Village of Bourbonnais Board of Trustees met Oct. 5.

Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order at 5:30 PM by Village President Paul Schore (electronically via Zoom per the Governor's directive).

Procedural: A. Pledge of Allegiance - led by Village President Paul Schore.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Public Hearing Meeting Minutes for ITEP Grant Application for a Multi-Use Bike Trail from September 21, 2020

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to approve the Public Hearing Meeting Minutes for ITEP Grant Application for a Multi-Use Bike Trail from September 21, 2020.

Final Resolution: Motion Carried

Information: A. Bourbonnais Fire Protection District

> Bourbonnais Fire Protection District Trustee Alice Argyelan spoke on behalf of a tax referendum the Bourbonnais Fire Protection District will be placing on the November 3, 2020 ballot and they are asking for support from the Village of Bourbonnais Board.

6. FINANCE COMMITTEE - Trustee Rick Fischer, Chair

Action, Accounts Payable: A. Finance Committee - Consideration of the October 5, 2020, Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Discussion: A. Administration Committee

> Trustee Serafini announced the Halloween Trick or Treating hours in the Village of Bourbonnais - 4:00 to 6:00 PM Saturday, October 31, 2020, and are asking residents to please follow the CDC guidelines. This information can be found on the Village website.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 20-2244 - An Ordinance for the Village of Bourbonnais, Illinois, adopting a Business District Plan Relating to an area within the Village; making findings of fact with respect to such area; designating and establishing the North Convent Business District for such area pursuant to the Business District Development and Redevelopment Law; authorizing the imposition and collection of taxes within such Business District; providing for further authority; establishing an Effective Date and other Related Matters (FIRST READING)

> Following the first reading by Village Clerk Simeur, Trustee Keast asked EDR President Gene Norber to make comments on this Ordinance.

> Mr. Norber stated this is for the North Convent Business District which will include approximately 150 acres of property within the municipal boundaries in Bourbonnais. This program is being proposed in order to generate revenue to address the deterioration of both public and private improvements that are found in the area, and to address the lack of development and redevelopment within this area. The Business District will levy an additional 1% sales tax on most, but not all items sold at retail within the district. The exception to the tax fee is grocery items and any vehicle or other items titled in the State of Illinois.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Action, Ordinance: A. ORDINANCE NO. 20-2243 - An Ordinance Regulating Parking Along Armour Road Between Washington Avenue to Approximately 735 Feet East of the Illinois Central Railroad Bridge in the Village of Bourbonnais, Kankakee County, Illinois (SECOND READING)

Motion by Trustee Bruce Greenlee, second by Trustee Jeff Keast to read Ordinance 20-2243 by title only.

Motion Carried

Motion by Trustee Bruce Greenlee, second by Trustee Jack Littrell to adopt Ordinance 20-2243.

Information: B. Police Committee

> Trustee Greenlee stated he is happy to report there have been a decrease in incidents, accidents and arrests compared to last year based on the bi-weekly report that was sent out from Chief Jim Phelps.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King read a memo from Director Mike Chamness on Public Works items that are being addressed:

> Brush pickup this week is for Area 3.

> Full depth patching for the MFT project has been completed.

> Route 45 project for the State is moving along, please be aware of traffic loops.

> Mooney Drive project continues, please be aware of traffic congestion.

> Larry Power Road project has the final overlay next week. Bridge opening is targeted for October 31, 2020.

> Mosquito spraying for this season has been completed.

> Massive street sweeping will begin next week throughout the Village.

> Last round of park graffiti has been removed. Damage has been occurring to equipment in the parks. If you see something that doesn't look right, please notify the Bourbonnais Police.

> Please put all garbage in the cans located at each park.

> Mill Pond/Plum Creek project was started and is now completed.

> Continue to clean and maintain the drainage ditches throughout the Village.

> 6500 North Lift Station project is still in the works.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

> Trustee Littrell reported the Aldi Grocery store will open on Thursday, October 8, 2020.

> Engineer Tyson gave an update that R&R is finishing the cleanup at the NE Lift Station.

> Burns Road project is delayed another couple weeks due to AT&T not yet being able to move their utility lines.

Information: A. Mayor Updates

> Local Parks & Recreation Survey - thank you to 1,200 residents who responded.

> Community Campus Plan Final Survey - third and final survey is available until November 1, 2020, asking residents to please particpate one final time.

> Welcome Aldi Grocery Store to the Village.

> Kankakee County Chamber of Commerce announced its next class of Forty under 40, which is created to identify young professionals throughout Kankakee County who excel at their profession, give back to our community and are passionate about Kankakee County. Congratulations to our Finance Director Tara Latz on this achievement.

> Congratulations to Olivet Nazarene University who received rankings in four categories including #2 in the Best Value College in the U.S. News & World Report recently released the 2021 Best Colleges Report. Also recognized as a top Regional University in the Midwest; Top Performer on Social Mobility; and Best Undergraduate Engineering Program.

> Early Voting begins in the Community Room at the Municipal Center beginning October 26 through October 30 from 12:00-6:00 PM and Saturday, October 31 from 10:00 AM - 2:00 PM.

18. PUBLIC COMMENTS

Procedural: A. Village Clerk or designee will read complying statements into record if any. - None

Procedural: B. The Village will unmute ZOOM participants so public comment can be made directly by the public. (Participants are required to take turns and be recognized by the President/Chairman prior to making statements).

> Angela Price addressed the Board about boundary borders throughout the area, and is asking for clarification on her place of residence (Arthur Burch Drive) and who she can state her concerns to for rezoning this area. Mayor Schore explained currently there is a pre-annexation agreement with the Village of Bourbonnais, and portions of the territory which includes Burchs Trail Court, but is not currently within the corporate limits of the Village, it may be someday. That area is in the unincorporated area of Bourbonnais, and is under the jurisdiction of Bourbonnais Township.

> Ms. Price stated she attends the Bourbonnais Library and appreciates their services. Mayor Schore explained the library is a separate taxing body that runs that district. Ms. Price stated she is aware they have their own Board. Mayor Schore stated in Illinois there are many layers of governmental bodies, and is more than most states, it does get confusing.

> Attorney Dunn clarified to Mayor Schore and Ms. Price that the zoning in that area is most likely controlled by Kankakee County.
