $4 million will be funded by the Village's general fund and through donations from Olivet Nazarene University.
> We have support from the University, Fire and Police departments in the past, and will be talking to State Representatives for their support of this project as well.
> Trustee Greenlee questioned if we are only applying for this grant, it doesn't mean we will get it? Mr. Tyson responded that is correct, but what should help us with this grant is this project is fully designed. We have already been through Phase 1 and Phase 2 engineering and architectural design on the bridge. IDOT has been involved with the design of this project, so if we find out we are successful getting this grant we will submit to IDOT to get the permit for the crossing. The reason we do not have a permit, is because they are only good for one year, and we didn't want to apply for a permit until we knew we had funding for the project.
> Mayor Schore stated we can truthfully state this is a shovel ready project, Mr. Tyson agreed, we just need the final permit from IDOT.
