Village of Chebanse Village Board met Sept. 20.

Here are the minutes provided by the board:

Mayor Mathy called the regular Village Board meeting to order at 7:00 pm and announced the Village would be taping and Kathy Washington from the Advocate would be taking notes.

The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee and Trustee Snyder. Trustee Randles was absent. Also present were Mayor Mathy, Attorney Hiatt, Clerk Pasel and James Smith from Maintenance.

The Pledge of Allegiance was led by Mayor Mathy

APPROVAL OF MINUTES: A motion was made by Trustee Perzee and a second by Trustee Beherns to approve the August 16, 2021 Board meeting minutes. Vote:

APPROVAL OF SPECIAL MEETING MINUTES: A motion was made by Trustee Perzee and a second by  Trustee Kohler to approve the Special Board meeting minutes. Vote:

APPROVAL OF TREASURER’S REPORT: A motion was made by Trustee Beherns and a second by Trustee  Perzee to approve the August 31, 2021 Treasurer’s Report. Vote:

BILL STATEMENT: A motion was made by Trustee Perzee and a second by Trustee Snyder to approve the  Bill Statement for September 20, 2021. Vote:

UNFINISHED BUSINESS 

DE-ANNEX ROADS: TABLED 

COURT ADJUDICATION: Attorney Hiatt stated that in his opinion Court Adjudication would be a good  thing to have in place if someone would like a hearing. He is willing to resign as a hearing officer so he  could represent the Village. Attorney Hiatt’s fee would be divided among the number of cases being  heard for that session. The Village would need to approve an Adjudication program and ordinance.  Attorney Hiatt will set it up with Watseka.  

REPORTS OF COMMITTEES: NONE 

REPORTS OF VILLAGE OFFICERS: Trustee Beherns reported that during the recent Ameren pole replacement, it was discovered that a Frontier phone line was run through our tile on Chebanse Avenue.  Haley Brothers will be looking into options for repair. 

NEW BUSINESS 

FIRE HYDRANT: A motion was made by Trustee Beherns and a second by Trustee Perzee to purchase a  new fire hydrant/assembly at a cost of $4,107.00. Vote:

 HALLOWEEN: A motion was made by Trustee Perzee and a second by Trustee Snyder to approve Trick or  Treat hours from 5-7:30 pm on October 31, 2021. Vote:

CIVIC CENTER: Trustee Perzee informed the Board that Rick Weedon has resigned his position at the  Civic Center. A motion was made by Trustee Perzee and a second by Trustee Beherns to approve $24.00  per pay period for Julie to manage the Civic Center rentals and to accept Rick Weedon’s resignation  effective October 1, 2021. Vote:

A motion was made by Trustee Beherns and a second by Trustee Perzee to increase the cleaning fee at  the Civic Center to $250.00 per month. Vote:

ORDINANCE FOR BORING: TABLED 

COMMUNICATIONS: Mayor Mathy informed the Board that we have another complaint concerning  chickens. The complaint will be addressed with James returns from vacation. 

Trustee Beherns stated as of now, the Haunted House is a go. The Department of Labor will be here to  do a walk through on Wednesday.  

PUBLIC COMMENT: A resident that lives on First South Street voiced her concerns of cars speeding and  running the stop sign on First South Street. She suggested that the Village post signs that read “Children  at Play” or something on those lines. Mayor Mathy stated he will talk with the County about the  speeding and stop signs. She also had a concern about cars parking on the easement on Evergreen. It’s  hard for her to maneuver her bus around the parked cars.  

Trustee Snyder stated that Marsha was approached at the Coffee Shop about a handicap parking place  and access to the Coffee Shop. Mayor Mathy stated that when James gets back, he will speak to him  about it.  

ADJOURNMENT: A motion was made by Trustee Odle and a second by Trustee Beherns to adjourn the  meeting. Time 7:50 pm. Vote:
