Village of Bourbonnais Board of Trustees met Oct. 19.

Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order at 5:30 PM by Village President Paul Schore (electronically via Zoom per the Governor's directive).

Procedural: A. Pledge of Allegiance - led by Village President Paul Schore.

Procedural: B. Roll Call - Deputy Village Clerk Margie Beach called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Michael Van Mill. Village Clerk Brian Simeur was absent.

2. APPROVAL OF MINUTES

Action, Minutes: A. Public Hearing Meeting Minutes for North Convent Business District from October 5, 2020

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Public Hearing Meeting Minutes for North Convent Business District from October 5, 2020.

Final Resolution: Motion Carried

Action, Ordinance: E. ORDINANCE NO. 20-2248 - An Ordinance Authorizing Abatement of the Tax Levy for the $4,715,000 General Obligation Bonds (Sales Tax Alternate Revenue Source), Series 2020, of the Village of Bourbonnais, Kankakee County, Illinois for the 2020 Tax Levy Year (FIRST READING)

> Finance Director Latz gave an overview of said Ordinances. The first reading for the four Ordinances tonight pertains to all four outstanding bond issues which will abate the principal and interest payments on all four bonds from our tax levy for the 2020 tax year. This ensures that the tax levy that will be created in the upcoming month by the Village, will exclude bond payments from the monies we will be collecting on the Village portion of tax bills for all property within the Village Corporate Limits. Attached on Board Docs is a document showing the abatement amounts for homeowner's tax bill broken down by home values.

> Trustee Fischer stated we are saving taxpayers money by abating these taxes.

> Mayor Schore stated over the years the Village has been able to abate these from the tax levy because when we take the bonds out we have a firm plan on how to pay them back without increasing residents taxes. Residents won't necessarily see a decrease in the amount that they paid last year, but they won't see an increase that would be there if we had to put the bond payments onto the property tax portion.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Discussion: A. Administration Committee

> Trustee Serafini reminded residents Halloween hours in the Village for trick or treating will be Saturday, October 31, 2020 from 4:00-6:00 PM.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 20-2244 - An Ordinance for the Village of Bourbonnais, Illinois, adopting a Business District Plan Relating to an area within the Village; making findings of fact with respect to such area; designating and establishing the North Convent Business District for such area pursuant to the Business District Development and Redevelopment Law; authorizing the imposition and collection of taxes within such Business District; providing for further authority; establishing an Effective Date and other Related Matters (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Randy King to read Ordinance 20-2244 by title only.

> Village Administrator Van Mill explained the Business District is an Economic Development tool to foster growth in businesses in the designated Business District. This area encompasses approximately 93 lot parcels and 145 acres. Its north boundary sits at Emery Street and Convent and runs south taking segments of Latham Drive, heads south from there, it takes in Bourbonnais Elementary School property, most of the 13 acre pond and finally terminates at the property the Village owns on Brewery Lane. As part of the exercise to create the Business District we are required to develop a plan of improvements and strategies to grow economically. Staff has identified a total of $18,000,000 of projects and improvements in the district. To fund the improvements we are imposing a 1% sales tax, and the life span of this district is 23 years from adoption.

Motion by Trustee Jeff Keast, second by Trustee Angie Serafini to adopt Ordinance 20-2244.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee reported Chief Phelps was notified today that our Police Department was awarded a Federal grant that will pay for 50% for the cost of officer replacement body armor for the next year. Each vest costs approximately $950 or more.

> Mayor Schore stated these vests have to be replaced periodically, the vests are good for a certain number of years, then there is no more guarantee of safety left in them.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King read a memo from Public Works Director Mike Chamness on Public Works items that are being addressed:

> Last brush pick up for the season will be for all four areas will occur on Wednesday, October 21, 2020. We will resume again in mid-April 2021. Schedule will be on the Village website in January 2021.

> Route 45 project for the State is moving along. They are not starting to pave until Sunday night.

> Mooney Drive project - the detectors loops are now in place in the binder course. They are not hooked up so the Mooney Drive traffic signal at Armour Road is still on fixed time instead of actuated. The final surface course did go today.

> Larry Power Road project will have the lights going in the walkway at the end of this week. Done by the end of the month.

> Street sweeping has begun, please do not blow leaves in the storm drains.

> Reminder parks close of dusk, and please throw your garbage in the cans.

> Last round of mowing the parks will be completed by the end of this week.

> Millpond/Plum Creek project has been completed.

> 6500 N Lift station is still in the works. Engineer Dave Tyson explained still complications, but there is plan to fix these issues.

> Riverside Project - the ditch as been regraded, the straw blanket has been laid down and re-seeded. AT&T is moving utility lines today, hoping to be done with that in the next week.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

> Trustee Littrell reported the Grand Opening for Aldi went well, and the Village was honored to have been included in the ribbon cutting.

> Mayor Schore stated the Aldi District Manager spoke highly of dealing with the Village inspectors, code enforcement and administration in regard to the ease they had in building in Bourbonnais. Thank you to our staff.

> Community Campus Plan third and final online survey deadline is November 1, 2020. Thank you to 400 residents who have already helped "Imagine Bourbonnais" by responding to the survey so far.
