MOTION: A motion by Trustee Phillips, second by Trustee Dole to approve the minutes from October 27, 2020 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

Discussion Items:
• 2021 Park Maintenance – Mr. Hanley did research after the last Public Works Committee meeting concerning the hiring of landscaping companies to handle duties at Phipps Garden, Memorial Park and Main Street Plaza. Mr. Hanley met with Brad Clodi from Scenic Landscaping concerning the proposal. Mr. Clodi presented an approximate cost of $45 per hour for at least a three-person (3) crew with an average of three (3) hours per week per person per location. Some weeks would be more hours, some weeks would be less hours. Mr. Hanley stated an approximate cost per year would be $30,000 - $40,000. Mayor Nugent would like to see a contract instead of an hourly type of agreement. Mr. Hanley will continue to investigate the idea.
Trustee Crockett exited the meeting at 8:17 am
• Agreements with Baseball, Soccer, and other users of Park & Concessions – Mr. LaRocque stated that all agreements are for one year. Current board members of the organizations are the same as the past year. Mr. LaRocque will connect with representatives from the current agreements about renewals.
• I-57 Overpass Agreement – Mr. Hanley has spoken to IDOT about cutting the bottom of the overpass. IDOT would like to leave the grass to grow for the wildflowers. The contract with IDOT is good until 2028. Mr. Hanley did investigate the purchase of a boom mower and the new village tractor would have to be dedicated to the mower. Mr. Hanley stated that hiring this type of mowing out is a better use of money than buying a boom mower.
Trustee Martin exited the meeting at 8:30 am.
• Outdoor Dining for 2021 – Mayor Nugent asked about needed equipment and locations. Mr. Hanley suggested having more concrete planters. Mr. Hanley did talk to businesses about whether they would like to have the options of outdoor seating for next year. Most businesses were in favor of continuing the idea even if COVID is not an issue.
• Catenary Lights on Second Street – Mr. Hanley presented a timeline of issues with the lights. Mr. LaRocque stated that the light strands are out of warranty and can no longer be repaired or replaced. All information has been sent to the Village Attorney to research village options. Traxon has offered a discount to buy a different system. The initial cost of the lights was approximately $63,000.
• Legacy Park – Mr. Hanley presented concepts for a storage/concession stand/restroom type of building. Mr. Hanley and Mr. LaRocque will meet with Manteno Township on ideas and costs of buildings and expansion of park facilities.
• Baseball Field Lights – Mr. Hanley announced that the lights will be switched out st starting December 21. The company will rent their own lift. There will be no costs to the village.
• Main Street Berm – Mr. Hanley inspected what the communities of Manhattan and Mokena have along the railroad tracks. They both have a five (5) foot rod iron type of fencing. Mr. Hanley will continue to research more ideas.
• Soil & Water Conservation District Grant (Rock Creek) – Mr. Hanley stated that the company is still obtaining the seed and working on a plan. Mr. Hanley has applied to the IEPA for a controlled burn. There will probably not be money in the grant for paths or structures. There was a beaver dam that was knocked down in the area.
Trustee Dole exited meeting at 8:40 a.m.
• South Path Project – Mr. LaRocque stated the he and Mr. Hanley met with Mr. Aggen to walk the area near Stone Gate Villas. A potential plan has been developed. Mr. Cainkar, Village Attorney, has reviewed the title policies and found no issues. Mr. Aggen can begin preparing topo’s and then Mr. Cainkar can develop easement rights from ComEd. Mr. LaRocque asked the committee on how much engineering should be completed. Engineering for all three legs of the path could approximately cost $150,000 - $200,000. Mr. LaRocque was instructed to have Mr. Aggen begin the engineering for all three legs.
• Misc.:
o Granting CURE monies to area businesses – Mayor Nugent had asked for ideas during a previous meeting but is concerned about implementation. Mr. Hanley has found a company that prepares gift cards. The concept will continue to be investigated.
Motion by Trustee Gesky, seconded by Trustee Phillips to adjourn meeting at 8:46 a.m. Voice vote: all ayes, no nays.
