1. CALL TO ORDER

The meeting was called to order by Village President Paul Schore at 5:30 PM (electronically via Zoom per the Governor's directive).

Also in attendance, Treasurer Ron Riebe and Administrator Mike Van Mill. Absent: Trustee Jeff Keast and Attorney Patrick Dunn

2. APPROVAL OF MINUTES

Action, Ordinance: B. ORDINANCE NO. 21-2269 - An Ordinance Approving and Authorizing Borrowing of Money from the Bank of Bourbonnais to Make Sanitary Sewer Improvements (FIRST READING)

Action, Ordinance: C. ORDINANCE NO. 21-2270 - An Ordinance Authorizing and Approving a Proposal for Engineering Services for a Resurfacing of Burns Road from Convent to 700 Feet East in Bourbonnais, Illinois (FIRST READING)

Following the first reading by Village Clerk Simeur, Engineer Dave Tyson gave an overview of said Ordinance. The proposal is for a new box culvert that was recently installed that goes across Burns Road. We need to make the road more of a truck route or access point for the Riverside complex. This allows us to resurface the road with thicker asphalt so that the road is able to handle the truck traffic. Funding will be from the Rebuild Illinois funds.

Action, Ordinance: D. ORDINANCE NO. 21-2271 - An Ordinance Authorizing and Approving A Proposal for Engineering Services for a Proposed Box Culvert Removal and

Replacement at Career Center Road and Liberty School in Bourbonnais, Illinois (FIRST READING)\

Following the first reading by Village Clerk Simeur, Engineer Dave Tyson gave an overview of said Ordinance. This is to replace a box culvert at Liberty School. When it was built a turning lane was added, the school never replaced the box culvert to go under Career Center Road. After investigating this with Public Works, it was found that the bottom of the box culvert is rotting out. We are starting to get washing out from the sides of the box culvert down into the bottom of it. We are replacing this to avoid having the road fail and collapse. We will have to submit an environmental survey request due to the possibility they might need to do a wetland delineation since the stream that goes under the road is considered a wetland, we are still waiting for IDOT to respond. Funding will be from the Rebuild Illinois funds.

Action, Ordinance: E. ORDINANCE NO. 21-2272 - An Ordinance Authorizing and Approving A Proposal for Engineering Services for a Drainage Investigation on the South Side of Larry Power Road from Illinois Route 50 West to the CN Railroad in Bourbonnais, Illinois (FIRST READING)

Following the first reading by Village Clerk Simeur, Engineer Dave Tyson gave an overview of said Ordinance. There is a drainage issue in that area, some tiles are broken and blocked. They will need to do Phase 1 engineering to figure out where the water is supposed to drain, then come up with solutions and recommendations to the Board on how to proceed. Phase 1 will not be part of the Illinois Rebuild funds. Hoping to use these funds for the Phase 2 portion for engineering and construction of this project once we determine what needs to be done.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

> Trustee Serafini thanked everyone who participated in the Bon Appetit Bourbonnais program and supported our local restaurants. As of now we have had 208 participants. The program ended on April 4, but you have until April 19 to submit your rebate form and receipts.

> Reminder tomorrow, April 6 is election day, polling places are open from 6:00 AM to 7:00 PM.

> Mayor Schore stated if you are not sure where to vote, please reach out to the County Clerk's office to find out where your polling place is.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair - Absent - None

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Action, Ordinance: A. ORDINANCE NO. 21-2268 - An Ordinance Amending the Speed Limits on Mooney Drive in the Village of Bourbonnais, Illinois (FIRST READING)

Following the first reading by Village Clerk Simeur, Chief Phelps gave an overview of said Ordinance. A speed limit wasn't put into place since Mooney Drive used to be Washington Avenue. Now that the reconfiguration and construction on Mooney Drive is completed, we want to have something in the books with a consistent speed limit which will be 25 MPH.

> Chief Phelps explained there will be a new eligibility list for Police Officers starting next month. The examination will be administered online rather than in person, since we cannot host a large group at this time. Anyone interested can go to applytoserve.com, all the information is on that website. The application is due by Thursday, May 6 by 4:00 PM.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Trustee King read a memo from Public Works Director Mike Chamness on items being addressed:

> Cleaning all trucks and equipment to put away for the summer.

> Still repairing about a dozen of mailboxes that were compromised during the snowstorms.

> Street sweepers are out sweeping the streets.

> Skate park is now open and being used.

> Mowers are being serviced for summer use.

> The contractor is back on the Burns Road project, we are anticipating that being done by early to middle summer.

> Patching potholes throughout the Village as weather permits.

> Looking for Public Works seasonal workers - see the website for a job description and application which will be due by April 9 at 4:00 PM.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Action, Ordinance: A. ORDINANCE NO. 21-2267 - An Ordinance Approving and Authorizing an Agreement Between the Village of Bourbonnais, Illinois and Allied Waste (SECOND READING)

Following the reading by Village Clerk Simeur, Administrator Van Mill gave an overview on Ordinance. This is the second reading of the new 7-year contract with Allied Waste/Republic Services to provide garbage pick up service to the Village. This contract is essentially a continuation of the previous 5-year contract with Allied Waste. Highlights of this agreement include: Same services including weekly garbage pick up, bi-monthly recycling, and weekly landscape pick up during the season; Rate freeze for an additional 18 months at $25.71/month; and Seven year term with a 4% increase starting in October 2022. In October of this year Republic, will start directly billing customers quarterly. The bill received in October will be for October, November & December. Notice will be sent out to the residents in the near future.

Information: B. Trustee Littrell gave an update that Republic Services reinstated yard waste pick up beginning April 1, please see the Village website for items allowed along with a brush pickup map and calendar.

> Engineer Tyson stated we are still waiting for shipment of the parts from S&L at the lift station. R&R is ready to install them as soon as they come in, it should be a quick fix.

13. VILLAGE ADMINISTRATOR'S REPORT - Michael Van Mill

Information: A. Village Administrator

> Virtual IML Lobby Day on Wednesday, April 21, asking Trustees to try and attend this day here at the Administrative center. We will give more details when we get more information.

> We are also following IML with regard to Protecting the Local Share of the State Income Tax program. The Governor is recommending a 10% cut in the local units share. The net effect on the Village's revenue would be about $200,000. We will keep the Board posted as more information is received.

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

PROCLAMATION NO. 21-333 - A Proclamation Honoring Dr. & Mrs. John C. Bowling

> Mayor Schore stated on March 27 there was a large gathering honoring Dr. & Mrs. Bowling for his upcoming retirement as President at Olivet Nazarene University. A Proclamation was presented to them proclaiming Saturday, March 27, 2021 as Dr. & Mrs. John C. Bowling Day.
