Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order by Attorney Patrick Dunn (electronically via Zoom per the Governor's directive).

Procedural: A. Pledge of Allegiance - led by Village Clerk Brian Simeur.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Board Members present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Administrator Mike Van Mill, and Attorney Patrick Dunn. Absent: Village President Paul Schore

Motion by Trustee Rick Fischer, second by Trustee Randy King to appoint Trustee Bruce Greenlee as the Temporary Chairman of the meeting, and that he will retain his right to vote as a Trustee.

2. APPROVAL OF MINUTES

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to approve the Regular Board Meeting Minutes from December 21, 2020.

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the general and special fund bill list as presented.

Action, Resolution: B. RESOLUTION 21-1433 - A Resolution Approving and Ratifying Signature of a Letter Concerning OAK Professional Complex, LLC.

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to read Resolution 21-1433 by title only.

> Administrator Mike Van Mill gave an overview on said Resolution. OAK's financing bank is requesting a letter stating where the funds from the Village's incentive is going to go for this agreement. This Resolution gives Mayor Schore the authority to sign the letter in order for OAK to proceed with their financing for their project.

Motion by Trustee Rick Fischer, second by Trustee Randy King to adopt Resolution 21-1433.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 20-2257 - An Ordinance Declaring Police Department Items as Surplus and Authorizing its Sale in the Village of Bourbonnais, Kankakee County, Illinois - Village Attorney Requests a Motion to Amend the Ordinance by Adding a 2017 Ford Explorer to the List of Surplus Items (SECOND READING)

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to read Ordinance 20-2257 by title only.

Motion Carried

> Deputy Chief Dave Anderson explained the last squad car was left off the surplus list during the first reading, so we are asking to amend the Ordinance, which will include 6 squad cars that have been surplussed this year.

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to amend Ordinance 20-2257 by adding a 2017 Ford Explorer.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance, A. ORDINANCE NO. 20-2258 - An Ordinance Approving a Final Plat for Real Property Owned by OAK Real Estate Ventures, LLC (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Rick Fischer to read Ordinance 20-2258 by title only.

> Assistant Administrator Laurie Cyr gave an overview on said Ordinance. In November the Planning Commission made a recommendation to approve the final plat for OAK. This plat subdivides their parcel they own just north of Bourbonnais Parkway into two tracts. This allows for the easement from the right of way to be dedicated to the Village for public utilities.

Motion by Trustee Jeff Keast, second by Trustee Randy King to adopt Ordinance 20-2258.

Information: B. Trustee Keast gave an update on building permits for the year ending 2020.

> We have issued 874 permits with a valuation of $27,833,000, which is over $13M more than what we did in the previous year.

> New home permits are at 25 versus 26 permits from last year.

> Bourbonnais Fire Protection District promoted 3 individuals to Battalion Chief which they have never had before, and the Village sends out congratulations to all.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Trustee Greenlee asked Deputy Chief Anderson to give an update on statistics in the police department for 2020:

> Crimes, arrests and incidences are down this past year due to COVID restrictions, early on in the year they were in a responsive mode, not a proactive one.

> Overall we are getting back into action, arrests have started to come back up towards the end of the year. We will be seeing more proactive activity with the officers in 2021.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Trustee King read a memo from Public Works Director Mike Chamness on items that are being addressed:

> Putting finishing touches on the Route 45 project. The State has calibrated the traffic lights.

> Larry Power Road had 6 streetlights installed.

> The ice storm this past weekend knocked down many large branches. In addition, the Christmas trees placed in the park are covered in ice, and will be picked up once the weather allows.

> Please report to the Police if you see something that does not look right at the parks. Reminder all parks are open from dawn to dusk only. Please do not put personal garbage at the parks.

> Latham Park equipment has been replaced.

> Burns Road box culvert has been installed. Engineer Dave Tyson reported the contractor that is working on the Riverside project is also working on the OAK project. Once their work at OAK is done, they will be finishing the box culverts across Route 45 by the middle of February. After winter, they will finish up work around the detention pond area by Burns Road, then the job will be complete.

> 6500 N Lift Station project is still in the works. Mr. Tyson reported all the issues have been addressed and completed. They are now waiting for the electrical contractor to finish their portion, but are still waiting on parts that should be in by the end of this month. Hoping to have this project completed sometime in February.

> The Dennison Drive/Route 45 traffic control box was hit over the weekend. They are doing a temporary fix to get the lights out of flashing mode, a new box will need to be ordered.

13. VILLAGE ADMINISTRATOR'S REPORT - Michael Van Mill - Stated given the pandemic in 2020 we still got a lot done, he is very proud of the accomplishments the Village made over the past year. Looking forward to the things that are going to keep us busy in the upcoming year.

15. VILLAGE PRESIDENT'S REPORT

Information: A. Mayor Updates from Trustee Greenlee

> Village lobbies at the Administration building and Public Works remain closed until further notice. Requests can be handled safely by visiting the Village website or by calling 815-937-3570 during business hours, or 815-937-0817 for Public Works. The Police Department remains open to the public for records and investigation reports.

> Snow Ordinance/Removal reminder - no parking on Village streets after a snowfall of 3 inches or more. Once the streets have been cleared, residents my return their vehicles to the street for parking. Please no dumping or blowing snow onto the streets. Main routes and streets are designated as the first for snow removal to provide maximum travel safety, followed by collector streets, residential streets and cul-de-sacs.

> Offices will be closed on Monday, January 18, 2021 in observance of Martin Luther King Jr. day. The next Board meeting will be on Tuesday, January 19 at 5:30 PM via Zoom.

16. NEW BUSINESS

Information: A.

> Trustee King questioned Deputy Chief Anderson about how the Police Department is doing in accordance with the cannabis laws in regard to expunging records.

> Deputy Chief Anderson responded the new law went into effect on June 2019, all those minor cannabis charges of non-convictions up to 30 grams are to be expunged. They are working with the State to make sure they are in compliance, and are actively making sure all those are expunged from our records. Most were to be done by January 1, 2021, but there is a lot of data there that has to be gone through by hand, and we want to make sure we have everything accurately done.

18. PUBLIC COMMENTS

Procedural: A. Village Clerk or designee will read complying statements into record if any. - None

Procedural: B. The Village will unmute ZOOM participants so public comment can be made directly by the public. (Participants are required to take turns and be recognized by the President/Chairman prior to making statements). - None
