Trustee Dole called the meeting to order at 7:00 a.m.

A motion was made by Mayor Nugent, seconded by Trustee Dole, to approve the minutes of the November 11, 2020 as presented; motion carried by voice vote. All ayes, no nays.

Public Participation: NoneItems for Discussion:

  • Monthly States - Chief Swinford presented monthly activity report for November 2020. The department did have 5 DUI’s..
  • Significant Incidents –

o Personnel - Chief Swinford stated that there have been no additional positive COVID results, just one officer in October. Detective Reynolds is out on maternity leave; the area is being covered by Officer Tobeck since school is doing remote learning.

o Plaza Camera Update – Chief Swinford stated that the pole will be installed soon, and equipment has been ordered. Approximate cost is $3000 for four (4) cameras.

o Garage burglary/stolen auto – Chief Swinford stated that the groups who have come to town in the past for car burglaries have been coming into the village again. Chief Swinford showed a home video of two individuals with a gun using a garage door opener obtained from an unlocked truck in the driveway to gain entry to a garage. The individuals noticed the camera system in the garage and exited the garage. A car was later stolen on Gipp Drive; possibly by these same individuals.

o 875 Marble – Chief Swinford stated this property is continuing to be a problem area. The owner died over two years ago, but the house has squatters. Police have been to residence many times. DCFS has been involved concerning a minor child. A bank owns the property, but due to COVID, evictions have been suspended. Mayor Nugent would like to have the village use all possible means to get this problem handled. Mr. Marion has been talking to the bank on a daily/weekly basis. There have been burglaries in the area that have been attributed to the people squatting at this property. Chief Swinford will continue to investigate ways to get this house cleared out.

o LPR Cameras – Chief Swinford stated that the department is testing another camera. The Flock Cameras have been used to recover four (4) stolen vehicles in the last three (3) months.

o House Fire on Coyote – State Fire Marshall is investigating

o DUI Video – Chief Swinford showed video of a DUI accident that was from the village hall cameras.

The accident was in Casey’s parking lot. An arrest was made.

A motion by Trustee Boyce and seconded by Trustee Dole to adjourn the meeting at 7:26 a.m. Voice vote – all ayes.
