The meeting of the Kankakee County Community Services Committee was called to order by Committee Chairman, Mrs. Webber at 9:00am. The following members were present:

Mrs. Webber, Ms. Parker, Mrs. Polk, Mr. Snipes, Mrs. Peters, Mr. Kerkstra, Mr. Carrico, Mr. Ekhoff, Ms. Bryan, Ms. Hudson Mr. Kenneth Smith, Mr. Alexander-Hildebrand, Mr. Rayman and Mr. Wheeler

Members Absent – Mr. Tholen, Mr. Sirois

Quorum – Present

Department Heads Present – John Coghlan, Lori Gadbois, Dan Hendrickson, Anita Speckman, Kari Laird, Erich Blair, Theresa Goudie

Media Present – None

Public Commentary – Marta Perales, Momence – Spoke regarding county board redistricting maps

Minutes of the Last Meeting

The minutes of September 21, 2021 were submitted to the committee.

Mr. Carrico made a motion to approve, and Mr. Kerkstra seconded it. Motion carried with a voice vote.

Ms. Peters made a motion to amend the agenda for Mr. Hendrickson to go last, and Mr. Ekhoff seconded it. Motion carried with a voice Vote.

Ms. Webber asked for a motion to combine and approve all the reports including the reports from County Clerk, Assessor, Recorder and Animal Control.

Ms. Hudson made a motion to combine and approve all reports, and Mr. Smith seconded it. Motion carried with a voice vote. Voting nay: Ms. Bryan

Monthly Report

Mr. Blair, Assessor, reviewed the monthly reports with the committee and updated them on upcoming items.

Recorder

Monthly Report

Ms. Gadbois, Kankakee County Recorder, reviewed the monthly report with the committee. Discussions were held.

Animal Control

Monthly Report

Ms. Laird, Animal Control Director, reviewed the monthly report with the committee, highlighting areas of the report. Discussions were held.

Monthly Statistical Data

Ms. Laird, Animal Control Director, reviewed the monthly statistical data with the committee.

Animal Welfare Advisory Committee

Monthly Update

Mrs. Parker updated the committee on the work being done by the AWAC committee. Mrs. Parker included an update on the TNVR plan.

Monthly Report

Mr. Hendrickson reviewed the report with the committee.

Precinct Boundary Changes

Mr. Hendrickson reviewed the precinct map changes with the committee.

Ms. Polk made a motion to approve the map changes and polling places, and Ms. Bryan seconded it. Motion carried with a voice vote.

Adjournment

Mr, Kerkstra made the motion to adjourn the meeting at 9:47 a.m. Ms. Peters seconded the motion. Motion carried by a voice vote.
