Village of Manteno Committee of the Whole Public Safety Committee met Nov. 11.

Trustee Dole called the meeting to order at 7:00 a.m.

A motion was made by Mayor Nugent, seconded by Trustee Dole, to approve the minutes of the October 22, 2020 as presented; motion carried by voice vote. All ayes, no nays.

Public Participation: None Items for Discussion:

• Monthly States - Chief Swinford presented monthly activity report for October 2020.

• Employee Updates – Chief Swinford announced that Officer Spears’ father passed away this week. Chief Swinford stated that one officer has tested positive for COVID, but all other officers that were around him have tested negative. Another officer’s girlfriend has tested positive, so this officer will be tested again.

• Significant Incidents – Chief Swinford presented a video showing an incident that happened in front of Midland Bank including a shots’ fired incident. An arrest was made. There were multiple witnesses as the incident happened around 3:45 pm.

• Plaza Cameras Update – Chief Swinford stated that work is continuing to allow for better coverage of Main Street. A quote from Cinema Home Solutions ($3,507) for a new camera and a new DVR. There was a picture of the Plaza showing a possible place for a twenty-five foot (25’)new pole. The cameras need to be elevated so they are not blocked by tree growth. The cameras would give coverage on the east side of the railroad tracks, north and south on Main Street and west down First Street. Mr. Marion will continue to work with Mr. Hanley on placement of the pole.

• Chris Riner – Parkway Tree Ordinance – Mr. Marion stated that Mr. Riner was supposed to attend today’s meeting but did not show up. Mr. Marion stated that Mr. Riner replaced some trees in this parkway that had blown down. Mr. Marion noticed in July that Mr. Riner had replaced the trees. The village has an ordinance that does not allow for parkway trees anymore. The village has had other similar incidents and all residents have been instructed to remove trees that were planted in the parkway. Trustee Gesky asked about the village trees that are in our downtown area in the parkway. Mr. LaRocque stated that if the village allows this exception than the ordinance needs to be changed. The Committee stated that the ordinance will be enforced. Mr. Riner will be instructed to remove the trees from the parkway. The village will look at changing the ordinance to allow the village to put trees in the parkway in the downtown area.

A motion by Mayor Nugent and seconded by Trustee Dole to adjourn the meeting at 7:32 a.m. Voice vote – all ayes.
