Meeting was opened by Trustee Boyce at 8:21 a.m.

There was a quorum.

MOTION: A motion by Mayor Nugent, seconded by Trustee Phillips, to approve the minutes from September 28, 2021 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

No public participation.

No action items.

Discussion Items:

• North/South Path Connection – More investigation has been done concerning the Jerry Alexander property located along South Cypress Road. The numbers do not work for the village, so the village will not continue to pursue the land purchase. The Mayor would like to see the path connected from Heritage Park north to Division Street. The path could be along South Creek Drive, more of a walking path. It would be wider than a traditional sidewalk. A plan will be developed over the winter.

Trustee Crockett exited the meeting at 8:29 am.

• Enclave Path Update – They have the area dug out and will be adding stone. The rain pushed backed the paving process. As soon as weather is good, they will finish the project.

Trustee Dole exited the meeting at 8:31 am.

• CH 9 Nicor Project Update – Nicor has paved the gravel driveway and will install fencing around their property along Division Street.

• Stamped Crossing (1st & Walnut) – Gallagher Asphalt was told to protect this crosswalk when they were completing a project in the area. This did not happen and the crosswalk, which is just one year old, has marks from truck tires driving over it with asphalt and tar on the tires. They are trying to clean it with some cleaning solutions, but if they can not clean it, they will re-stamp it.

• Railroad Crossing Repair Update – Mr. Hanley stated that the Division Street crossing is still closed. The area should be paved this week and then they will move to Third Street next week to do the same type of repair.

• Christmas Lighting Update – Around 75% of lights have been completed. Mr. Hanley ordered more garland. The “Seasons Greetings” will be installed on Division, across the street from McDonalds. Santa’s House and the large tree will be in the Square.

• Main Street Renovations – The design and handouts are ready to present to Main Street businesses. Novotny Engineering is working on a grant. Mayor Nugent stated that he has heard that lots of other municipalities are also applying for the same grant. Pre engineering fees can not be used for the grant.

• Public Works New Building & Site Plan – Mr. Hanley received a preliminary cost from site work from Novotny for $1.4 million. This would encompass the driveway, storm water area, lighting, parking lot and running utilities to the area. The building plans are being reduced in size to bring the cost closer to the $3-$5 million range.

• Second Street Catenary Light Options – Englewood Electric gave an option of a different product for $85,000. Mr. Hanley will continue to look for other options, but there may not be anything available that changes colors that is cost effective.

• Legacy Park Concession Stand & Parking Lot Update – The location of the concession stand has been marked in the park. After review, it was recommended to move the building north a little. Mr. Hanley will re-mark the spot. Mr. Hanley and Mr. LaRocque met with the low bidder, Integral Construction. All references were very good. The project will be awarded to them at the November 1st Board meeting. Parking lot is completed with a few minor clean-up areas.

• MFT Update – All asphalt and street painting are completed. The only remaining item is the crosswalk at 1st & Walnut that either will be cleaned or re-stamped.

• South Path Project Update – Mr. Hanley walked the path and found a few areas that have some grading issues that are holding water beside the path. There are also two locations where the asphalt is ridging up to hold water. The path should have a 2% pitch to shed water; some areas have a 0.2%, which is very flat. Those are the areas that are holding water. Dirt work will be re-graded. There are some fence panels to be installed near Wrights Park.

• Police Department Remodel – Mr. Hanley is preparing the RFP and he will have it ready to advertise soon.

• Equipment Update –

o Upgrade broom head - $9,000

o Dump Trucks – will receive in 2022 (all other equipment for the trucks has been ordered)

o Ford Rangers may be here in November.

• Misc.

o Salt Contract – new amount for 400 tons is $25,672.00. Original contract was $22,854.05.

o Jumping pillow and fountain will be closed on 11/1/21.

o Last chipper routes for the village were run the last two weeks of October. May run the whole town next week just to make sure there are no piles left for the winter.

o E-waste – very minimal – Staff at village hall is instructing residents to go to Belson’s.

Motion by Trustee Boyce, seconded by Mayor Nugent to adjourn meeting at 8:53 a.m. Voice vote: all ayes, no nays.
