Village of Manteno Committee of the Whole Public Works Committee met Oct. 27.

Here is the minutes provided by the committee:

Attendance

Meeting was opened by Trustee Boyce at 7:00 a.m. There was a quorum.

MOTION: A motion by Mayor Nugent , second by Trustee Gesky to approve the minutes from September 22, 2020 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

No public participation.

No action items.

Discussion Items:

• Jodi Gill TIF Façade – Mr. LaRocque stated that the village has received an application for a TIF Façade agreement for 33 North Main Street. The request is for up to $15,000. Mr. Jacob Carlile was present to answer any questions on behalf of Jodi Gill, owner of property. The approval of the application will be on the next village board meeting.

Mr. Carlile updated the committee on the Jensen Funeral Home TIF Façade agreement. Mr. Jensen has been working on another project that ran into some construction issues, so the TIF Façade improvements have been delayed.

• Legacy Park – Mayor Nugent stated that the Township was asking about future plans for items at Legacy as they are ready to bond for monies that would be needed for their portion of the improvements. One idea is to expand the parking lot, add a concession stand and seal coat existing parking for approximate cost of $1.5 million. Another idea is to expand the pond with a pier, use fill to add to or extend the berm along I-57 and add a walking path around the pond. Mr. Hanley will prepare a plan to present at the next Finance Committee meeting and to the Township Board.

• Park Maintenance for 2021 – Mayor Nugent stated that even though the Public Works personnel work hard at the parks, it is hard to maintain some of the areas that need special attention (i.e. Phipps Garden, Memorial Park or Main Street Plaza). In the past an idea was presented to have various landscape companies handle these specific areas. Mr. Hanley will ask for quotes on what a landscape company would charge to maintain and update the areas.

Mr. Hanley also have some path areas that need to be maintained and updated.

• Thies Park Renovations – Mr. Hanley met with a company (U.S. Tennis Court Construction) concerning the current tennis courts. The current court would need to be demolished. The new construction would allow for four (4) pickle ball courts. Approximate cost would be $82,800.000. Mayor Nugent asked about the idea to extend Thies Park to the west since the village owns the property to the west of the park. Mayor Nugent asked if the pine trees could be moved or removed and possibly more park equipment added. Mr. Hanley will investigate ideas.

• County wide E-waste Recycling Program – Mayor Nugent stated that the county has secured a grant to offer e-waste recycling to the whole county. Belson, located in Bradley, is willing to operate, man and track all e-waste for the county. There would be not cost to residents when they drop off, they would just have to show ID. Years 1 & 2 would cost approximately $12,500. Cost of years 3-7 would be $8,973. An Intergovernmental Agreement will be required.

• Baseball Field Lights – The lights at Cal Meyer Field will be replaced with LED lights. The project will start this next week. The old lights will be surplused at the next village board meeting.

• Christmas Light Update – Public Works personnel are working on putting up the lights. There will be a few trees with green lights installed per Trustee Martin. The lights have a 3-year warranty. The Season’s Greetings sign will be placed on the north side of Division Street across from McDonalds since it can not be placed on the elevator.

• Main Street Berm – Mr. Hanley will be meeting with Chris Tholen on ideas along with another landscape architect for ideas. Mr. LaRocque will travel to some other communities on how they handle areas along railroad tracks and take pictures.

• Equipment Update – Mr. Hanley announced that the village received $29,581 through the auction website on surplused items.

Mr. Hanley stated the new skid steer should be delivered soon. The department is still looking at another big truck and pick-up truck that has been budgeted for.

The new John Deere tractor has been delivered and is being used.

Trustee Gesky asked about pricing a boom arm mower that could be used with the new tractor. Mr. Hanley will check whether our tractor can handle this type of mower.

Trustee Crockett exited the meeting at 7:45 a.m.

• Soil & Water Conservation District Grant for Rock Creek Pond - Mr. Hanley will be meeting with representatives over the next few weeks. The area is still supposed to be re- seeded.

• South Path Status – Mr. Aggen had provided some budget pricing for the east leg of the south path. Title work has been obtained for three (3) lots by Jacob’s Park. The documents have been forwarded to the Village Attorney. Mr. LaRocque stated that the next step will be to meet in the area to look at easements and where the best placement of the path should be.

• Misc.:

o The Public Works department is ready for snow. Four plows are ready, and spreaders are all installed on the trucks. Salt has been purchased for $57 per ton. 

o Trustee Martin asked about putting a mural on the grain elevators. Trustee Martin will talk to Mark Stauffenberg.

Motion by Trustee Boyce, seconded by Trustee Martin to adjourn meeting at 7:55 a.m. Voice vote: all ayes, no nays.
