1. CALL TO ORDER

The meeting was called to order by Village President Paul Schore at 5:30 PM (electronically via Zoom per the Governor's directive).

Procedural: A. Pledge of Allegiance

Mayor Schore announced that the Village of Bourbonnais is planning on going back to live meetings for the Regular Board meeting on April 19, 2021.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Board Members present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Mike Van Mill.

2. APPROVAL OF MINUTES

Action, Ordinance: B. ORDINANCE NO. 21-2265 - An Ordinance Approving Change Order Number 8 to a Contract Concerning the Northeast Lift Station and Force Main (FIRST READING)

> Following the first reading by Village Clerk Simeur, Assistant Administrator Laurie Cyr gave an overview on said Ordinance. This change order is to pay R&R Inc. for additional materials and labor needed to take out the existing lift station and put to off-line at 6000 North/Bourbonnais Parkway, this will finish this project.

Motion by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 21-2265 tonight.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

> Trustee Serafini announced the Village will be partnering with the Bourbonnais Park District for the Easter Egg Hunt on Saturday, March 27, 2021, at 10:00 AM. To promote social distancing, the event will be spread out along the trails at Perry Farm with 5 different designated starting points. There will be photo opportunities with the Easter Bunny both before and after the event. More information is on the Village and the Township Park District websites.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Resolution: A. RESOLUTION NO. 21-1440 - A Resolution Accepting a Grant of Easement from Curwick XI LLC for Property Located in Stone Mill Farms Subdivision

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to read Resolution 21-1440 by title only.

> Following the first reading by Village Clerk Simeur, Ms. Cyr gave an overview on said Resolution. There are two houses being constructed at Stone Mill Farms where a storm sewer line goes down the property line that was omitted when the final plat was reported. This is Resolution is granting the easement to the Village to own and maintain.

Motion by Trustee Jeff Keast, second by Trustee Rick Fischer to adopt Resolution 21-1440.

Action, Ordinance: B. ORDINANCE NO. 21-2266 - An Ordinance Amending Chapter 7 Article 12 of the Municipal Code of the Village of Bourbonnais, Illinois Concerning Timing of the Payment of Certain Building Permit Fees for New Residential Construction (FIRST READING)

> Following the first reading by Village Clerk Simeur, Trustee Keast gave an overview on said Ordinance stating this has been done previously, where we have pushed off payments for building permits until the end of construction and the building is ready to be sold.

> Administrator Van Mill stated permit fees are collected when the certificate of occupancy is given, or when the house sells from a contractor. We have been told this program has been beneficial to builders, the funds that they save allows them to get some of their projects off the ground. We want to see new housing start in the Village, and we've found this program is successful. Other communities in the County have initiated this program after we started to do this. The program would run through the end of the year if the Board agrees to move forward.

> Mayor Schore stated given that the construction season is starting, we would like to move it forward tonight with a second reading.

Motion by Trustee Jeff Keast, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 21-2266 tonight.

> Following the first reading by Village Clerk Simeur, Attorney Dunn gave on overview on said Ordinance. This will amend one of the Sections in our Code, so that the Police Chief can issue special permits regarding overweight and oversized vehicles. This also sets the fees for those permits, and allows the Chief of Police to use electronic means for applications for permits and for collecting those fees.

> Mayor Schore reminded the Board these Resolutions are for both of the parades we have for the Friendship Festival. We have to pass these earlier in the year to get IDOT's approval for road closures.

Information: C. Trustee King read a memo from Public Works Director Mike Chamness on items being addressed:

> Started cleaning trucks and equipment, and are replenishing the salt supply.

> Begun repairing mailboxes compromised during our last snowstorm.

> Street sweepers are out, should take about two weeks to clean.

> Skate park is now open.

> Burns Road is still on hold until the weather breaks.

> Patching potholes throughout the Village as weather permits.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Action, Ordinance: A. ORDINANCE NO. 21-2267 - An Ordinance Approving and Authorizing an Agreement Between the Village of Bourbonnais, Illinois and Allied Waste (FIRST READING)

> Following the first reading by Village Clerk Simeur, Village Administrator Van Mill gave an overview of the Agreement between the Village and Allied Waste. This is consideration for a renewal with Allied Waste/Republic Services. The current contract lasted 5 years and expires in April. The proposed contract that is attached on Board Docs will be for a 7-year term, billing and collections will be transferred to Allied Waste instead of the Village. The services will remain the same, there will be weekly garbage pick-up, bi-weekly recyclables and seasonally there will be landscape waste pick up every week. Billing will go from monthly to quarterly which will start in October, and rates will be the same for another 19 months.

Information: B. Trustee Littrell stated on the Village website it is posted that Republic Services will begin picking up yard waste starting on Thursday, April 1 weekly. That includes tree branches no longer than 4 feet, yard and land debris, grass clippings, and leaves in the proper receptacles.

> Engineer Dave Tyson updated the Board on the Northeast lift station and force main project. R&R Inc. is getting ready to do the switch over, they are waiting for parts to come in that they need to replace from Smith & Loveless in the new lift station that is going in. We were notified there is a two-week delay in getting these parts due the snow storms in Houston. We won't be able to have it done in two weeks, possibly by mid April.

Information: A. Mayor Updates

> Reminder, beginning April 14, Public Works will begin to do brush pick up starting with Area 1. Please see the Village's website for the 2021 brush pickup map and calendar.

16. NEW BUSINESS - None

17. OLD BUSINESS - Trustee Fischer reminded the Board 22 years ago was the Amtrak train crash. Mayor Schore pointed out how County communications was significantly improved after this event, allowing all fire and police departments to talk to each other during major disasters.
