Kankakee County Finance Committee met Aug. 27.

1. Call to Order 

• Roll Call

The meeting was called to order by the Chairman, Mr. Wheeler, at 9:05 a.m. Quorum present

4. Approval of Minutes: August 27 2020

Mr. Dunnill made a motion to combine and approve the minutes and treasurers’ reports, and Mr. Hunter seconded it.

Motion carried with a roll call vote of 14 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Sirois, Mr. Wheeler, Mr. Hess, Ms. Webber, Mr. Byrne, Mr. Kinzinger, Mr. Byrne, Ms. Haas, Mr. Swanson, Mr. Miller, Ms. Parker, Mr. Dunnill, Ms. Zuccollo and Mr. Hunter

Mr. Wheeler advised that he will skip to the Treasurer’s Office first.

6.Treasurer’s Office – Nick Africano

• County Treasurer’s Report – September 2020

• County Collector’s Report – September 2020

• Monthly Resolutions for October 2020

Mr. Africano reviewed and discussed the reports with the committee.

Mr. Africano updated the committee on the tax sale process which is scheduled for November 13th. That will be a sealed bid process. That date is subject to change.

Mr. Africano thanked his department for their efforts and hard work during tax time.

7. Sheriff’s Department – Mike Downey

• Monthly Update

Sheriff Downey reviewed the monthly report with the committee.

Sheriff stated that there is a need to discuss the vehicle needs for Animal Control and he will bring that to Community Services Committee.

Sheriff stated that at this point, the jail is still COVID free.

5. Finance Department – Steve McCarty

• Miscellaneous Financial Reports

Mr. McCarty reviewed the reports with the Committee. There were no questions from the committee.

• Cash Flow Update

Mr. McCarty reviewed and discussed cash flow with the committee

• Claims Recommended/Not Recommended for Approval Mr. McCarty reviewed the claims with the committee.

Mr. Hunter made a motion to approve, and Mr. Dunnill seconded it.

Motion carried with a roll call vote of 14 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Sirois, Mr. Wheeler, Mr. Hess, Ms. Webber, Mr. Byrne, Mr. Kinzinger, Mr. Byrne, Ms. Haas, Mr. Swanson, Mr. Miller, Ms. Parker, Mr. Dunnill, Ms. Zuccollo and Mr. Hunter

• Monthly Claims

Mr. McCarty reviewed and discussed the monthly claims with the committee

Mr. Parker made a motion to approve, and Mr. Kinzinger seconded it.

Motion carried with a roll call vote of 14 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Sirois, Mr. Wheeler, Mr. Hess, Ms. Webber, Mr. Byrne, Mr. Kinzinger, Mr. Byrne, Ms. Haas, Mr. Swanson, Mr. Miller, Ms. Parker, Mr. Dunnill, Ms. Zuccollo and Mr. Hunter

• CURE Grant Update

Mr. McCarty reviewed the update of the CURE Grant submissions with the committee.

• FY20 Update

Mr. McCarty reviewed the budget from 2020 and the effects that COVID had on the county.

• FY21 Budget Discussion

Mr. McCarty stated that the budget is still being worked on and the important variables are being identified, including the healthcare insurance renewal.

• October Finance Committee Meeting Date Change

Mr. McCarty advised that the October Finance Committee meeting will be changed to Tuesday, October 27th.

• Kankakee County Finance Department CURE Grant Submission Selected as a “Best Practice” example by Crowe LLP

Mr. McCarty stated that our CURE Grant submission was selected as a best practice and will be used as an example for other counties. Mr. McCarty thanked his team for their excellence in documenting.

8. Administration Department-Anita Speckman

• 2021 Healthcare Insurance Renewal Update (Michael Lynch)

Ms. Speckman distributed a new comparison sheet for the committee to review, the insurance numbers were still coming in as od 8:15 this morning.

Mr. Lynch introduced Erin Bickers from Blue Cross and Blue Shield. Mr. Lynch and Ms. Bickers reviewed and discussed the Insurance Renewal with the committee.

Mr. Lynch reviewed the renewal figures with the committee for discussion.

Mr. Lynch advised the committee that the county will be changing from VSP for vision to BCBS Vision plan.

Ms. Bickers reviewed and discussed the insurance renewal with Blue Cross Blue Shield with the committee.

Ms. Speckman reviewed the comparison sheets with the committee. This sheet provides a side by side comparison of the 4 medical plans offered to county employees.

Mr. Wheeler advised that this committee can approve this to go forward to full county board and the numbers will be finalized for final review.

Mr. Kinzinger made a motion to approve and Mr. Dunnill seconded it.

Motion carried with a roll call vote of 13 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Sirois, Mr. Wheeler, Mr. Hess, Ms. Webber, Mr. Byrne, Mr. Kinzinger, Mr. Byrne, Ms. Haas, Mr. Swanson, Ms. Parker, Mr. Dunnill, Ms. Zuccollo and Mr. Hunter

Ms. Speckman advised that there will be no change to the rate for Delta Dental and that information will be discussed at full county board.

Mr. Hunter made a motion to adjourn the meeting at 10:45 a.m., and Mr. Hess seconded it. Meeting was adjourned.
