Here are the minutes provided by the committee:

Members Present 

Mr. Hess, Ms. Polk, Mr. Liehr, Ms. Parker, Ms. Webber, Mr. Payton, Mr. Carrico, Mr. Fetherling, Mr. Long, Mr. Miller, Mr. Hunter, Mr. Sirois and Mr. Wheeler

Members Absent

Department Heads 

Lori Gadbois, John Coghlan, Delbert Skimerhorn, John Bevis, Dan Hendrickson, Ben Wilson and Anita Speckman

Call to Order 

The meeting was called to order by the County Board Chairman, Mr. Wheeler, at 9:00 a.m. Quorum present.

Quorum was present. 

Public Comment 

None

Approval of Minutes: December 23, 2021 

Mr. Long made a motion to approve the minutes and Ms. Parker seconded. Motion carried with a voice vote. 

Mr. Wheeler advised the committee that the agenda would need to be amended to allow Ms. Speckman to present first due to scheduling.

Mr. Hunter made a motion to amend the agenda and Ms. Parker seconded it. Motion carried with a voice vote. 

County Administrator’s Report – Anita Speckman 

Monthly Update 

Ms. Speckman provided the committee with an update including turnover at the county as well as the EE04 report.

Discussions were held.

Presentations 

Kankakee County Recovery Program Performance Report – Jasmyne Humble Ms. Humble provided the committee with a review of the county performance.

Discussions were held.

E-Waste Program Update – Ben Wilson 

Mr. Wilson gave an update on the progress of the e-waste program within the county. Discussions were held.

Legislative 

Mr. Lier provided the committee with an update from UCCI.

Information Services – Kevin Duval 

Mr. Duval provided an update to the committee. Discussions were held.

Health Department – John Bevis 

Mr. Bevis provided the committee with an update on COVID-19 and vaccinations within Kankakee County. Discussions were held.

KCHD Opioid Program 

Mr. Bevis advised the committee of the Kankakee County Opioid Program and the work they are doing. Discussions were held.

Schools 

None

Veterans Assistance Commission – Karen Smietanski 

• Monthly Report

There was no report for this month.

Administration 

Mr. Wheeler read the appointments into the record.

• Appointment of Brett Harrod to the Zoning Board of Appeals

Mr. Fethlering made a motion to combine and approve and Ms. Polk seconded it. Motion carried with a voice vote. 

Openings  

Mr. Wheeler read the openings to the committee.

• One Opening on the Claussen Park Drainage District

• One Opening on the Exline Creek Drainage District

• One Opening on the McGillivray Special Drainage District

• Two Openings on the Canavan Drainage District

• Two Openings on the Manteno No.9 Drainage District

New Business 

• County Clerk Monthly Report 

• Recorders Monthly Report 

• Animal Control Monthly Report 

There were no questions from the committee.

Mr. Carrico made a motion to combine and approve and Mr. Fetherling seconded it. Motion carried with a voice vote.

Mr. Hess made a motion to adjourn the meeting at 10:37 a.m., and Mr. Fetherling seconded it. Motion carried with a voice vote.
