A motion was made by Mayor Nugent, seconded by Trustee Dole, to approve the minutes of the October 22, 2020 as written; motion carried by voice vote - all ayes, no nays.

Items for Discussion:
• IMIC Renewal Rates – Mr. LaRocque announced that IPRF has given Worker’s Compensation renewal rates for 2021, but the property and liability rates through our IMIC group have been delayed due to changes in the industry. Our broker is trying to negotiate with carriers to maintain the 10 million-dollar benchmark. The insurance marketplace has been seeing significant increases due to natural disasters, civil unrest and lawsuits for municipalities. Some carriers will no longer write insurance for municipalities. The renewal rates are supposed to be given to us by early December. The village also must carry liability insurance on the railroad spur. Last year the premium for that policy increased by 60%. The village is having Homestar Insurance also give a quote for this liability insurance. Mr. LaRocque will have the Village Attorney look at the lease with Pactiv to see if some of the cost of the excess liability insurance can be recouped.
• TIF Façade List – Mr. LaRocque presented an updated list of TIF Facades. A reminder letter will be mailed in January to any businesses that inquired about the program about the end of the program.
• South Path Update – Mr. LaRocque stated that the title policies have been received on the west leg of the path. This information has been sent to the Village Attorney. Some additional title policies have been ordered. Mr. LaRocque and Mr. Hanley will walk the area with Mr. Aggen to design the placement of the path.
• Month End Financials – All departments are doing well on their budgets. The police department is slightly over due to the police pension being funded.
• East Village Resort – Mr. Marion presented a concept plan from Mr. Curwick. The concept was presented to the Plan Commission in July 2019. The concept was to be a “high end” mobile home park with clubhouse, swimming pool and other amenities. The Plan Commission asked for a feasibility study and the fire department was hesitant due to the high numbers of units that could be added to the village. Mr. Curwick has now submitted another concept plan that removed several of the amenities and changed the phasing plans. Mr. Marion wanted to give the committee members a chance to view the new concept plan. Mayor Nugent asked if the new concept is an age restricted community. Mr. Marion stated no. Mayor Nugent stated he is not in favor of any concept that is not age restricted. The committee would like to have a confirmation on whether this would be an age restricted community and that all the amenities need to be put in during phase 1. Trustee Crockett asked the committee if the village is open to another mobile home community. Mayor Nugent stated having another age restricted community may be okay. The impacts are to the public safety areas, not to the schools. Trustee Crockett is not in favor of the concept today due to the density and the type of project. Trustee Martin also is not in favor of the concept as it sits today. Mayor Nugent would like to see more facts before moving forward. Mr. Marion will ask Mr. Curwick to attend the Planning & Zoning Committee meeting on November 24th to discuss the concept. The Village would also like to see a feasibility study that the Plan Commission had also asked for. Mr. Marion will also ask Chief Scott O’Brien to attend for the Fire Department.
• Cooper Oil Company – Mayor Nugent and Mr. LaRocque have met with Cooper Oil. They do similar business as World Fuels that is located on Main Street. This business was in Frankfort and due to a new tax in Will County they have moved their offices to Manteno. The village is willing to offer the same business development agreement that we have with World Fuels to Cooper Oil.
• All village meetings will be following the new governor’s orders for limitation of 10 people in a room.
• CURES money – The village received $378,632.00 through the CURES program. Mayor Nugent asked for ideas to help our community by using some of this money in our area.
A motion by Mayor Nugent and seconded by Trustee Crockett to adjourn the meeting at 8:32 a.m. Voice vote – all ayes.
