Village of Bourbonnais Board of Trustees met June 10.

1. Meeting Opening
Meeting called to order at 3:30 PM by Trustee Angie Serafini electronically via Zoom per the Governor's directive.
Procedural: Roll Call
Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, Administrator Mike Van Mill, Assistant Administrator Laurie Cyr, Finance Director Tara Latz, Chief Jim Phelps, Building Commissioner Paul Hafner, and Administrative Assistant Margie Beach.
2. Approval of Minutes
Action, Minutes: A. Minutes from March 12, 2020
Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Administration Committee minutes for March 12, 2020.

3. Human Resource/Personnel
Discussion: A. Wage Adjustment Consideration - Non Union
> Administrator Van Mill stated annually the Village budgets for a wage adjustment for 16 non-union employees. Finance Director Latz put $32,000 in the budget for this increase. We are requesting a salary adjustment of 2.5% increase, which is in line with what Public Works and Patrolmen staff have received on their contract on base wages.
> Mayor Schore asked does this amount include IMRF, work comp., social security, etc. - Ms. Latz responded yes its included - it's a formula used in excel, she can give you break down.
> Trustee Keast asked what is the total impact, when we do the wage package do we have all of our costs in the increase? Ms. Latz responded when doing the budget we anticipate there is some sort of increase for non-union, it all trickles down in a formula. Mayor Schore stated we reward our hourly people with an increase, they do not get any overtime.
> Mayor Schore stated the wage adjustment typically is retroactive to May 1, 2020.
> Trustee King questioned what the budget figure was for the increase? Ms. Latz responded we budgeted 3% across the board, but decided to give employees 2.5% due to the COVID loss of income.
Administration Committee agrees to the 2.5% increase to non-union employees, effective as of May 1, 2020, legislation will need to be created for the next Board meeting Monday, June 15, 2020.
4. Other Business
Discussion: A. Transition to In Person Board, Committee and Public Meetings
> Administration Van Mill wanted to discuss how we will transition back to Regular Board and Committee meetings in the near future, hoping to start in July. Per Kankakee County Health Department the County COVID cases have only one new case and County members declared them to move into Phase 4 which allows 50 attendees.
> Asking Board Members what their concerns are for future meetings. Believes we will still need to have electronic attendance available to residents. Suggests reducing the number of seating in the board room, spread out, and have hand sanitizer stations available, and asking what other things they would like to see.
> Trustee Littrell suggested having the police take attendees' temperature. Trustee King asked if we have to keep a log, and Mr. Van Mill said no we would not record them because it would become a health document. Though we did keep temperature logs for 28 days on staff since we had employees test positive, per a requirement with the Health Department.
> Mayor Schore said no need to log temperatures at meetings, per what he has seen and heard from other establishments. Governor will be coming out with information on June 26 for which direction the State will mandate, discuss it at the next Finance meeting, the Village will follow what we get from the Governor's office.
Administration Committee agrees to continue to think about this and discuss at the July 1 Finance meeting or call another Administration committee meeting.
5. Old Business
Discussion: A.
> Trustee Fischer brought up the extension of hours for our bars and restaurants serving alcohol, currently at 10:00 PM weeknights and 11:00 PM on weekends. Any suggestion on extending hours?
> Mr. Van Mill stated businesses are antsy, and they have mentioned neighboring communities aren't following the Governors order, not consistent what he put forth. Our response is that we are following the State mandates and following the recommendations of the health medical officials. There is feedback from some of our owners and asking the Board to take another look at it.
> Trustee Fischer, Trustee Greenlee, Trustee King, Trustee Littrell all agree to 2:00 AM unless there is an issue with noise, the establishment will be the responsibility and liability of the business owner.
> Mayor Schore stated he is not in favor to the 2:00 AM. He spoke to Chief Phelps, and he said there hasn't been issues so far, but is not comfortable staying open until 2:00 AM, looking at the Police Departments side, being outside is the issue.
> Trustee Keast asked what is Chief Phelps opinion? Chief Phelps responded the later they are open it could be a concern especially since it is outdoors, would prefer they close at midnight.
> After discussions Trustees decided to defer to the suggestion of Chief Phelps for him and his staff, to close at 12:00 AM every night of the week.
> Mayor Schore stated he believes establishments may want to continue to be outdoors in the near future. Which will need to be discussed in the future once the Phase changes.
> Attorney Dunn stated the time change can be started before legislation is approved on Monday, June 15, by it not being enforced by the police department.
> Ms. Cyr suggested amending the rule sheet that was sent out a couple of weeks to liquor license establishments.
Administration Committee agrees to a 12:00 AM closing for every night of the week outdoor establishments starting the weekend of June 12, 2020, and to be formalized on Monday, June 15, 2020 at the Regular Board meeting.
6. Public Comments
Discussion: A. Village Clerk or designee will read complying statements into record if any. - None
Discussion: B. The Village will unmute ZOOM participants so public comment can be made directly by the public. Participants are required to take turns and be recognized by the President/Chairman prior to making statements. - None

Action, Procedural: A. Motion to Enter into Executive Session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body as allowed by 5 IL Comp. Stat. Ann. 120/2(c)(1). - Not applicable
