The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Boyce, seconded by Martin, to waive the reading of the minutes and approve the Regular Board Meeting minutes of February 1, 2021, as presented by the Clerk. Motion approved: 5-0 Phillips absent

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Resolution 20-10 - A resolution approving an Employee Sharing Agreement between the Village of Manteno and the Manteno Community Chamber of Commerce. The Chamber is seeking a Covid-relief grant tied to Sarah's payroll. Part of that application requires an employee sharing agreement due to her role with both the Chamber and the Village. This document fulfills that requirement.

• The Village has received and continues to receive snowfall which is requiring our Public Works employees to be out during evening and weekends when the snowfall is happening. We ask for patience, as we did have two out ill. We will plow main thoroughfares, then side streets, cul-de-sacs and alleys. We ask our residents cooperation in moving vehicles that are parked on the street, so the street can be cleared. We have ordered more salt.

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Resolution 20-09 : A Resolution approving a Professional Services Agreement with Robinson Engineering in connection with providing Surveying and Engineering Services for the proposed Section Line Road Street Lighting Project. Mayor Nugent explained that this agreement allows for the engineering necessary to add decorative streetlights along the north side of Section Line Road between Church Street and Walnut. The Board would like to extend the lighting recently added on First Street to the west, as this is a major route into the downtown district.

• Resolution 20-11: A Resolution for Maintenance under the Illinois Highway Code - 2021 Street Maintenance Program. This is the first step in the process for our annual MFT program. Once approved, these documents will be forwarded to IDOT for approval so that we can go out for bids for the mill and overlay repairs to the streets selected earlier by the Board.

Parks and Recreation- Trustee Martin

• Overview of the education and training that the Manteno Police department has done in relation to handling cases of mental health issues

• Reminder to check on neighbors during these freezing temperatures and snowfall. 

• Tips on shoveling snow and how not to put yourself at risk for a heart attack. Next Public Safety & Health meeting Wednesday February 17, 2021 at 7:00 am at the Village Hall Conference Room

Planning and Zoning- Trustee Crockett

• Ordinance 20-25: An Ordinance amending Title 8, Building Regulations, Chapter 1, Building Code, Article 9, Contractor Registration, by changing Section 8-1-9(A) of the Municipal Code for the Village of Manteno. As discussed at the recent committee meeting, Building Director Ryan Marion requested this change to remove the requirement for tree removal permits and tree removal contractor registrations. Due to a lack of issues with tree removals, Ryan felt this requirement is no longer necessary. The Board agreed and this will remove the requirement from our building ordinance.

The next Planning and Zoning Committee meeting is scheduled for Tuesday February 23, 2021 at 7:00 am at the Village Hall Conference Room.

The next Planning Commission meeting has been canceled for Tuesday March 9, 2021 at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky

• Payment of bills $110,813.69 includes TIF#1- $14,033.00 & TIF #3 $0 

• Bills authorized and Paid between Board Cycle: $42,055.68

The next Finance meeting will be held Wednesday February 17, 2021 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips absent

1. Ordinance 20-25: An Ordinance amending Title 8, Building Regulations, Chapter 1, Building Code, Article 9, Contractor Registration, by changing Section 8-1-9(A) of the Municipal Code for the Village of Manteno.

Motion by Crockett seconded by Dole to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda. Motion Approved 5-0 Phillips absent

Motion by Dole seconded by Gesky to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.
